Introduction•
Wetland boundaries were established according to the guidelines
of the U.S. Army Corps of Engineers (C.O.E. ) for the I-84
Associates project in Manchester and South Windsor. The wetland
lines were determined by the presence of three parameters: the
dominance 'of hydrophytic vegetation, hydric soils, and hydrology..
Two wetland -areas- were delineated. The following is a
description of each wetland area and a list of wetland vegetation
identified in that area. The vegetative lists include a
frequency indicator that has been assigned to each floral species
by the National Wetlands Inventory. The frequency indicator
defines the estimated probability of a species occurring in
wetlands. The species lists are not all inclusive.
Attached are data sheets that describe the two wetland areas.
These sheets document the three parameters mentioned above. A
transect consists of two or more observation points. Wet and
dry points were taken to establish the C.O.E. wetland
boundaries. The wetland boundaries were determined by Marnie L.
August, and Hope D. Malcom, biologists. Site inspections
were made on. 11/9, 11/10, 11/11, 11/16, and 11/18.; Several days
of rain occurred prior to and between the site inspections.
Area 3: Transects AA, BB, and DD, points 1-7
(Slatter Road, Manchester, CT)
This wetland is a large nearly level red maple swamp. These
transects are located along the western wetland boundary.
Multitrunked trees, shallow roots and windfalls are common in
the swamp. The wetland has a seasonal high water table. The
tree canopy and shrub layer are well established. There is a
60/40 distribution of trees to shrubs. Remains of herbaceous
species were present but specific species were difficult to
identify due to the time of year the inspection took place.
There is a change in wetland vegetation near the northern end of
the C.O.E. wetland 'line where barns have been constructed. A
dense cover of rose bushes is located at the south end of the
first barn. To thq east of this barn is a field area dominated
by herbaceous species and saplings.

Area 5A: Transects UU, VV, WW, XX, and ZZ points 1-17
(Deming Road & Slatter Street, South Windsor, CT)
This is a large wetland area containing several wetland community
types- which include open water, marsh, and forested/shrub swamp.
The ponded area is 'located in the east-central portion of the
wetland. Several types of waterfowl were observed; using the
pond during the site`-Inspections. Ditches have been dug at the
southern end of the pond. The majority of the pond is surrounded
by a cattail marsh. Sedges and Spirea spp. become mixed with
the cattails in the transition zone between the marsh and
forested/shrub swamp. The southwest portion of the swamp is
dominated by alder. - To the north are red maple and oak
communities. A community of bayberry and alder is located at the
northern tip of the wetland. Alder again dominates in the
north-central portion of the swamp. Remains of herbaceous
species are sparse. Some species identification was possible but
generally specific recognition of species was impossible. There
is a small area along the western wetland boundary where several
trees have fallen exposing the .forest floor to sunlight. This
area has become dominated by herbaceous species such as Onocleta
sensibilis (sensitive fern) , Rubus hispidus (bristly dewberry)!,
and Solidago spp. (goldenrods) . The shrub and tree layers
include Betula Qopulifolia (gray birch) , Populus tremuloides
(quaking aspen) , Prunus sgrotina (black cherry) , Rosa spp.
(roses) , Rubus spp. (raspberry and blackberry) , and Sambucus
canadensis (elderberry) .
i

The wetland was at one time disturbed by excavation and/or fill
activities. The disturbance occurred many years ago as indicated
by the size of the trees and shrubs, and their healthy condition.
Mounds of material are located throughout the wetland area. The
mounds are vegetated.

NATIONAL WETLANDS INVENTORY
Wetland Plants List for the State of Connecticut
Frequency Indicator: Represents the frequency of occurrence in
wetlands versus nonwetlands in the northeast region of the
country. For examplb, a frequency of 67%-99% (Facultative
Wetland) means that 67%-99% of all individuals of a species that
occur in the region occur in wetlands.
Obligate (OBL) : Always found in wetlands under natural
(not planted) conditions (frequency greater than 99%) , but
may persist in nonwetlands if planted there by man or in
wetlands that have been drained, filled, or otherwise
transformed into nonwetlands.
Facultative Wetland (FACW) : Usually found in wetlands
(67%-99% frequency) , but occasionally found in nonwetlands.
Facultative- (FAC): Sometimes found in wetlands (34%-66%
frequency) but also occurs in nonwetlands.
Facultative Upland (FACU) : Seldom found in wetlands
(.1%-33% frequency) and usually occurs in nonwetlands:
Nonwetland (UPL) : Occurs in wetlands in another region,
but not found (<1% frequency) in wetlands in the region
specified. If a '-species does not -occur in wetlands in any
region, it is not on the list.
Drawdown (DRA) : Typically associated with the drier stages
of wetlands, such as mudflats, vernal pools, and playa
lakes.
A positive (+) or. negative (-) symbol was used with the Faculta-
tive Indicator categories to more specifically define the
regional frequency of occurrence in wetlands. The positive sign
indicates a frequency toward the higher end of the category (more
frequently found in wetlands) , and a negative sign indicates a
frequency toward the lower end of the category (rless frequently
found in wetlands) . i
NA indicates that no agreement was reached by the regional panel .
NC indicates that the species was not considered by the panel.

