The soils survey indicates a shallow depth to a seasonal water table which concurs with some of the difficulties the Lawrence Road residents have had over the years. During construction of both the roads and houses, the control of this water could present a problem to the developer. The non wetland soils, silt loam, do have erosion or runoff problems, which is perhaps of more concern. There is about 40 feet difference in elevation between Lawrence Road and the easterly side of this parcel whicl, when exposed to the elements, need extra care. During the road construction phase, a number of sedimentation or siltation basins with an equal quantity of roadway berms should be constructed to control the runoff. There is a standard design for these features. The impact on the wetlands appears modest. If an approvel of the permit were to be granted, the following conditions could be considered: 1. Modify the plans to include sedimentation basins that will be operational from when the excavation is to start. 2 . The access to the site shall be across the anti tracking pad at Kim Lane only. 3 . Home construction with the ground water a potential problem, modify the plans to include an anti-tracking pad entrance to the house typical. 5 . The organization responsible for maintenance of the permanent erosion controls shall be the Town after they have been accepted. 6. On February 23, 1988 I reviewed the above mentioned plans with J. Eric Scherer, District Conservationist, USDA-Soil Conservation Service following Eric's field inspection on February 22, 1988. The following comments are offered for your consideration: - the wetland boundaries that border Lots 10 through 17 do not appear to be g PIS accurate. However, because of snow cover and ground conditions the exact boundaries to be modified could not be determined at this time. This area should be rechecked by the consulting soil scientist. - Several watercourses were observed in the field and are not shown on the maps. These are regulated by the Inland Wetlands Commission and should be included in all wetlands mapping. Lots 10 and 15 appear to have watercourses near proposed buildings. - Lots 11 through 17 have wetlands on the backside of the properties. The District is concerned that once the houses are sold, the new residents will want to fill in the wetlands to expand their yards.- A conservation easement on the properties may help preserve this area. - Wapping soils (WeA, WeB) are moderately well drained soils with a seasonal high water table. Homes may require extensive drainage and/or fill to prevent wet basements and drainage problems around the houses. Details to erosion and sediment controls is necessary on WeB soils because of high erodiblity even on gentle slopes. - The Erosion and Sediment Control plans adequately address site needs with the following exceptions: . - Silt fence should be used to protect wetlands from construction runoff. They can be placed to act as construction limits to further protect wetlands. - Once the watercourses are mapped, erosion and sediment controls should be added to plans to protect them from sediments as well. cc: Bo Davies, Deputy Town Planner A.R. PROJECT DESCRIPTION Cliffwood Estates is a proposed single family subdivision to be located on 18 acres adjacent to Clifford Drive and Lawrence Road. Approximately 2300 feet of roadway will be constructed to serve 18 lots. The roadway will intersect Lawrence Road and tie into both the existing Mountain View Estates Subdivision and the proposed Spinner's Estates cul- de-sac. The subdivision will be serviced by public water and public sewers through extensions from Mountain View Estates . In addition, a sewer hookup will be provided at Clifford Drive and Lawrence Road for possible future service to those homes. II. DRAINAGE STATEMENT Presently the site is wooded with no formal drainage system. A small brook begins to form off the southeastern property corner. All flows generated on the property drain into this brook. A natural drainage swale along the southern portion of the site assists in draining the site to the brook. The proposed drainage consists of a storm sewer system to collect runoff from about 70 percent of the 18 acre site as well as 5.5 off-site acres. The drainage system will carry all runoff to an off-site detention basin where flows will be returned to the natural brook into which they presently drain. The remainder of the site, approximately 5 acres will be collected by storm sewers and discharged directly to the brook. This project will use the detention basin designed as part of the adjacent Mountain View Estates Subdivision. Although the basin has sufficient storage capacity, modifications will be made to the outlet pipe and emergency spillway to minimize effects of development on peak runoff rates. 1 III. IMPACT ON WETLANDS There are a total of 4.9 acres of wetlands on the property, of this, about 0.11 acres will be disturbed by construction of the roadway. Approximately 575 cubic yards of fill will be placed in the wetlands for construction of the roadway. Construction is expected to take one year to complete. Pursuant to comments received by the Deputy Town Engineer and Soil Conservation Service, the plans have been revised as follows: SCS Comments 1. Our soil scientist has reviewed the wetland and watercourse locations in the field and confirmed his findings by letter (copy attached). 2. A conservation easement was recommended to protect wetlands to • the rear of lots 11 through 17. Although an easement has not been shown on the plans, the applicant is willing to impose such an easement on these lots. The commissions input on size of the easement is requested. 3. Foundation drains have been shown of the plans. Most drains connect to the storm sewer. On lots 15, 16, and 17 raised homes are recommended with drains into the storm sewer. Should full basement homes be constructed footing drains would discharge to the rear of the lots as shown of the plans. 4. Silt fence has been provided to protect wetlands during road construction. Per Town Regulations house construction will require individual site plans, with erosion control measures, to obtain a building permit. Town Engineers Comments 1. As road excavation proceeds, diversion dikes will be installed along the road to divert potentially erosive flows into roadside swales. Haybales placed in the swales will act as small sedimentation basins. The erosion control plan has been revised to reflect these practices. Street lighting is to be coordinated with the Chief of Police. 9 . Street names and locations of fire hydrants are subject to the approval of the Fire Marshal of the Town of South Windsor.
