Mr. Carrington assured Mrs Finch they had learned from their lesson on Buckland. Mr. Woodcock asked if Mr. Carrington were satisfied with conditions at the proposed site. Mr. Finch said even if they were satisfied., he felt the AgencyI should do more than take their word. Mr. Baldino said Mr. Weltie dial the borings. Mr. Finch said all the Agency wanted to see is verification of results of soil borings. Mr. Lyons said the borings log and soils report could be part of the contract documents. Mr. Baldino told members that their soil consultant had recommended this special type of method described to handle this project. Mr. Carrington said they had learned much about the town since the Buckland Road experience and assured the Agency members that the Sewer Commission is concerned that nothing goes wrong. Mr. Herzog said the Agency would need their step-by-step approach for construe- tion'. Mr. Baldino referred the Agency members to page two of the report regarding Droceedure which was described therein. Mr. Herzog thought it was too general and said specific, step-by-step plans for diverting water and stopping siltation *ou?d be required. Mr. Carrington asked if this could be put in writing for the Fewer Commission. Mx. Herzog said it could. Mr. Carrington thought this project could be a guide for any other river crossings in the future. Mr. Lyon said thev might furnish some clarification regardinn methods used, but they hesitate to tie the hands of the contractor. 11r. Herzog said the Agency does want to do it, if they dont' tie his hands, he can do whatever he wants. He continued that the Agency could not give approval on sorethin7 they cannot see on napes, how all the items mentioned are going to be done must be' spelled out. In discussing amount of area to be disturbed, Mr. r'tead observed that they wr_1.1 be disturbing as small an area as possible, approximately 2h ft. Mr. Herzo^ s reminded them it was also a most sensitive area and River. Mr. Finch noted they had alluded to working within the river, the Agency would need specific details on how this would be handled. Mr. Paldino described plans for the use of a siltation filter incorporating a type of fabric which is strung across the river and sunk, leaving a clear to one. side, allowing flow to go through, while filtering the silt from through. e Podunk Diver would be worked in the off season. '"his method was used on the Malden River, a considerably larger river than the Podunk. Anything that is collected will be taken out. They figure only two days of construction time. Mr. Baldino said that two days is sufficient for a twenty foot crossing. Mr. Carrington noted the fabric will hold back fish in the stream. Mr. Baldino said if they wanted specifics, they will supply them. Mr. Finch informed him the Agency did not want to tie his (Mr, Baldino & Fewer Commission) hands, but the Agency did want it spelled out to the contractor. He felt if the method proposed is what they approve and want, they could work together toward a satisfactory agreement. Mr. Herzog asked when they are scheduled to begin. Mr. Carrington said they plan to start this fall, and asked if the Agency can give immediate attention to the project. Mr. Finch wanted to know if he were asking for immediate approval. Mr. Baldino said they are all separate contracts; Mr. Carrington said they hoped to be approved as they become available. In answer:,- to a question regarding the material in the fabric to be used for siltation purposes, Mr. Carrington said there is nothing in the fabric to cause any problems to -the environment. - A discussion of the problems encountered on Buckland Road followed. it was suggested by Mr. Carrington that one of the problems was-; not enough borings were taken. Mr. Herzog asked if it were the same as Buckland Road. He was informed that Buckland Road- tad unusual conditions, much clan too. However, the whole town his alluvial soils. Mr. Finch asked if more boring samples were taken than before. They had. Mr. Finch asked if at the crossing sites, had borings been done on both sides of the stream. Mr. Baldino said no, the nearest boring is approximately 200 ft. up the road. Mr. Lyon noted the soils consultant plots his conclusio n from the borings taken and can judge what the conditions are in the area. Dr. Krahula wanted to know what would keep the concrete from sinking. The concrete is long enough, so that it will extent} beyond the river and won't be sinking Mr. Finch observed. it.was'explairiedi'itn will create a bridge, it will be embedded on either side. Baldino said the encasement was 40 ft., the channel width is 20 ft. rim. Finch thought there were the same type of clay soils in the area. He noted i there used to be a brick yard there.14.r. Jurewicz wanted to know why they were crossing the road three times. He suggested if they dropped the line, they could cross the road only once. Mr. Carrington explained that much had to do with con- trol of traffic as twenty feet could wipeout the whole road. Mr. Finch asked why they were putting the pump station so close to flood line. Mr. -Carrington said they were collecting; gravitywize, this way they get the least amount of disruption and the most out of the gravity feed. Lyon explained they had done the work on the flooding limits for the Drainage Study prepared for the Town, the difference between the 50 and 100 year flood is very slight. Mr. Finch noted the concern was that they are protected. It looked a difference of maybe 2 to 4 ft. Mr. Lyon said it should be well above the 100 year flood. NO. 0h0 Pleasant Valle Rd. & Hilton - { Drive- P d Y o unk River Trunk Line) Mr. Lyon *pointed out on the map the area to be drained to meet the trunk sewer. Tt will include Pleasant ValleylEdgewood, Hilton, Barber, Jude Lane, baron, etc. which eventually goes down -the-Podunk River Trunk Line. There is a separate crossing for ?