R. LOMBARDI ASSOCIATES, INC. 2 S TERRACE DRIVE VERNON, CONNECTICUT 06066 Telephone No . 872-2703 The following is a plan for control of erosion and sedimentation during the development of phase II of this subdivision. Reference should be made to the Subdivision Plans, in particular the Erosion and Sedimentation Control Plan and detail sheets showing the designs and locations of the proposed facilities. The proposed stormwater drain- age facilities are discussed in the attached "Drainage Design Statement". DIRE EMERGENCY SPILLWAY, OUTLET Staked haybales will be placed immediately downhill of the areas where the emergency spillway and the three outlet pipes are to be constructed. Drainage will be maintained through the existing outlet pipe. Material excavated from the existing dike for construction of the spillway and the outlet pipes will be stockpiled to the east of the dike. A line of staked haybales will be placed along the downhill side of this stockpile. The stockpile will be seeded or heavily mulched. Gravel sub-base and rip-rap will be placed in the emergency spillway immediately following excavation.- Similarly, placement of the three outlet pipes, backfilling and placement of gravel and rip- rap will be done immediately after. excavation for the pipes. Rip-rap will be placed at both the inlet and discharge ends of the outlet pipes. Haybales will be placed downhill of areas where trees are to be • removed from the back of the existing dike. These areas will be loamed and seeded or heavily mulched following tree removal. DETENTION POND EXCAVATION AREA Material excavated from this site will be stockpiled to the east of the pond, and staked haybales placed along the downhill side of this stockpile. The stockpile will also be seeded or heavily mulched. ROADWAY NEAR LOTS 46-50 Because of the relatively steep slope in this area, an interceptor dike and level spreader will be constructed in the roadway near the cul-de-sac as shown on the Erosion and Sedimentation Control Plan. The temporary dike and level spreader will be constructed parallel to grade. Staked haybales will be placed on the downhill sides of Lots 46 and 50, and on the uphill aide of the cul-de-sac as shown. Staked haybales will also be placed in other areas of Lots 46 - 50 where necessary to control erosion and especially to prevent deposition of sediments in the adjacent wetlands. Jute netting will be placed on disturbed areas of steep slopes, particularly on Lots 48 and 49 where steeply graded to the cul-de-sac, following seeding. This netting will remain in place until vegetation has been established. z Runoff from downspouts and driveways from Lots 44 through 48 will be directed into the stormwater drainage system and away from the _ i _W adjacent wetlands area. MAIN STORMWATER TRUNK LINE A grass-lined ditch will be constructed on the north side of Dart Hill Road to route stormwater into the new 54" trunk line. This ditch will be loamed and seeded immediately following excavation. Rip-rap will be placed around the area of the pipe inlet. A baled hay check dam also will be placed at the inlet to the pipe. Throughout construction of the 54"/60" trunk line, excavated material will be replaced in the trench as installation of the pipe progresses. No more than two pipe sections will be left exposed at the end of any work day. Construction of this line will proceed as rapidly as is practicable, and the backfilled trench will be graded - and seeded with quick growing cover or heavily mulched as required. Any extra excavated material from the trench will be used for fill material, and graded and seeded or mulched. The outlet of the 60" pipe will have a flared culvert end, and rip-rap will be placed all around the area of the outlet. Three baled hay check dams will be placed in the grass-lined channel leading from the pipe to the detention pond as shown on the plan. The channel itself will be loamed and seeded with quick growing cover immediately after construction. OTHER STORM DRAINAGE STRUCTURES Construction of the new 18" drainage pipe designed to discharge to the south and of the detention pond will_ proceed as rapidly as is practicable. The trench will be backfilled with excavated material as construction progresses, and the backfilled trench will be graded and seeded or heavily mulched as required. Any excess material excavated from the trench will be used as fill, graded, and seeded or mulched. The discharge end of this pipe will be a flared culvert end and rip- rap will be placed in the discharge area. All inlets and catch basins will be raised and surrounded by staked haybales to limit intrusion of sediment into the storm drainage system. HOUSE CONSTRUCTION Disturbed areas will be minimum practical for the size and site of the building. After the foundation is in place the area will be rough graded and seeded with a temporary cover. Surface waters flowing to the disturbed area shall be diverted to flow over undisturbed soil. Lopcations where flow from the undisturbed area concentrates shall be stablized by seeding and mulching. Baled hay erosion checks shall be installed if necessary. f Specific plans will be-varied to suit lot conditions. s Staked _ haybales will be placed along the rear of lots 32-39, 41 and 42. SEEDING Where cut slopes exceed 3 feet in height, they will be seeded for permanent cover (season permitting) or heavily mulched immediately after excavation. Permanent seeding will be done at the earliest possible date. Fill slopes will be topsoiled and seeded immediately after construction and shall be protected with hay mulch. As the binder course of pavement is placed, adjacent cut or fill slopes and disturbed areas shall be topsoiled and seeded to permanent cover as soon as possible. 