The Eastern Connecticut ERT services the area east of the Connecticut River and the King's Mark ERT services west of the river. The. ERT focuses its attention on significant residential, industrial, commercial, and recreational developments, but remains flexible to meet the changing needs and priorities -of individual towns. Requests for environmental reviews may come from the chief elected official of a municipality, or the chairman of an administrative agency such as planning and zoning, conservation or inland-wetlands. Ample lead time should be allowed in requesting an ERT. The District Board of Supervisors meets on the third Wednesday of each month to decide on whether a request is forwarded to the appropriate ERT Coordinator for action or a review is performed by Hartford County field office staff. Generally, the final ERT report is available within six to twelve weeks after the request is received. When requesting an environmental review, this fora should be completed and sent to the .HARTFORD COUNTY SOIL AND WATER CONSERVATION DISTRICT. The ERT Coordinator or District Conservationist will inform the requesting official regarding any decisions on the request. 1. Requesting Town: SD u A W i YiIS O 2. The WeA - Wapping silt oam soils and WkA - Wethersfield fine sandy loam can be managed for development. The Wapping soils, being moderately well-drained, will have more problems to be overcome. It is going to be important to provide residential units for homeowners with dry basements, iev-i.ded, and well drained lawn areas. Che remaining soils of this parcel will not do this unless extensively filled with suitable material and with adequate (C% drainage. If filled, these wetland soils will then be destroyed. The question then arises as to the impact this development will have on the wetland and the significance of preserving or not preserving the wetlands'.')y By following the above information, lots 6 through 9, 11 through 17 and 19 through 27 would be the better sites. Lots 1 through 5, 10, 18 and 28 through 32 would all be within the inland wetland boundaries. The soil boundaries as drawn on the proposed development plan of 10/83 will need to be checked for accuracy. The WcA boundary of lot 18 and 19 will especially need checking. Has there been any consideration for the detention of storm water runoff for a goal of zero increase in runoff after development , Detailed design information will be important where the proposed roads cross wetlands to be assured of quality road construction. A cross section showing the amount of material to be removed, drainage and the height of the road above the normal ground level will be important. Also, an erosion and sediment control plan showing structural and vegetative measures will be necessary if downstream sedimentation is to be minimized. j a I Vern Anderson District Conservationist CC: Ucello & Ireland Builders, 748 Old Main Street, Rocky Hill CT 06067 0VThe Soil Conservation Service SCS-AS-1 is an agency of the 10-79 Department of Agriculture ey,QGt/R r r 0VIX 8f< H .. f 1540 SULLIVAN AVENUE SOUTH WINDSOR, CONN. 06074 SOR.CO AREA CODE 203/644.2511 November 1, 1983 Uccello and Ireland Builders, Inc. 748 Old Main Street Rocky Hill, Connecticut 06067 - RE: APPLICATION NO.257 PROPERTY ON ELLINGTON ROAD Dear Mr. Ireland: After reviewing your application, the Agency has requested clarifica- tion of several .items in Mr. Anderson's letter dated October 28, 1983. The present vegetation on lots 3, 4 and the north half of 5 generally consists of intermediate-size red maple and marsh grass. These soils are -- dominately very poorly drained. The storm drain from the highway and .. the development to the east empties into a channel on the wetland soils of lot 5. At present this wetland is acting as a collector of sediment and storm water detention area. The present land use of this area may be the best use. Also, a permanent channel could be constructed through this area to serve as an outlet for the storm drain of the homes to the east. The proposed routing from Shagbark Lane, across the land of Backman and into the existing system on Carriage Drive. 2. From Stone xenge Road, across the C L & P right-of-way, through the land of Ireland and into the existing system on Abbe Road Extension. I recommend that the second routing be used. Although it requires approximately 1,100 linear feet more of sewer line, this proposal is by gravity to the Water Pollution Control Plant. The first proposal must go through a pumping station (Clark Street Station) before reaching the Plant. It is a general rule that a sanitary sewer system be routed through its watershed area, which the second proposal follows. The first ' proposal routes into a different watershed. Proposal #2 has the advantage that in staying within the watershed, it "opens" up or extends the system to previously unserviced parcels. Richard P. Mart , P.E. & L.S. RPM:bw cc: R. Ericcson: Re: Bridle Wood Estates Your Agency' s recent approval of the subject development included approval of the proposed sanitary sewer routing to the south to Carriage Drive. It was our proposal that this route re- sulted in the least disturbance to designated wetland areas and ' your Agency concurred with this reasoning through your approval . The South Windsor Sewer Commission has asked that we re- quest an expression from you with regard to an alternate sewer route which would run to the west , under the CLP Right-of-Way, across other land of Philip Ireland, to Abby Road. The predom- inance of this route would involve construction within design- ated wetlands areas. (See attached sketch) . The Sewer Commis- sion has asked that you evalute the two routes in terms of their relative detrimental effect upon the area wetlands and commun- icate this evaluation to them. I personally will be in attendance at your April 9 meet- ing and will answer any questions that may be addressed to me. Very Truly Yours e--ilW. Lucek F M E M O R A N D U M April 6 , 1984 TO A. Bowen Davies, Deputy Town Engineer RE: SANITARY SEWER ROUTING FOR PROPOSED BRIDLE WOOD ESTATES AND ITS POSSIBLE DETRIMENT TO WETLANDS It is my recommendation that an alternate routing be made for the sanitary sewers for proposed Bridle Wood Estates (please note attached memorandum to Fred Shaw) . The impact made upon the wetlands would be no more than the impact in the wetlands area previously approved by the Inland Wetlands Agency for Bridle Wood Estates. With proper engineering, good planning and construction, any adverse effects would be minimized. Due to high groundwater elevations, underdraining may be required during the construction phase. With the sanitary sewers in place and its underdraining, the possibility of opening building lots on the property northwest of proposed Bridle Wood Estates is enhanced. In order to protect the integrity of Plum Gulley Brook, it would be required that the sanitary sewer pipe be ductile iron and be encased in Portland cement concrete under the brook. Richard P. April 179 1984 SUBJECT: SANITARY SEWER ROUTE FOR PROPOSED BRIDLE WOOD ESTATES; UCCELLO & IRELAI,r E D BUILDERS, LUCEZ ,VGINEERING The Inland Wetlands Agency strongly favors the sewer route proposed by the applicant which utilizes the Clark Street pump- ing station. This route is referred to as 1 iti the Town Engineer' s report (see attached copy) . The alternate route proposed by the Town Engineering Staff has a far greater impact on a wetland area that is being left undisturbed by the applicants.