•!oodside Parkview & Ellington which he pointed out on the map. He explained they are attempting to do all this with gravity flow, thus avoiding new pumping stations. Cuts are between 12 to 18 feet deep. one place goes to 20 feet deep. He said their tried to stay as far .out of the flood line as they could. He pointed out the area which collects the flow. The 50 year flood line is plotted. They have an outline of .specifics to limit the contractors sediment control project. They will try to make the contractor conform to their limits and to do as much as he can so avoid causing sediment and erosion. They are trying not to get into too difficult digging. They will stress the contractor will not pump into the Podunk River. Construction moves rapidly, and he thought you almost make more problems if you trSr to put in soil erosion methods. Hav bales can be placed to aid in erosion control. Mr. Herzog asked why they didn't plan something- to hook the two areas together. W.INDSOR INLAND WETLANDS AGENCY 19INtlTE 1 or►day, September 13, 1976 a,,e 7R Mr. Lyon said they would ran into different grades which would involve a Lh. pumping station. Mr. Lyon noted that where the contractor gets within. 50 ft. of the river, it• will be necessary to rip-rap and exercise caution. He pointed to the area on the map noting it was very steep. Mr. Herzog asked how far away from the river was the point he (Mr. Herzog) indicated on the man. Mr. Lyon said about 20 ft. Mr. Jurewicz observed they were right on the river. Mr. Finch agreed. Mr. Lyon noted this was not the final specs. IM. Carrington felt that this was where co^iments by the Agency could be incorporated into the final specs. Mr. Finch asked if there were alternatives. Mr. Lyon said if you want to star on one side of the river, you have to have a river crossing. IAx. Herzog nn ed othenr±ze You must. have a pumping station. Mr. Finch asked what is saved. 1'r. Lyon said there will be 5 manholes in the total contract. Wn-o ntbd-out one equipped with a vent pipe on the top, its-ebove the-.50year flood line so it will not be a contamination problem Mr. Lyon explained. Mr. Carrington said the Sewer commission is as concerned about water getting into the sewer system, as the IWA is concerned about sewage getting into the river. Mr. Jurewicz stated that it is not unhealthy for water to be in the sewer system, but it is the other way around. Mr. Herzog told Mr. Carrington and the Purcell representatives. the Agency would have to go o-er all the plans to see what will be done. He thought the other two applications (038 & 039) would probably move along rather quickly, however, this last one (040) is more involved. Mr. Lyon urged the Agency to try to make whatever statements or recommendations t submitted something that could be incorporated into the specifications. He told the Agency the line has been staked so they can see it. j Mr. Baldino explained that all these contracts go to DEP for approval. Mr. Finch expressed his concern that the Agency must exercise the -same care and I '1 caution in reviewing these proposals of the Town as they.would regarding proposals by the general public. It is necessary to have the Town follow the same standards and revuirements that are set down for everyone. If the Agency says one thing to the 'down and something else to others, they are open to criticism and problems in the future. 2M,r. Carrington thought the Town had certain rights. Mr. Herzog said not with this a ency, there are no exceptions. Mr. Carrington thought in this instance the Town was working toward the same goal, an environment that is stable and good. Ms. Herzog; said another thing- they can't consider is the dollar or financial aspect. The Town does not have a right to override the Inland Wetland ?atTs of the state. Mr. Woodcock agreed that Mr. Herzog was correct. Mr. Herzog e-Ohasized the-IWAgency-4s charter is not to save dollars, but to save we a*!d 7treams. Tar. Mr. Finch asked what alternatives to the most extreme conditions they might encounter. Mr. Lyon said you could move it or re-Align it, but it does not appear that you will get it out of the flood line. Mr. Herzog stated the Agency was not against sewers, but he was concerned about two or three points on the line. Mr. Carrington said he would consider another session to further discuss the project. Mr. Herzog said they would want to see more information on both prososals. Mr. Carrington asked Mr. Baldino to estimate the time frame regarding going out to bid. Mr. Baldino said the first will be going out first, and then the Ellington Rd. would be going out shortly thereafter.. because the pumping station is located there. Mr. Herzog suggested they should have letters regarding the first two by this week .. and the last one in a couple of weeks. He explained the Agency would be working again next week after the Conservation Commission meeting. Mr. Finch explained they wouldn't have approval by thee, only comments and questions. Mr. Carrington said as long as they had some questions from the Commission to move the project along. Public Participation - Ms. Adams said he would like to make a few comments and I reminded the Agency he was speaking