DOCUMENTS REVIEWED: Application form, Wetlands Description and
Soil Report by Soil Science and

(dated 8/22/89, revised 2/2/90) .
COMMENTS:
1. Application #89-68W was denied on November 13, 1989. With
that application there was approximately 0.23 acres of
wetlands alteration (1,070 cubic yards of fill) ; the
current application indicates approximately 0. 07 acres of
wetlands alteration (195 cubic yards of fill) .
2. The application form indicates that abutting property
owners were notified with the former proposal. I contacted
Michael Gaynon of Fuss and O'Neill, Inc% on February 13,
1990 and told him that abutters should be renotified.
3. The wetlands in this area have been field verified and a
report is part of the application. As indicated in the
detail on sheet 1, this wetland extends about 800 feet
north of the area for the proposed cul-de-sac.
4. The runoff from the proposed cul-de-sac drains back into an
existing catch basin and from there goes into an existing
discharge point on the west side of Slater Street.
5. There is an intermittent watercourse northwesterly of the
cul-de-sac. The proposed grading is approximately 70 feet
from the watercourse.
6. Item #7 under Erosion and Sediment Control Notes indicates,
"all old bituminous concrete from removal of existing
pavement and unsuitable material shall be promptly removed
from the site" .

regional frequency of occurrence in wetlands. The positive sign
indicates a frequency toward the higher end of the category (more
frequently found in 'wetlands) , and a negative sign indicates a
frequency toward the lower end of the category (rless frequently
found in wetlands) . i
NA indicates that no agreement was reached by the regional panel .
NC indicates that the species was not considered by the panel.

COMMENTS:
1 . Application #89-68W was denied on November 13, 1989. With
that application there was approximately 0. 23 acres of
wetlands alteration (1,070 cubic yards of fill) ; the
current application indicates approximately 0.07 acres of
wetlands alteration (195 cubic yards of fill) .

Michaeln of Fuss and O'Neill, Inc. on February 13,
1990 and him that abutters should be renotified.
3• The wetlands in this area have been field verified and a
report is part of the application.
5• There is an intermittent watercourse northwesterly of the
cul-de-sac. The proposed grading is approximately 70 feet
from the watercourse.

At the November 13, 1989 meeting of the South Windsor Inland Wetlands
Agency/Con s.ervation Commission, Application #89-68W - Town of South
Windsor, (Slater Street cul-de-sac) was denied.
The concerns expressed by the Agency are:-.
1 . Impacting the pristine wetlands .
2 . The water from the wetlands is too close to the existing
road.
3 . A concrete barrier could be used permanently resulting in
no encroachment upon the wetlands and a sign at the
beginning of street stating, "No Outlet" .
4 . The Town has not looked at all the prudent and feasible
alternatives .

RE: Slater Street Cul-de-sac
File #11-89-2434
Dear Mr. Nimeskerm:
Enclosed is a revised plan which shows the latest layout of the
proposed cul-de-sac on Slater Street. As indicated on Figure 2
the cul-de-sac has been moved to the center of the street
rightaway. This will reduce the volume of fill required within
the wetland boundary from 1020 cubic yards as previously
indicated to 195 cubic yards as revised.
The Town has chosen not to construct the cul-de-sac on the east
side of Slater Street to avoid an undue hardship on the present
owner. By constructing the cul-de-sac totally to the east side
of Slater Street, the property would become a non-comforming lot
in accordance with current South Windsor zoning regulations .
The Town of South Windsor believes that the cul-de-sac would best
be constructed in the center of Slater Street rightaway. This
would have a minimal impact on the wetland and allow the property
owner to the east continuous use of his land. If you any
questions or require additional information, please contact Mr.
