DOCUMENTS REVIEWED:. Application form and Site Plan
COMMENTS:
1 . At the time of my review the application did not indicate
that abutters had been notified. I notified the applicant
that this had to be done.
2. This application was submitted on January 23, 1990. The
cutoff for the- February agenda was January 16, 1990 and
they also were told that they needed to submit to the
Zoning Board of Appeals. Although it is not being heard
until March it must be "officially received" on Feburary
27, 1990 (35 days) . The action date is based on the date
it was "officially received"
3. Section 5.1a of the Zoning Regulations requires a 90, x 90,
buildable square which must be exclusive of regulated
wetlands . This lot does not meet that criteria and they
have submitted an application to the Zoning Board of
Appeals .
4 . Of the total 8.36 acres, approximately 49% are wetlands.
The application form indicates that there will be 0 .06
acres of wetlands impact, with 96 cubic yards of fill being
placed in the wetlands . In addition to the fill,
approximately three-fourths of the house is in the
wetlands. Most of the remaining activity is in the 40'
setback.
5. The wetlands limits have been established by, "Soil Science
Services and field location by Alford Associates, Inc. " . A

report should be submitted to clarify the type of wetlands
soil(s) and characteristics. The responsible party should
also verify the findings as shown on the plan.
6 . The site is very wooded. Trees should be flagged prior to
cutting.
7 . Based on the existing slopes and the adjacent wetlands
proper installation and maintenance of erosion and
sedimentation control measures will be imperative. I would
recommend the use of filter fence instead of staked
haybales on this site. The plans state staked haybales as
an option.
IF APPROVAL IS CONSIDERED, SUGGEST APPROVAL CONDITIONS INCLUDE:
1. A report from Soil Science Services shall be submitted to
clarify the type of wetland soil(s) and characteristics,
and the limits as shown on the plans shall be verified.
2. Trees shall be flagged prior to cutting. .

A meeting of the Inland Wetlands Agency/Conservation Commission will
be held March 19, 1990 in the Madden Room at the Town -Hall, 1540
Sullivan Avenue, South Windsor, Connecticut. Your application has
been placed on the agenda.
The applicant shall also notify abutting property owners in writing
by certified mail at the time an application is submitted that an
application is pending before the Agency. The applicant is required
to provide to the secretary a copy of the certified letter and the
list of names to whom it was sent to.
A sign must be posted on the property where it can be seen from a
town street. Said sign must be posted for five- continuous days prior
to the above meeting (March 14, 1990) . The signs are available at
the Town Hall if not already acquired.