as President of the Scantic River Watershed Association, as well as a citizen of the Town. He said the Association is the o"?y body concerned with bringing some kind of systematic app roach to the pro- tection of the Scantie River. At present the big thrust is an increase in mem- bership. He felt it would be an advantage to be able to go to Enfield saying f there were a hundred people, or more, in South Windsor backing up his efforts. Dear Mr, Throws: At the regular meeting of September 13, 1976, the Inland ITTetlands Agency reviewed your Applications NOs. 038, 039, and 040. After discussing your proposals . for Strong Rd. and Ellington Rd. (NO. 030 & 039), we submit the following comments. As you know, the Podunk River runs the entire length of the Town of South Windsor. This river is .a highly sensitive area and it is the responsibility of this Agency to ' protect it from environmental harm. The Agency feels there is a strong potential for pollution to this stream, if strict precautions are- not implemented to protect it. The siltation control- structured with screening material, seems to be an effec- tive plan. However, we must stress the necessity for the Sewer Commission and Purcell Associates to guarantee that close supervision of the construction area will be exercised, to insure that effective measures for the prevention of siltation and erosion be strictly enforced. The Agency will be reviewing and discussing your applications main at the I4dA worksession, Monday, September 20, 1976, and we anticipate,as a result of this meeting, to be submitting more questions and/or comments with regard to the projects. Mr. Lyon explained the exact easements them- selves are described with figures and legal wording, however, specifications will supersede the legal wording and easement boundary. Mr. Jurewicz said that legally it would still give him the right to go into the river, if he feels he must. Mr. MacKay said before the contractor excavates, he will have to make precautions Mr. Comer noted that in man, places they will be within 50 ft. of the stream t and according to the siltation and sediment plans, they trill be putting in hay bales and sand balls. They are asking for it to be removed. Mr. Herzog asked where it would be put. Mr. MacKay noted it may be removed from the site. Mrs. Eriksson asked who was the engineer, the Town or Purcell. Mr. MacKay said I Purcell Associates are the engineer of record. Mr': Lyon said the specs are always written for the engineer to inspect on the job. Mr. Carrington told the Agency members it was a means of avoiding confusion, it didn't eliminate input, Allan Young's office is still involved. Mr. Krahula asked what they did about the pumping. Mr. Lyon explained that when water is pumped out, it isn't done directly, but through a system of hay bales, i which is a crude way of filtering the water. Mr. MacKay noted if the system doesn't work_, he would have to make a siltation chamber. Mr. Carrington explained that on some sites, one method may work better than others. Mr. MacKay informed members the engineer would be on the site and if the s system isn't working_, they can see. it at once, and can step in and put a --Stop to it. They will only be pumping dur- ing the day, not at night. An inspector should be there during the day. Ms. Jurewicz asked if the prose,. Pumping process were short, one or two hours. p' _ r11 . It would be up to the inspector not to allow this to happen. 7t would be an obvious malfunction and would be seen. Mr. Jurericz asked if there were anywhere else it could be dumped. Mr. MacKay said sometimes it can be put into a sedimentation basin. Mr. Lyon said the method proposed is a fairly regular way of doinn it. Mr. MacKay thought the trouble with a sedimentation basin'is that it may make more problems with it, than without. He would prefer not to use them. He said they are going to make the contractor keep the trench as narrow as possi- ble as it is mainly based on a narrow trench. He informed members of the Agency I ' at these points they would be storing pipes, hay bales and would be used for turn- around too. Mr. Comer said then it was not to store "sludg". Mr. Herzog asked where excavated materials are going. Mr. MacKay said if the materials are suitable, they will go to the land fill in 'Sbuth Windsor, if they are not suitable, the contractor will have to make arrangments to have it taken away. No piles will be left on. the site. Mr. Lyon noted one more item, additional work within the construction easement., it is meant to restrict the contractor so he he cleans up and encourages re-vege- tation after construction. He s the Agency had been concerned that they were spending more time than allows by Regulations, before making a 1 decision. He read the following Sections rom the South Windsor Regulations: Section VI Paragraph 6.9 "No applica on shall be deemed a comple application unless it shall be in such orm and contain such ififormation as the Agency deems necessary for a fair termination of the issues." L' Section n Paragraph 11.2 "Action shall taken on applications with- in sixty-five (65) days after- the -completi of a public hearing or, in the absence of a public hearing, within six -five (65) days from the date of receipt of the complete application. Mr. Jurewicz said that according to the Regul tions the Agency was not in violation of its own Regulations, but was acting accordance with its Regulations. Mr. Woodcock said it sounds correct to him. Mr. Jurewicz said the second point in question the