Per your request, I inspected the above noted subdivision for
completion. With the preliminary check list done 3-09-88 as a
gaide, it appears that the only work done todate would be
pavement patching, most of the sidewalk repairs and the curbing
has been puttied up.
The other items, with the exception of #7 & #13, have had no
activity.
In addition, (18) the catch basins have to be cleaned and the
(19 ) pipe cut flush, all sections . Also the (20) sanitary
manhole covers should be removed to check the inverts . (21) The
curbing at the pedestrian ramps should be checked for the minimum
width and batter.

RE: Windshire Abbe Estates Section I, II, IV, V, VI
Dear Mr. Kelley:
An inspection of the sidewalk repairs at Windshire Abbe Estates, as
you just requested for bond reduction, shall not be done at this time
in anticipation of a completion of the few remaining items within the
next few months and final acceptance by the Town.
An abridged list from the March 1988 inspection list and subject to
the final review include:
1. Street trees by regulations .
2. House numbering by ordinance.
3 . Detention pond outlet structure per approved plans dated 1981.
4 . Bramblebrae pavement
There has been some concern expressed about the fourth item in that
the normal life of a subdivision road is about 15 years under
reasonable exposure before one should expect some pavement
deterioration. This is based on the standard cross section with the
3" bituminous pavement. The last three residences on Bramblebrae
have had only a binder course for 4 years and an evaluation shall
have to be made on this section prior to applying the final surface.
In the March review it was indicated that there was no bond being
held for Phase III roadway improvements. The last house still isn't
on a town accepted street.
Considering that this subdivision hasn't completed the improvements
in it's 7 years of existence, an inspection for a bond reduction at
this time is on hold. If you wish to discuss this further, I can be
contacted at 644-2511, Ext. 240 . _ . .
Very truly yours,

RE: Windshire Abbe Detention Pond Outlet Structure
Bruce Kelley was in this morning and discussed with John McCahill
and myself the possibility of not intalling the detention basin
berm, concrete outlet weir and related items for their
subdivision, Section I of Windshire Abbe Estates as was approved
in_ 1981 ,
It was my indication to him that the Town Staff could .not approve
such a change. This designed structure would be the only control
of a 340+ acre watershed. It held up 4 sections and required a
flooding agreement between the Windshire and Bridlewood Group to
function within the zero increase standard and it eliminated the
need for 7 individual basins for each of the sections .
I suggested that building it, as approved, would probably be the.
least controversial . The bonds include it. A deviation, like
eliminating it, would require PZC Commission' s approval .

RE: Application #89-05P - Windshire Abby Estates, Ltd, - Phase III
Dear Madam/Sir:
At the March 20, 1989 meeting, the Inland Wetlands
Agency/Conservation Commission approved with modifications
Application #89-05P - IWA/CC permit for a subdivision located on the
southerly side of Miller Road, AA-30 & FP zone Approval was based
on plans prepared by Fuss & O'Neill, Project #82-283, dated 10/8/88,
last revised 3/21/89 , sheets 1-11. f
The following modifications must be adhered to for this permit to be
valid:
1 . Black and white transparent mylars of sheets # 8, 9 , &10 of
11 with the above modifications and this letter reproduced
thereon together with two blueprint copies of the entire
set of plans, must be submitted to this Commission to be
stamped and signed. This must be completed within 65 days
of review. prior to any construction activity on the site.
2 . Construction activities shall be subject to the approval of
the Town Engineer.
3 . The application shall indemnify and hold harmless the Town
of South Windsor against any liability which might result
from the proposed operation or use.
4 . We recommend a bond in the amount of $4000 to be submitted
to Planning and Zoning Commission to ensure compliance with
the Erosion and Sedimentation Control Measures.
5 . The permit is valid for one year and shall expire on March
20, 1989 .
k.
6 . All approvals required must be obtained and submitted prior
to any activity on the site.
7 . A contact person shall be identified directly on the plans .
8 . A pre-construction meeting will be held with Town Staff
prior to construction.
9 . Disposal of the barn (lot 37 ) should be indicated on the
plans . Wood to be removed from site; concrete foundation
to be collapsed and buried 5-6 feet below the ground. The
stockpile should be relocated unless sequence of
construction addresses the problem of the stockpile in the
same location as the barn.
10 . Wetland delineation and sources should be clarified and a
report included for review. The plans should reflect the
report.
11 . Additional anti-tracking pads should be shown on the plans.
If Oxford Drive will not be utilized for construction
entrance, this should be indicated.
12 . Relocate silt fence or haybales on lots 36 and 37 .
13 . Phasing of the project should be indicated if it is deemed
necessary.
14 . Relocate stockpile currently on lots 31 and 32.
15 . Resolve the confusion over what is to be open space, and
indicate it accurately on the plans .
16 . A map showing the total open space for Windshire Abbe
Estates should be provided.
17 . Roof leaders and footing drains should be shown on plans .
18 . Upgrade detention structure in Phase I and add
modifications to the plans .