3 a DRAINAGE DESIGN STATEMENT PROPOSED COUNTRY VIEW ESTATES SUBDIVISION, PHASE II T $ M BUILDING COMPANY SOUTH WINDSOR, CONNECTICUT FEBRUARY 1983 REVISED MARCH 8, 1983 ;5 =3 :j `k i A. INTRODUCTION The T & M Building Company of Torrington, Connecticut has proposed the second Phase of an Open Space Subdivision on a parcel of land lying to the south of Dart Hill Road and to the west of Avery Street as shown on the subdivision plans. This "Drainage Design Statement" summarizes the proced— ures and criteria which were used in the design of the proposed drainage facilities. The main features of the proposed Phase II development consist of 40 residential lots, approximately 2,350 ft. of roadway, a stormwater detention basin, and designated open space areas. The drainage from Phase II of the proposed subdivision flows into the area designated as Open Space. The drainage through the open space leaves the site at the southwest corner of the subdivision into an unnamed stream tributary to Avery Brook. The proposed storm water collection system for Phase II consists of storm sewers and diversion swales which intercept and direct stormwater runoff into a storm water detention pond. The storm water collection system is designed to moderate flows during storms of 2, 10, 25, and 100 year frequencies. II. DRAINAGE DESIGN PROCEDURE The design procedure was carried out in four basic stepst a) Assessment and analysis of existing and proposed drainage area tributary to the collection system and detention basin. b) Design of a stormwater collection system to collect and carry runoff from tributary areas to the detention basin. c) Design of a stormwater detention basin to minimize potential flows downstream with as wide a range of recurrence frequency, duration, and character as practicable without the use of operator—controlled outlet works. d) Design of an emergency overflow spillway to pass a possible major flood of 100 year frequency of occurence in excess of the maximum that would be passed through the normal detention basin outlet in as safe a manner as practicable. 1 III. DESIGN CRITERIA a) Stormwater inlets and collection facilities draining subareas within the Phase II developmenmt area including swales, inlets and smaller diameter piping were designed to carry flows with recurrence frequencies of 10 years. Determination of inlet flows and pipe capacties were based on inlet and gutter flow analysis procedures contained in the Connecticut Department of Transportation (D.O.T.) Highway Drainage Manuals. b) The main trunk line crossing Dart Hill Road was designed to carry estimated flows with recurrence frequencies of 50 years. c) The detention pond was designed to reduce anticipated flows at its outlet to levels equal to or less than the estimated flows that occurred under natural conditions, which existed prior to agricultural development of this land$ for recurrence frequencies ranging up to 100 years and with storm durations of up to 24 hours. The Soil Conservation Service tabular method contained in SCS publication "Urban Hydrology for Small Watersheds (TR-55)" along with National Weather Service (NWS) precipitation data for storms of various durations was used in the inflow hydrograph analysis and reservoir routing computations in the detention • basin design as well as determining flood flows to be passed by the emergency spillway. d) The emergency spillway was designed to satisfy Corps of Engineers National Dam Safety Inspection Program Criteria. The dam is classified as small with a "low" hasard. The recommended spillway design flood is 50 to 100 year frequency. The range of flows that the spillway was designed to be capable of safely passing are those with recurrence frequencies of up to 100 years. IV. DETENTION BASIN DESIGN The existing irrigation pond located in the westerly portion of the subdivision will be converted into a detention pond. The normal water surface elevation in the pond is between elevation 320 and 321 during the winter months when the pond is not in use. When used for irrigation, the pond is f allowed to fill during the spring and spills over the depressed area at the eastern end of the dike. During the summer months stop logs are used to block the outlet and water is pumped into the pond from a nearby well. * Corps of Engineer Preliminary Guidance for Recommending ' Mamimum Probable Discharges in Phase I Investigations. 