Regulations was Permitted Uses, as of right. He said the local Regulations are of as all encompassing as the State Administrative Regulations. Mr. Jurewicz re Section IV Paragraph 4.1 c: "Uses incidental to the enjoyment and maintenance o residential property, such property defined as the smallest lot permitted in t lowest density residen- tial zone established by the South Windsor Zoning Re ations;" Mr. Jurewicz then read Section 22a-39-3•ld of the Eta Administration Regulations, recommending the following portion of the above mentioned tion be incorporated into the South Windsor MW Regulations--Section IV,Paragrap 4.1 c '........... ch incidental uses shall include maintenanc of existing WINDSM INLAND WETLANDS AGENCY MINUTES day, December 13, 1976 age 5• I damage to the stream if p distance was maintained. DUN' RIVER TRUNK LINE - The Agency reviewed the Trunk Line proposal to date includ- ing the DEP Check List and the SW report. Discussion of the possibility of going to Public Hearing occurred and Mrs. Briksson expressed the concern that the Public might attend not because of any great concern for the wetland, but because they don't want a bulldozer in their front yard, Mr. Jurewicz said he still thought they would make a mess of the Podunk River. Mr. Herzog read from Paragraph H. of , t u•rn W.LWII= INIIAM WWUJAMM ALi151VV UI MINUMS n3ay, necember A, 1976 age 6. I DEP Check List. regarding precautions to be implemented during actual work. "...This plan appears to be adequate. However, any plan of this type is only as good as the field inspection during construction. Tke contractor should be responsive to recommendations made by the inspecting engineer, and the inspecting engineer should pay close attention to construction activities to be sure necessary measures are taken to mitigate any impact on the wetland and watercourses question. (This has been submitted by the consultants) Mrs..Eriksson felt they still needed someone from the IWA to see that close supervision is maintained. Mr. Jurewicz said he would be willing to oversee i the operation during construction. He repeated he still was not sure they were not going to make a mess. He felt there will be an impact on the river. Mr. Herzog drew attention to specific points made by Mr. Morneault of SCS, especiallyin the use of jetties at several -locations in the river where curves exist, to protect the banks and curves as well as the Trunk Line itself. Mr. Jurewicz said his main concern was that supervision was strict in order to protect the stream, he wanted to stipulate that the IWA cowls issue a cease and desist order if they did not comply, and also that random on site inspection by the Agency is allowed. Mrs. Eriksson felt they should have a strong basis for saying no. She asked if the other members were agreeable to waiting on a decision, at least until Frank Comer: and,Bob Finch are present, as they have reservations too. Mr. Herzog expressed the feelings of the other members saying he felt it a good.idea to:wait, He noted the jetties recommended by Mr. Morneault were not on the map. He would like to hear their (Mr. Lyons) feelings on the use of these jetties. Mr. Herzog I reminded members they must weigh the value of the project along with the other considerations. Mrs. Eriksson said she would contact Mr. Lyon to see if he could come in for the IVA Worksession She suggested if members had any more questions or concerns, to have them ready for the next meeting. Mr. O'Sullivan noted the Podunk River is considered a clean river and now they plan to dig a trench and put in a sewer line.: He found; this difficult to reconcile. Mr Herzog noted a sewer- line goes, along-Plum Gulley Brook and Clark Street, and he followed its course onthe map.showing: where it fin- ally ends. He noted this will be a gravity feed lines much less maintenance problems and costs,- he-reminded members the problems on Avery Street were caused by a forced main, the contents is moving under pressure. There are more problems if you go other than gravity. SMTH MMSOR INLAND WETLANDS AGENCY KMTES Monda7t December 13, 1976 i Page 7. Mr. Jurewicz observed the area under discussion for the line is heavily wet- j land, he thought an alternative to this gravity system would be not to go through the wetland. i Mrs. Eriksson noted a lot more tests have been made for this proposal, than previous ones. Mr. Herzog added they are a lot more cautioussince their (Sewer Commission) problems on Buckland Road. Mr. Jurewicz thought it would be a difficult construction job because of the steep banks. - Mr. Herzog agreed, noting if they knew where the line would be hitting same of the sensitive areas, it might be helpful, there are 3 or It points where they will be right up to the river. Dr. Krahula asked if they could write to the inspecting engineer regard- ing these sensitive areas. Mr. Herzog explained the Agency could put these stipulations in the permit. Mr. Jurewicz said he will want many conditions on this application. Mr. O'Sullivan thought it would be tough to put in a pipe runnig along the river as it is. Mr. Herzog said Mr. Morneault does not seem concerned about laying the pipe, only about use of rip-rap near the river, etc. Mr.Herzeg i said there is more problems with leakage into system, than leaking out. Mr. Jurewicz noted that in addition to the area being classified wetlands, it was 'also wet land. Farnham Estates Sewer ram - Mrs. Eriksson said the cY had received maps i from Purcell on their pro sal for Rye St. and Farnham Esta s Sewers. They