RE: Application #89-05P, Windshire Abbe Estates, Phase III (RSK-
Kellco) , IWA/CC permit for subdivision located on the southerly
side of Miller Road, AA-30 & FP zone.
DOCUMENTS REVIEWED: Application form and site plan
COMMENTS:
1 . ' The rip-rap discharge between lots 33 and 34 is in the wetland
and is within 80 feet of the pond. This is a regulated
activity. Details for riprap of the discharge should include a
means of limiting sediment discharge into the pond (i.e. ,
plunge pool) . Gravel access should be provided in the
drainage easement.
2 . The disposal of the barn on lot 37 should be addressed in the
plans and should be part of the construction schedule. The
stockpile as shown would be on top of the existing barn.
3 . The application is being processed with two owner's, (Windshire
Abbe Associates & Kupchunos Bros : ) . The application has been
signed by both parties involved.
4 . Sheet 4 of 10 indicates "approximate limit of wetlands soils" ,
how was it determined? Sheet 5 of 10 indicates "wetlands
located by Highland Soils and Town of South Windsor Wetlands
Map" . If the line is a result of a soil scientist's
determination, a report should be included, and plans should
accurately reflect the report.
5 . An anti-tracking apron is shown on Bramblebrae Road. If any
construction equipment will utilize Oxford Drive, an anti-
tracking pad should exist there as well.
6 . An anti-tracking apron should also exist for lots 36 and 37 .
7 . On lots 36 and 37, the "haybales or silt fence" should be
located closer to the actual construction to act as a limit of
construction.
8 . Number 3 of erosion and control notes states land disturbance
will be kept to a minimum. It would appear both sites could be
developed at the same time, phasing might be appropriate to
concentrate efforts on one area and reduce the time of
disturbance.
9 . I would suggest that the stockpile between lots 31 and 32 be
relocated onto one of the two lots .
10 . There appears to be a conflict between property lines and flood
zone lines in that the flood zone is "to be deeded to the Town
as open space" but also shows as lot property.
11 . A map showing the total open space for Windshire Abbe Estates
•should be provided.
12. Roof leaders and footing drains should be shown as they will
•most likely discharge towards the wetlands on some lots.
13 . Development of this site may require modifications to the
detention structure in Phase I, Windshire Abbe Estates .
IF APPROVAL IS CONSIDERED, SUGGEST APPROVAL CONDITIONS INCLUDE:
1 . Disposal of the barn (lot 37) should be indicated on the plans .
The stockpile should be relocated unless sequence of
construction addresses the problem of the stockpile in the same
location as the barn.
2. Wetland delineation and sources should be clarified and a
report included for review. The plans should reflect the
report.
3 . Additional anti-tracking pads should be shown on the plans. If
Oxford Drive will not be utilized for construction entrance,
this should be indicated.
4 . Relocate silt fence or haybales on lots 36 and 37 .
5 . Phasing of the project should be indicated if it is deemed
necessary.
6 . Relocate stockpile currently on lots 31 and 32.
7 . Resolve the confusion over what is to be open space, and
indicate it accurately on the plans.
8. A map showing the total open space for Windshire Abbe Estates
should be provided.
9 . Roof leaders and footing drains should be shown on plans .
10 . Detention structure in Phase I should be reviewed and
modification (if necessary) should be part of the approval.

RE: Application 89-05P
Windshire Abbey Estates - Phase III
Dear Mr. Lombardi:
This letter constitutes the Engineer's Report as required under
Section 4. 13. 6 of the Zoning Regulations for an extension of the
ab9ve referenced approval.
Construction of the Bramblebrae Road extension to Oxford Drive
has been largely completed including the installation of
sidewalks, curbing, utilities and the pavement base course. All
grassed areas from the end of the former Bramblebrae cul-de-sac
up to approximately station 11 are fully established. Areas
immediately adjacent to the road construction from this point to
Oxford Drive are still bare. A house is currently under
construction on Lot 35 and material is presently stockpiled on
Lot 33. Appropriate erosion control measures are in place
around the stockpile, although the silt fence should be
monitored as it shows signs of wear. The drainage outlet into
the pond to the east has been installed and surrounding
disturbed areas are all stabilized. The bare areas along
Bramblebrae are protected by erosion control measures where
necessary and show little evidence of erosion or sedimentation.
No construction has taken place on the lots fronting on Miller
Road.
An extension to the existing approval by your agency is hereby
respectfully requested. Thank you for your consideration in
this matter. If you require any further information, please do
not hesitate to contact me.
Very truly yours,

Re: Application #89-05P, Windshire Abbe Estates
Pleape renew the permit currently in effect for the above project.
Due to the drastic drop in marketing conditions in this area in
particular, and the decline in the market in general, this project
is not complete at this time.
I have enclosed a check in the amount of $25 to cover the fee. You
will be receiving a progress report from Fuss & O'Neill, Inc. under
separate cover.
If there is further information needed, please contact me.
Thank you in advance.