2 3 The results of the analysis indicate that the following improvements to the irrigation pond are required in order to optimize its use as a stormwater detention ponds - modify the existing outlet pipe to a notched wier outlet structure with a 37' wide rip-rap spillway - marginally increase the storage capacity - remove tree growth from the embankment and regrade where necessary to maintain 3:1 slope The emergency spillway crest elevation was set at elevation 324.00 and the top of the embankment at elevation 326.00. Based on the above elev- ations, it was found that the proposed detention basin is capable of detain- ing a 100 year 24-hour design flow with a maximum outflow of 178 CFS. _ (representing the same flow as would result from "natural" original conditions). All storms up to the 100 year, 24 hour design storm are detained by the detention basin so that the outflow is either less than or equal to the outflow which would have occured under natural conditions. Table I below summarizes the estimated flows entering and being { discharged from the proposed detention basin. TR-55 3 The area of excavaton required for storage is limited to the eastern edge of the pond which presently has grass and brush groundcover. The wooded areas west and north of the pond will not be `disturbed except for a grassed lined channel into the northerly end of the detention basin. Soil borings taken along the center lineof the existing embankment indicate that the embankment is made of medium fine sand with traces of silt. An embankment of this type is classified as "Homogenious" based upon citeria contained .in the Bureau of Reclamation Publication "Design of Small Dams".This type of embankment requires a slope not to exceed 3:1 and a top width of 14' as shown on the plans. Due to the relatively small head behind the embankment and infrequent filling of the water, well draining materials on the site may be used to fill in any slopes of the dike. All fill mater- ial must have a maximum of 10% by weight passing the No. 200 sieve to protect against sloughing during rapid drawdown. All brush and trees and roots are to be removed from the embankment prior to regrading. The slopes of the embankment shall have 6" of top soil and be fertilized and seeded. s i f j 4 f i REQUEST FOR REDEFINITION OF INLAND WETLANDS BOUNDARY Re: T & M Building Co. Phase II, Country View Estates The referenced property was field inspected by Soil Science Services of Cheshire, Connecticut with the goal of accurately establishing the location of existing wetlands soil on the site . A copy of the Soil Report prepared by Soil Scientist Thomas Pietras which .describes the soil types .identified in his investigation is enclosed. The wetlands boundary identified in this investiga- .tion is also plotted on the enclosed Inland Wetlands Activity Map. The original Town of South Windsor Inland wetlands boundary was derived from the Soil Survey of Hartford County . This soil survey is based on fieldwork completed by the Soil Conservation Service In the 1950's. The survey was plotted on a scale of l inch = 1667 feet and therefore does not represent a detailed study of the entire county. Greater accuracy in precisely locating soil types at a given site can often be obtained by more detailed Inves- tigation . Soil Science Services was therefore contracted to make an updated evaluation of the site 's soil types and the inland wet- lands boundary . This detailed site Investigation was plotted on a scale of 1 inch -200 feet, providing a more accurate, up to date characterization of the site. The Town of South Windsor Inland Wetlands Agency is there- fore requested to redefine the inland wetlands boundary in the area of the proposed subdivision as that plotted from the field investigation of Soil Science Services. Engineering comments are as follows: 1) The 60 inch pipe as shown discharges into the swale on angle. Scouring of the side of the swale will be a problem. Either the pipe, the swale, or both, should be re-aligned to eliminate scour. 2) The 60 inch outlet should be a flared end anchored in place. 3) The first ±35 feet of the swale at the pipe outlet should be rip-rapped to reduce erosion. The rip-rap should be installed to the top of the banks. 4) A detail of the timber check dams should be shown on the plans. 5) Provisions should be taken for cleaning and repair of the timber check dams during construction. 6) Special provisions should be taken at the point where the swale enters the detention area to minimize sedimentation in the pond; i.e. , plunge pool, etc. ITEM 7 (Application No. .A9) The drywell with 8 inch diameter overflow drainage outfall between Lots #.14 and #15 is acceptable. The drainage area is approximately 1.5 acres. The water that runs through the 8 inch overflow will be minimal and will have a negligible impact on the wetlands. a- A Memorandum To: C. Haybales have been shown at the toe of the fill slope to minimize sedimentation per staff request. 2) The detention basin as shown south of Garnet Lane at Lot #34 is approximate. The final size, shape, and location will be determined at a future date based on actual field conditions. ITEM 9 (Application #252) 1) The revised parking as shown allows for minimal impact on the wooded area and wetlands. 2) The number of spaces shown will require a variance for reducing the required parking by the Planning and Zoning Commission.