will be coming in next week to 'scuss the project. In one area hey seem to be en- croaching on a wetland. Th a is a culvert on Rye Street and they may be going under it. Mr. ucek explained that originally they had asked to build one house and IWA had anted their request. However, as they pro- ceeded with it, they decided put the house at the north, instead of the south. They got permission to build on a lot with less than 50 ft. frontage. They are near wetlands, but not it. Back in February 25, 19762 the IWA determined a permit wasn't necess at that time. Now because of the change of the location of the house, the Agency will have to consider if the new location will have any effect the wetland. Mr. Finch asked what kind of wetl d it was. Mr. Lucek said it was a recharge area, swampy, retains runoff, r barge underground. The slope is j toward Vernon. k Mrs. Eriksson asked how far from the land--400 ft., 500 ft.? i Mr. Herzog thought it approximately 200 ft. SOUTH WINDSOR INLAND WETLANDS AGENCY WORKSESSION MINUTES Mondayj, December 20, 1976 Page 4. Mr. Morneault noted his comments were in relation to the former plan as shown in the Town Clerk's Office. Mr. Herzog said most of his questions were related to questions Mr. Morneault had brought up and also from DEP. One thing brought up at last week's meeting was on site inspection, not only is it a problem after construction, but during construction too. The Agency is anxious that the contractor is careful. Mr. Lyon said they think they have provided the cau- tions they can. . It was noted that DEP comments there will be short term impact. IWA is concerned and wants this impact to be kept at the minimum. The impres- sion from their (DEP) comments is it is going to happen, but take every pre- caution to reduce the impact to the very minimum. Mr. Herzog explained that DEP had taken the Check List and applied it to . the Sewer Project. He referred those present, to the comments on construction he noted,in effect, Mr. Daly (of DTP) accepts what they (Purcell Associates) are proposing. Mr. Carrington said they are trying to go along with what DEP has said. Mr. Herzog noted however, the last paragraph is a complete disclaimer. Mr. Lyon noted we don't have the set of plans showing the ductile- pipe, where they are dictated by DEP guidl3nes. Mr. Carrington noted one problem is leakage infiltration, Mr. Herzog asked_ if this were a greater problem than leaking out. Mr. Carrington said it was hard to keep water out of the system. Mr. Finch wondered if there were a rate which could be applied under the contract specifications, stating that leakage up to that point, but not over it, would not be a problem. Mr. Lyon did not have an actual rate. Mr. Carrington suggested if there was an excessive amount: out of the s-rs Jerr:, they would strive for closer tolerance. Mr. Lyon noted that in the area where they are within 50 ft.of the river a Styrene or PVC pipe is used. Mr. Carrington noted none is under pressure and remindeding them that ductile is tighter fitting. He said there will be a greater initial cost, but they expect to achieve more. Mr. Finch asked if there were a difference in laying pipe. Mr. Lyon said it can be a push on point, rubber gasket, or a mechanical joint with a bolt. Plastic pipe has a cement collar. Mr. Carrington observed that at the -point, it assumes the strength of any other part of the pipe. Mr. Lyon noted that in special areas, they have asked for additional one foot of crushed stone for the bed. Mr. Carrington said details are on the sheets. Mr. Herzog asked if it were possible, when construction proceeds into sensitive areas, to notify the IWA when it reaches those areas.: Mr-Lyon said to put it into the conditions and earmark it for the inspectoner-son. ?Ot?TH WINDSOR INLAND WEMANDS AGENCY WORMESSION MINUTES (onday, December 20, 1976 'age 5% Mr. Carrington thought it would limit the contractor. Mr. Carrington suggested it would depend upon how the particular contractor will set up. He is free to work within the guidelines. Mr. Finch asked if they were inspecting each weld and Mr. Carrington said an inspector will be on the job constantly--100% of the time. Mr. Finch asked how this would work. Mr. 'Carrington said a member of Purcell Associates, who is employed by the Town will be inspecting, and there will be inspectors checking the inspector. Mr. Herzog asked who the contractor would be working with. Mr. Carrington said Purcell will be working with the contractor. It has potential for expansion. Mr. Finch observed that the IWA is supposed to be looking out for the environment, if they allow the Town to do something they would not allow a developer to do problems could arise. Mr. Carrington reminded Mr. Finch and the other IWA members that they were putting in a sewer to serve and benefit the Town where a developer is only interested in serving a small area and financial interests. Mr. Herzog asked Mr. Morneault if his questions have been satisfied. He felt it should be ok. Mrs. Eriksson asked Mr. Morneault if he were satisfied and he replied yes. Mr. O'Slullivan asked how much money was saved. Mr. Carrington said much. Mr. Lyon would hesitate to state how much without the figures handy. Mr. Lyon told IWA that some areas will have to have pump stations, although they have tried to figure other ways. 4. Housing Corporation Pro er - After discussing information presented to the Agency regarding this propos Mrs. Eriksson made a motion that a pproval be granted for Application NO. 042,an that a permit•be granted