In conversations with the Wetlands Officers from both the Towns of Manchester and South Windsor , it was stated to me that no wetlands exist on the 199 Deming Street property, and none are within fifty feet . The matting blanket we specified for erosion control in selected areas is widely used throughout the state. We have requested information from the manufacturer 's regional representative regarding what happens to the plastic component as it breaks down over time. Our reading of the Commission at the 1/27/92 meeting was that we could still specify same, but that the information would be appreciated if and when we can secure it. 2. In order to make the site suitable for a church facility, we are proposing to move earth from the higher elevations to the lower elevations. This should be done in one process, and cannot be readily phased. Cuts and fills are balanced. Otherwise, it would involve moving the material twice, at greater cost, and this would prolong the soil disruption process. Moreover, it would be difficult to identify a suitable stockpile area for the excavated material . 3. The grades shown on the plan reflect much effort on our part to implement sound engineering practice while meeting the specific design requirements of the Church of the Living God. These requirements are: a) . Three level building; b) . At-grade handicap access to ,all three levels; c) . Acceptable grades for circulation driveways; d) . A relatively level parking area to the rear of the building; and e) . A relatively level large parking area in front of the building (not terraced) . 4) . The maximum grade on the site is ell , which is a commonly used engineering standard. We are taking an extra precaution of specifying a matting blanket on these slopes to further ensure stabilization and minimize the potential for soil erosion. E ' 5) . The embankment on the east side of the building will be 13 feet high at its highest point to accommodate the access drive, and is up to 10 feet high adjacent to the parking lot. In our opinion, this is not too high, and our erosion control measures are adequate to minimize the potential for erosion. If any soil does erode during construction, it will be captured on site. 6) . The site plan shows grading up to the easterly property line and not over it. This is not uncommon, and does not require slope rights from the private abutter. If we showed grading over the property line, then slope rights would be required. But that is not the case. 7) . There are no inland wetlands on the site, nor within the 40' wetlands setback area, nor are there any watercourses on the site, nor are there watercourses within eighty feet. As explained to me, the E :celsior Curlex Blanket is a machine-produced mat of curved wood fibers covered with a photodegradable extruded plastic mesh that holds the fibers together and aids in the placement of the matting. The plastic mesh is a petroleum based product which degrades rather quickly with exposure to sunlight . It becomes very brittle and breaks down into ve, y small particles. Microorganisms can Bien readily break: -the matey ial down further aerobically.
