Windsor. The wetland lines were determined by the presence of three parameters: the dominance of hydrophytic vegetation, hydric soils , and hydrology. Two wetland areas were delineated. The following is a description of each wetland area and a list of wetland vegetation identified in that area. The vegetative lists include a frequency indicator that has been assigned to each floral species by the National Wetlands Inventory. The frequency indicator defines the estimated probability of a species occurring in wetlands. The species lists are not all inclusive . Attached are data sheets that describe the two wetland areas. These sheets document the three parameters mentioned above . A transect consists of two or more observation points. Wet and dry points were taken to establish the C.O. E. wetland boundaries. The wetland boundaries were determined by Marnie L. August, and Hope D. Malcom, biologists. Site inspections were made on 11/9, 11/10 , I1/11 , 11/16 , and 11/18 . Several days of rain occurred prior to and between the site inspections. Area 3: Transects AA, BB, and DD, points 1-7 (Slatter Road, Manchester, CT) This wetland is a largd nearly level red maple swamp. These transects are located along the western wetland boundary. Multitrunked trees, shallow roots and windfalls are common in the swamp. The wetland has a seasonal High water table. The tree canopy and shrub layer are well established. There is a 60/40 distribution of trees to shrubs . Remains of herbaceous species were present but specific species were difficult to identify due to the time of year the inspection took place. There is a change in wetland vegetation near the northern end of the C.O.E. wetland line where barns have been constructed. A dense cover of rose bushes is located at the south end of the first barn. To the east of this barn is a field area dominated by herbaceous species and saplings . Several types of waterfowl were observed using the pond during the site ,inspections. Ditches have been dug at the southern end of the pond. The majority of the pond is surrounded by a cattail marsh. Sedges and Spirea spp. become mixed with the cattails in the transition zone between the marsh and forested/shrub swamp. The southwest portion of the swamp is dominated by alder. To the north are red maple and oak communities . A community of bayberry and alder is located at the northern tip of the wetland. Alder again dominates in the north-central portion of the swamp. Remains of herbaceous species are sparse . Some species identification was possible but generally specific recognition of species was impossible. There is a small area along the western wetland boundary where several trees have fallen exposing the forest floor to sunlight. This area has become dominated by herbaceous species such as Onoclea sensibilis (sensitive fern) , Rubus hispidus (bristly dewberry)', and Solidago spp. (goldenrods ) . The shrub and tree layers include Betula Qopulifolia (gray birch) , Populus tremuloides , (quaking aspen) , Prunus sqrotina (black cherry) , Rosa spp. (roses ) , Rubus spp. ( raspberry and blackberry) , and Sambucus canadensis (elderberry) . 3 t I The wetland was at one time disturbed by excavation and/or fill activities . The disturbance occurred many years ago as indicated by the size of the trees and shrubs, and their healthy condition. Mounds of material are located throughout the wetland area. The mounds are vegetated. Marnie L. August Biologist 4 i. I NATIONAL WETLANDS INVENTORY Wetland Plants List for the State of Connecticut Frequency Indicator: Represents the frequency of occurrence in wetlands versus nonwetlands in the northeast region of the country. For example, a frequency of 67%-99% (Facultative Wetland) means that 67%-99% of all individuals of a species that occur in the region occur in wetlands. - Obligate (OBL) : Always found in wetlands under natural (not planted) conditions ( frequency greater than 99%) , but may persist in nonwetlands if planted there by man or in wetlands that have been drained, filled, or otherwise transformed into nonwetlands . Facultative Wetland (FACW) : Usually found in wetlands (67%-99% frequency) , but occasionally found in nonwetlands. Facultative (FAC) : Sometimes found in wetlands ( 34%-66% t - frequency) but ,also occurs in nonwetlands. t: Facultative Upland (FACU) : Seldom found in wetlands (.1%-33% frequency) and usually occurs in nonwetlands. Nonwetland (UPL) : Occurs in wetlands in another