to U. & Re Housing Corporation, for property loca d on' Felt Rd., between Birch Hill Dr. and Tallwood Dr., South Windsor. This pe 't is for the set of plans drawn by- nil W. Lucek, P.T; & L.S., of Emil W. cek Associates, Entitled-"Burch Hill, section 7", Drawing NO. 75229 Sheets 1 2,& 3 of 3, dated November'26, 1976. The following conditions must be adhered for this permit to be valid: 1. Lots No. 1 through 4 are acceptable wit septic systems 2. The following applies to lots No. 5 thro h 8: - a. The curtain drains may be installed b. No building shall thake place until s 'tary sewers are avail- able c. Mr. O'Sullivan didn't like it. Mr. Finch still felt they were being easy on the Town. Mr. Herzog didn't think they had been lenient with the Town. Mr. Woodcock said the record speaks for itself, the minutes are voluminous regarding this proposal. Mr. Herzog wondered if in the area where they were close to the stream, where the netting is being put ins would it be advisable to build one of those things where they can move it around and drop them into the river wherever they were needed. He didn't see how hay bales will be effective. Mrs. Eriksson asked what about the time of year.. would they be working during the high flood prone season. It was agreed, it was difficult to pick a time with reference to rainfall occurance. It was noted they might be working during the Trout Spawningseason !or rin time and if eggs (Nov. SP g ) gg are in when siltation occurs, it could destroy them. SOUTH WINDSOR INLAND WETLANDS AGENCY WMK%SSION MINUTES Monday, December 20, 1976 Page 8. Mr. Herzog said they would not beable to do the work in two months, he might consider "playing" with the date do it next year, they haven,t gone out to b witd ye i reason. He felt they could schedule, s Part of a long Mr. Finch said he is concerned about whether the Agency is do' thing irreversible. He Wanted to know what the 1 any ong terra effects will be regarding filtration. Mr. Herzog noted he (Mr. Finch is concerned about it ) was the, he (Mr. Herzog was not concerned abet only one who either in or out, he was concerned about siltation. However s within 4 to 6 months of completion, there should be an end to siltation problems a lot will be resolved. Mr. Finch asked what about the effect on the wildlife. Mr. Morneault noted he had commented on this in his report of a few months ago, wildlife values of a stream are diminished substantially when the stream is carrying silt, and fish habitat, if existing, will, be further reduced. The recom.. mendations he made were suggested to minimize the impact from construction. Mr. O'Sullivan was concerned about the Podunk River, a "clean river" having a sewer line in it, thereby, perhaps making n clean river save a little money. Mr. Herzog dirty to explained a gravity sewer is a more reliable sewer than anything under force. Mr. Woodcock felt if the Agency were going to make a decision, it should be done as a full Commission and suggested waiting until the others were present. He noted that the Sewer Commission is coming in with experts saying they can do the job with minimal amount of impact, if the Agency keeps argu- ing, they will, take it to court. If the Agency goes to court,it will have to have an expert to back it up. He continued, he did not understand the "numbers" and that is why they have e.erts. Mr. Herzog noted that 90% of what is going through the pipe is fresh water, it is not 100% waste. Mr. Lund noted the Agency has the power to request the experts to submit the information needed to make a determination. Mr. Woodcock was in favor of getting more information, if they can come up with it. He repeated, he didnit think they can act without the other members present. Mr. Morneault noted , if you cut down flood storage capacity of the flood- Main, runoff will be increased, however, according to their plans, it will not be a problem. Mr. Woodcock expressed concern as to what the cost of an alternate SOUTH WINDSOR INLAND WETLANDS AGENCY WORKSESSION MINUTES' Monday, December 20, 1976 Page 9. proposal would be. Mr. Herzog asked if they were in the position to ask questions regarding the QOnomics of the project. Mr. Woodcock said he thought they are to weigh everything, and saw no harm in getting that infor- mation. Mr. O'Sullivan wondered if whatever proposal is followed would cause the same damage to the river. He asked what classification this river was under. Mr. Morneault noted there is a new publication regarding the revised water qualifications. Mr. Woodcock brought up the possibility of taking this before the public for a public hearing. He thought it is something significant, if nobody is aware of what is going on along the river. Mr. Finch thought if there were a hearing, Mr. Herzog would probably be proved right in his argument. Mrs. Eri.ksson noted the Agency did not have the names of the adjacent pro- perty ownersp were no supplied by applicant. She wondered who would come , and why, will it be because of er0ironmental conditions, or because they are against sewers. Mr. Herzog asked Mr. Finch how the members of PACE felt. Mr. Finch said PACE hardly exists now, but he felt they would probably ask the same questions the Agency had been asking. Mr. Herzog thought the Town is recognizing a serious problem, and are taking the necessary steps to solve the problems involved. Mr. Lund told the Agency members, that with 70% reduction in siltation, care and conscientiousness on the part of the contractor and inspector, with good specifications,9 a good