RE: Faith Tabernacle Church
INVENTORY
1. Proposal is to construct a church building and parking area on a
part of a 61.28 acre parcel. There presently is an existing house on
the parcel.
2. The Scantic River flows through. the property and the 100-year flood
line encompasses part of the area.. However, no work is proposed to be done
within this 100 year flood line.
3. The soils on the property are:
Am - Alluvial Land
- BfA - Biddeford silt loam, 0 to 3 percent slopes-, very poorly drained
BxC - Buxton silt loam, 8 to 15 percent slopes, moderately well drained
EnB - Elmwood sandy loam, 3 to 8 percent slopes, moderately well drained
* LmA - Limerick silt loam, 0 to 3 percent slopes, poorly drained
* ScA Scantic silt loam, 0 to 3 percent slopes, poorly drained
Te - Terrace Escarpments sand and clay
* denotes an inland wetland soil.
EVALUATION
1. The plans show the planned access drive and possibly some of the building
in the area of the Biddeford very poorly drained soil. The boundary of
this wetland soil type should be delineated in the field and shown on the
site plan.
2. The proposed sediment basin is providing for approximately 3.71 + of water
and sediment storage based on the elevations shown. The Buxton soil type
is very erosive and provision for sediment removal are not shown. Detail
on the peak runoff from the site is needed to insure that the basin is
properly sized and an emergency spillway location is shown.
1
3. The proposed outlet of the culvert at the main drive has a hay bale check
dam shown. There exists a potential for gully erosion at this point. A
rock rip rap plunge pool would be more effective as an energy dissipator.

RE: Faith Tabernacle Church
4. The runoff from the 24 car parking area on the east side of the building
and the access drive is proposed to be directed to a "paved leakoff"and
r discharged into a swale to the sediment basin. There exists a potential
for erosion to occur at this "leakoff" as it enters the swale. A suggestion
is to use curbing on the access drive and direct all runoff into a catch
basin and pipe the water to the sediment basin and outlet into a plunge
pool.
5. Hay bales should be installed at the top of the steep undisturbed slopes
to contain sediment on site and eliminate possible runoff problems.
This will provide erosion sediment protection for the Scantic River.
6. The major portion of the area of the parking area, building site and septic
system is located on the Buxton silt loam soil. This soil has a high
water table ranging from 12" to 24" from the surface. The proposed septic
tank and pump chamber will be in this water table. Since the proposed
elevation of outlet of the pipe from the tank to the leaching area is 36.3
and the bottom of the chamber is 71'6" which is elevation 28.8, the entire
pump chamber will be under water. The data for test hole #4 supports r
the existence of the high water table with mottling at 24" and the existing
ground is 43.0. There should be subsurface drainage installed in the area
of the tank and pump chamber to lower this water table.
The catch basins for the parking area will also be in this water table.
Subsurface drainage should also be used to lower the water table. This
will provide a more suitable soil base for material for the parking areas
and reduce frost heaving potential.
7. All topsoil should be stockpiled and temporarily seeded or have haybales
at the base. This will protect the Scantic River from sediment.
In conclusion the main concerns are the wetland soil boundary, high water
table, sediment basin and protection of the steep slopes. The Connecticut
Erosion and Sediment Control Handbook will be valuable in developing an erosion
and sediment control plan. Any questions give me a call.
Sincerely,
Rob Cochran

South Windsor
Dear Rev. Saunders:
We have just received codes of letters from South Windsor Town
-fall , as transmitted to us by Attorney Wood.
In response to the letter Vated December 9, 1982 from Marshall
Montana, Chairperson Flc(n?is & Zoning Commission, to -John
Mor•iarity of Connecticut- D.O.T. we had seat three sets of .
presentation drawings to Mr. Ma iarity's attentiononOctober 13,
1982. He has Kvi ewe d our site plans and has proposed these
revisions, per our telephone conversation of December 14, 1982:
1 . Provide a 10' wide storage lane within the existing
Route 5 median stria for southbound left-turning
traffic onto our site. It should be 100' in length
with an 80' taper. This would necessitate re--locating
an existing catch basin.
In Mr. Moriarity's opinion, a traffic light would not
be necessary if a storage lame were provided. The amount
of traffic generated, as a result of. o_fr project, could
not be significant enough to warrant such an expensive
installation.
2. Delete -the proposed island located within the project's
entrance drive for maintenance purposes_. He stated that
this island does- not pose as a traffic safety hazard and
therefore is purely a suggestion, not a requirement.
