SANITARY REPORT
PROPOSED 3-LOT SUBDIVISION ON WEST ROAD
641 SULLIVAN AVENUE ASSOCIATES
The subject parcel is located on West Road approximately 800
feet south of Sullivan Avenue. Properties to the north are
primarily of commercial and industrial natures. Properties to
the south and east are residential in nature being zoned Rural
Residence. Topography in the area and on this parcel in
particular is level at approximately a 90 foot elevation.
Natural drainage is, by very gradual slope, to the west.
Subsurface testing was conducted on August 9, 1989 and
supervised Town Sanitarian Bob Deptula. Test holes at this time
indicated approximately a foot of topsoil at the surface leading
to a fine sandy loam. High seasonal ground water as evidenced
by mottling varied from 18 to 26 inches below the surface.
There was no evidence of ledge rock. Percolation tests
consistently indicated a percolation rate of 1 to 5 minutes per
inch.
This subdivision consists of three lots approximately 1 acre in
size along the West Road frontage. These lots are approximately
250 deep. The remainder of the land to the west is to remain
undeveloped and may be used for the agricultural purpose it
served in the past. The three houses will be of a 3 bedroom
split level design with one to one and half stories exposed in
the front and two stories exposed to the rear. ' Due to the
ground water constraints, the septic systems will be located in
fill in the front yards of the lots. The septic systems will
consist of two 63 foot trenches with 4 inch perforated PVC pipe,
a distribution box and a 1000 gallon septic tank. All of the
these materials including the trench stone and any fill required
will of course be required to meet the approval of the Town
Sanitarian and the State Health Code.
A general lay out of the houses and systems along with locations
of all test pits and perc tests is included in the plans
submitted with this application.. There is no flood zone
affecting the site and no wetland within the 400 feet west of
West Road as certified by Henry Moeller, a certified soil
scientist. All test results are included with this application.

RE: Application #89-72P, 641 Sullivan Avenue
Associates
DOCUMENTS REVIEWED: Application form, Subdivision Plans for 641
Sullivan Avenue Associates dated August,
1989, and Sanitary Report
COMMENTS:
1. The wetlands existing to the rear of the property are based on
the Town Wetlands Map and are approximately 500 feet from West
Road. -As a note on the plan there is a statement that there
are, "no wetlands present on parcel within 400 feet of West
Road as determined by Henry Moeller, Certified Soils
Scientist" . Documentation should be provided to substantiate
his site investigation, if one was done, and this statement
which is on the plans .
2. The three proposed houses are to be serviced by on-site septic
and wells. A Sanitary Report has been included with the
application.
3. The anti-tracking apron, as shown in the details, is more than
necessary for the site. Unless the applicant actually plans on
installing the apron as detailed, a different detail should be
included on the plan.
4. The erosion and control notes, item 6, suggests the
installation of filter fabric if the project exceeds 60 days .
An installation detail for filter fabric should be included on
the plans .
5. The plan indicates that trees along West Road are to remain.
These should be flagged on-site prior to clearing and protected
in accordance with Connecticut Guidelines . The trees which
will be cut should be chipped if possible and the remaining
stumps removed from the site.
6. Proper deposition of the "existing barn" on lot 1 should be
indicated on the plans . The barn can be buried if deemed
appropriate or hauled to a proper disposal site.
7 . The grading and proposed erosion and sedimentation measures
seem to indicate that all three lots will be built at the same
time. This should be clarified. The hay bales, as shown, are
located within proposed grades in the areas between the lots.
8. The proposed 90 .contour on lot 3 extends southerly into an area;
where "trees are to remain" . This needs to be clarified.
9. Providing documentation is submitted by Henry Moeller,
Certified Soil Scientist, to substantiate the statement that,
"no wetlands are present on parcel within 400 feet of West
Road" , I see no problem approving the proposed activities with
slight modifications to the plans.
IF APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDED:
1. Documentation shall be provided to substantiate Henry Moeller's
statement that, "no wetlands are present on parcel within 400
feet of West Road" .
2. The detail for the anti-tracking apron shall be modified to
eliminate the railroad ties .
3. A detail shall be provided on the plans which shows the proper
installation of filter fabric.
4. Trees which are to remain shall be flagged on-site prior to
clearing and protection shall be in place prior to grading on
the sites .
5. The means of disposal of the "existing barn" on lot 1 shall be
indicated on the plans .
6 . A note shall be included on the plans to indicate that trees
are to be chipped on-site as much as possible and remaining
stumps are to be hauled off-site.
7 . The haybales, as shown, shall be relocated to provide for
grading shown between the lots and provide the necessary
protection for erosion and sedimentation control.
8. If the proposed 90 contour, as shown, on the southerly side of
lot #3 is intended, the plans must clarify the actual clearing
of trees in that area.

Re: Re-Application #89-72P, West Road Three-Lot Subdivision
DOCUMENTS REVIEWED: Application form, Proposed Subdivision Plans
for 641 Sullivan Avenue Associates (dated
August, 1989 ) , and previous application
COMMENTS:
1. The original application was approved by the IWA/CC on October
16, 1989 . A one year extension was approved on October 15,
1990 and the permit expired on October 30, 1991 .
2. The application is for the approval of the soil erosion and
sediment control plan. The wetlands exist to the rear of the
property and are approximately 400 feet from the proposed
house locations .
3 . The three proposed houses are to be serviced by on-site septic
and wells. A sanitary report was submitted as part of the
original application.
4 . The anti-tracking apron, as shown in the details, is more than
necessary for the site. Unless the applicant actually intends
on installing the aprons as shown, the detail as found in the
CT Guidelines for Soil Erosion and Sediment Contotrol (figure
8 . 59 ) shall be included on the final plans .
5. The erosion and control note, item 6, suggests the
installation of filter fabric if the project exceeds 60 days .
An installation detail for filter fabric shall be included on
the final plans .
6 . The plan indicates that trees along West Road are to remain.
These trees shall be flagged on-site prior to clearing and
protected in accordance with the CT Guidelines for Soil
Erosion and Sediment Control. The trees which will be cut
shall be chipped if possible and the remainder of the stumps
shall be removed from the site.

Re: IWA/CC Regulations Section 7.5
Dear Betty:
In reply to your request of April 14, 1992 (this morning), please be advised
of the following:
1. Sec. 7.5 of the Regulations is quite clear. The application
must be submitted at least 21 days prior to the first regular monthly meeting,
and Neither the day of filing nor the date of the first regular meeting may
be included in computing the 21 days.
Applications submitted on 3/23/92 for a meeting on 4/13/92 do not meet
the 21 day criteria, and it was, therefore, not proper to have presentation
thereof on April 13, 1992.
2. Even if the problem resulted from administrative or clerical errors,
that does not overcome the lack of compliance with the regulations.
3. Under Sec. 7.5, the applications cannot be presented anytime in
the month of April. The applications must be presented in the month of May
at the first regular monthly meeting (see Sec. 7.8).