contractor, good inspection, most problems can be eliminated. Mr. Herzog said it looked as if they are not losing any floodplain, not , losing any flood storage capacity; the main concern is that siltation is kept to a minimum. He suggested they table further discussion until January. Mrs. Eriksson said she would contact Mr. Lyon and request figures on the alternate proposals. SEDIMENT AND EROSION CONTROL FOR THE PODUNK RIVER TRUNK SEWER Description The work of this item shall consist of the furnishing and placing of the hay bales, and other materials necessary for sedimentation and erosion control for the Podunk River Trunk Sewer. This work shall also include the preparation, proper use, and complete restoration of the access and easement areas shown on the plans or specified herein. Materials Materials for riprap shall consist of sound, tough, durable, and angular rock, free from decomposed stones or other defects impairing its durability. The size of a stone as hereinafter specified shall be its least dimension. Broken concrete or rounded stones are not acceptable. The riprap shall conform to the gradation for modified riprap as given under Article M.12. 02-3 of the DOT Specifica- tions. The gravel fill shall conform to the gradation under Article M.02. 06 - Grading A, of the DOT Specifications. Hay bales shall consist of hay from acceptable grasses and legumes, free from weeds, reeds, twigs , chaff; debris, other objectionable material or excessive amounts of seeds and grain. It shall be free from rot or mold and the moisture con- tent shall not exceed fifteen (15) percent by weight at the time of weighing. The hay shall be securely baled with wire of adequate size to allow for possible rusting while in use and to permit rehandl- ing when the bale is in a saturated condition. Individual bales shall be of a longitudinal shape not exceeding one hundred (100) pounds when weighed. Construction Methods : The work of this item will take place within an established wetland. Disturbance of areas in and adjacent to the proposed right-of-way shall be limited to the absolute minimum necessary for construction, and the contractor shall restore all disturbed areas as closely as *possible to their original natural state. A permit governing construction of the Podunk River Trunk Sewer within a wetland has been issued by the South Windsor Inland Wetlands Agency. The Contractor shall familiarize himself with the terms of this Inland Wetlands permit, with the limits of the Inland Wetlands as established by the Town of South Windsor and with the specified conditions for construction within the Wetlands, and he shall strictly adhere to all requirements and restrictions imposed by the Wet- lands permits and these specifications. 16-1 i It is the intent of these specifications to prevent the occurrence of sedimentation or siltation of the Podunk River. In the event the sedimentation or siltation prevention measures used by the Contractor prove to be inadequate as determined by the Engineer, the Contractor shall be required to adjust his operations to the extent necessary to prevent any such sedimentation or siltation from occurring. The Contractor shall keep streams and other water crossings clear of mud, .silt, debris and other objectionable materials resulting from his construction operations, and he shall not divert stream flow outside of the existing channel limits at any time. In general, equipment shall not be operated within the existing channel unless absolutely necessary. Existing natural drainage patterns and vegetative cover shall be preserved to the maximum possible extent. The Contractor shall use temporary vegetation and mulching to protect areas exposed during construction. He shall minimize the amount of bare earth exposed at any one time during con- struction, and he shall also minimize the length of time bare earth is exposed. Baled hay shall be placed to form temporary water stops, dams, diversions, dikes, berms and for other uses connected with water pollution control; bales may be left in place or disposed of by the Contractor as best suits field conditions and requirements, all as directed by the Engineer. On sloping terrain, hay bales may be used to trap sediment ` until vegetation has become established. The details of their placement shall be as shown on the plans or as approved by the Engineer. Sediment laden water that is being pumped from the trenches shall not be pumped directly into the river. Sedimentation basins of hay bales, check dams, or other means acceptable to the Engineer shall be used for this purpose. When the contractor excavates within SO feet of the edge of stream, the watercourse shall be further protected from sedimentation or siltation using hay bales or sand bags. After the installation of the sewer has been completed and the riprap has been placed the hay bales or sand bags shall be removed. Riprap shall be placed in accordance with the details shown on the plans and within the limits shown. Construction methods for trench excavation, sheeting, shoring and bracing, dewatering, unsuitable excavation, and disposal of surplus and unsuitable excavated materials shall be as speci- fied under the item titled "Gravity Sewers". If either rock-in- trench or unsuitable material at bottom of trench is encountered, removal shall be by applicable item: "Rock-in-Trench_Excavation" or• "Excavation of Unsuitable Material". 16-2 The item for "Additional Work Within Right of Way" shall be as specified under that item. The storage areas indicated on the plans shall be used for purposes of material storage, or equipment- turnaround. When soft areas are encountered within the construction right-of-way the contractor shall protect these areas from rutting and excessive disturbance by the use of-a temporary layer such as sheet metal, snow fencing or logs. This temporary layer shall be removed at the completion of the construction. Spoil resulting from the trench excavation shall be leveled or removed to permit free entry of water from adjacent land surfaces without excessive erosion or harmful ponding. In most cases the vegetation of the side slopes of the water-course :may be accomplished by seeding. Critical sections such as curves or turns shall be vegetated by seeding with jute netting or with anchored mulch. Seeding and mulching will be as required for a droughty condition, as outlined in the "Erosion and Sediment Control Handbook-Connecticut" , 1976 Edition, USDA, Soil Conservation Service. r Method of Measurement: - Payment under this item shall be at the contract lump sum price for all the materials and labor necessary to complete this item. Basis of Payment: The labor and materials of this item will be paid for at the contract lump sum price for "Sediment and Erosion Control for the Podunk River Trunk Sewer" . Payment under this item shall include all materials , equipment, tools and labor necessary to minimize the disturbance of the right-of-way. 16-3 t - - ;.1'H IT.LrIDSC. Mr. Krahul.a thought perhaps they were waiting for sewers, too. Mr. Jurewicz thought until there are sewers, there may not be anything which can be accomplished. Mr. Kurtz noted one other problem is the trees aremature, they should be taken out ,as they are beginning to fall over. He thought 10 or 15 m of the trees should be harvested. Hs. Kurtz wanted to know if there was anything they could do about people j -. . dumping on their property. Mr. Jurewicz suggested they post the property. Xrs. Commission -to use its .good offi, oes to have the seasonal.-restrictions removed from the construction of that trunk sewer. :- Mrs. Towscher related her discussion with you` or the Inland'.Wetlands Commission, and pointed out the fact that no one seemed -to recall why the Inland Wetlands . In discussing the matter with personnel in Purcell Associates' office, no one seems to be aware of why that requirement was laid down either. Due to the timing of the awarding of the contract and normal _ construction practices .of starting at the lowest point and working uphill, this does impose a burden on an early accep- tance of the installation. The DEP letter of 11/9/76 which said the valve of the project may outweigh the temporary impact of the activity is a valid point. The apparent intent of construction of the trunk line only in the winter is reasonable. Frozen ground doesn't erode much, especially when the precipitation is snow. The siltation and erosion will occur mostly during rains and a thawing condition. I would recommend to the Inland/Wetlands Agency that they -. consider amending the Permit 040. 1. Remove the time restriction. 2. Encourage or propose that the construction along the Podunk River be completed as soon as possible. 3. The areas under construction will be brought up to final grade, loamed and seeded as soon as practical. Grading and seeding should be within 500' of active excavation. 4. Siltation controls - i.e. , hay bale berm, should be installed and maintained through the life of the contract. This would have to be approved by the Sewer Commission, As it is a change in the contract. - Also, it would have to be approved by Purcell Associates to see if it would cause any difficulty from their end. Then, it would have to be approved by -.the contractor, as it changes his construction schedule, equipment, personnel, etc. This could be a ....... ........... Mrs. Connie Eriksson Inland/Vetlands Agency Re: Permit 040 Page Two February 13, 1979 benefit or a cost to him. I think that it is easier to work with ground that is not frozen, grading and seeding is more effective and could speed up the operation in that confined area. By the same token, we are coming into the wet season, and working in wet conditions are, costly. It could be wet conditions whether winter or summer. y This is an action that would have to be taken by the IWA and passed on to the appropriate groups. I am sending a copy of this letter to Mr. Pitts and =' Sewer Commission for their recommendation and approval. This action will require the approval of the contractor because it does change the rules he has to work by. We have a request from Purcell Associates to have this heard at the next meeting. T • A. Dear Tir. Pekala: Many of the conditions of the above mentioned permits have not been fulfilled by the contractor; in fact, not even an attempt has been made in many instances. I an, referring specifically -to the construction methods that are detailed in the sedimentation and erosion control specifications for both projects. These documents state that all possible methods of erosion and sedimen tation control will be utilized, that the area will be loamed, seeded and appropriately graded and that all disturbed areas shall be restored, as closely as possible, to their original natural state. I am requesting that you use any influence you have to see that these conditions are met. Sewer projects are very visible within the Town and it would be u.nfor-ILunate for the citizenry to feel that the Town does not have proper controls over its projects. Thank you for your cooperation.