region, but not found ( <1% frequency) in wetlands in the region specified. If a '-species does not occur in wetlands in any region, it is not on the list. Drawdown (DRA) : Typically associated with the drier stages of wetlands, such as mudflats, vernal pools , and playa lakes. A positive (+ ) or negative (- ) symbol was used with the Faculta- tive Indicator categories to more specifically define the regional frequency of occurrence in wetlands. The positive sign indicates a frequency toward the higher end of the category (more frequently found in wetlands ) , and a negative sign indicates a frequency toward the lower end of the category (less frequently found in wetlands) . i NA indicates that no agreement was reached by the regional panel. NC indicates that the species was not considered by the panel. From: Reed, Porter B. Jr. 1986 Wetland Plant List, Connecticut. U.S. Fish and Wildlife Service . The wetland lines were determined, by, the presence of three parameters: the dominance of hydrophytic vegetation, hydric soils , and hydrology. The species lists are not all inclusive. Attached ate data sheets that describe the two wetland areas. These shee s dQcument the three parameters mentioned above . A transect consists of two or more observation points. Wet and dry points were taken to establish the C.O.E. wetland boundaries. The wetland boundaries were determined by Marnie L. August, and Hope D. Malcom, -biologists- Site inspections were made on 11/9 , 11/10, 11/11 , 11/16 , and 11/18 . Several days of rain occurred prior to and between the site inspections. Area 3: Transects AA, BB, and DD, points 1-7 (Slatter Road, Manchester, CT) This wetland is a large nearly level red maple swamp. These transects are located along the western wetland boundary. Multitrunked trees, shallow roots and windfalls are common in the swamp. The wetland has a seasonal high water table. The tree canopy and shrub layer are well established. There is a 60/40 distribution of trees to shrubs. Remains of herbaceous species were present but specific species were difficult to identify due to the time of year the inspection took place. There is a change in wetland vegetation near the northern end of the G.O.E. wetland1line where barns have been constructed. A dense cover of rose bushes is located at the south end of the first barn. To the east of this barn is a field area dominated by herbaceous species and saplings. Frequency Indicator Rubus spp. Raspberry & Blackberry Sambucus canadensis Elderberry FACW- Spiraea latifolia Meadowsweet FAC+ Spiraea tomentosa Steeplebush FACW Herbs: Aster spp. Asters Aster umbellatus - - Flat topped white aster Eupatorium maculatum Joe-pye-weed FACW Juncus effusus Soft rush FACW+ Onoclea sensibilis Sensitive fern FACW Polygonum spp. Smartweeds Solidago rugosa Rough Goldenrod FAC Verbena hastata Blue vervain FACW+ Grasses Area 5A: Transects UU, VV, WW, XX, and ZZ ,points 1-17 (Deming Road & Slatter Street, South Windsor, CT) f This is a large wetland area containing several wetland community' types which include open water, marsh, and forested/shrub swamp. __The ponded area is !located in 'the east-central portion of the wetland. To the north are red maple and oak communities. A community of bayberry and alder is located at the. northern tip of the wetland. Alder again dominates in the north-central portion of the swamp. Remains of herbaceous species are sparse . Some species identification was possible but generally specific recognition of species was impossible. There is a small area along the western wetland boundary where several trees have fallen exposing the forest floor to sunlight. This area has become dominated by herbaceous species such as Onoclera sensibilis (sensitive fern) , Rubus hispidus (bristly dewberry)', and Solidago spp. (goldenrods ) . The shrub and tree layers include Betula populifolia (gray birch) , Populus tremuloides t (quaking aspen) , Prunus sgrotina ( black cherry) , Rosa spp. (roses ) , Rubus spp. (raspberry and blackberry) , and Sambucus canadensis (elderberry) . i 3 The wetland was at one time disturbed by excavation and/or fill activities. The disturbance occurred many years ago as indicated = by the size of the trees and shrubs, and their healthy condition. Mounds of material are located throughout the wetland area. The - -- mounds are vegetated. August Biologist 4 i . I NATIONAL WETLANDS INVENTORY . Wetland Plants List for the State of Connecticut Frequency Indicator: Represents the frequency of occurrence in wetlands versus nonwetlands in the northeast region of the country. For examplt-, a: frequency of 67%-99% (Facultative Wetland) means that 67%-99% of all individuals of a species that occur in the region occur in wetlands. Obligate (OBL) : Always found in wetlands under natural (not planted) conditions (frequency greater than 99%) , but may persist in nonwetlands if planted there by man or in wetlands that have been drained, filled, or otherwise transformed into nonwetlands. Facultative Wetland (FACW) : Usually found in wetlands (67%-99% frequency) , but occasionally found in nonwetlands. Facultative (FAC) : Sometimes found in wetlands ( 34%-66% frequency) but ,also occurs in nonwetlands. j Facultative Upland (FACU) : Seldom found in wetlands, (.l%-33% frequency) and usually occurs in nonwetlands. Nonwetland (UPL) : Occurs in wetlands in another region, but not found ( <l% frequency) in wetlands in the region specified. If a 'species does not occur in wetlands in any region, it is not on the list. Drawdown (DRA) : Typically associated with the drier stages of wetlands, such as mudflats, vernal pools, and playa lakes. A positive (+ ) or negative ( - ) symbol was used with the Faculta- tive Indicator categories to more specifically define the regional frequency of occurrence in wetlands. The positive sign indicates a frequency toward the higher end of the category (more frequently found in wetlands ) , and a negative sign indicates a frequency toward the lower end of the category (less frequently found in wetlands) , It NA indicates that no agreement was reached by the regional panel . NC indicates that the species was not considered by the panel . From: Reed, Porter B. Jr. 1986 Wetland Plant List, Connecticut. U. S. Fish and Wildlife Service . South Windsor is blessed with a fascinating geological and ecological heritage stemming directly from the last ice age. When properly managed, our diverse landscape offers us abundant clean water supplies, wildlife sanctuaries, fertile soils and valuable educational opportunities. In a town growing as rapidly as ours, pristine environments of all kinds are threatened with catastrophic disruption by the sprawling artifacts of modern civilization. In some circumstances, habitats of marginal ecological value are legitimately sacrificed for the betterment of the community. But the jewels of our inheritance, those prime natural features of our environment so critical to our community's ecological wealth, must be preciously guarded. The cattail marsh and red maple swamp on Slater Street is one of our most exquisite ecological jewels. According to William A. Niering, Professor of Botany at Connecticut College and noted wetlands authority, marshes and other wetlands "are invaluable. . . for their educational , recreational and aesthetic promise." They are also "among the most productive ecosystems in the world." In fact, Niering considers cattail marshes in particular to be near the peak of wetland productivity. The abundant nutrients become available to support populations of ducks, herons, muskrats and other wildlife inhabitants. I would like to stress to you that the primary ecosystem at the Slater Street site is a pristine cattail marsh. This is not a marginal habitat in any sense, but a critical site for wildlife and groundwater recharge as well . In a short visit to the site two weeks ago, I was fortunate to see a green-backed heron plying its way through the cattails in search of food. Small ponds and associated marshlands such as this are essential stopovers for migrating birds in the Fall and Spring, and thus provide splendid opportunities for observing animal behavior. Although the proposed cul-de-sac would not claim the entire marsh, its negative impact on the vitality of this thriving ecosystem should not be underestimated. I suggest that the roadway would be an unwanted and unnecessary Intrusion that could not avoid serious disruption of a prime wildlife oasis. Of all competing interests, our Town government should assume the moral high ground and indicate that it values preeminent examples of our natural heritage over minor conveniences of automobile travel . In my opinion, construction of the cul-de-sac would set a dangerous precedent, and would be a haunting legacy in Its disregard for well established environmental policy. I encourage the Commission to stand firm in rejecting this errant proposal . Sincerely, Jeffrey W. Holcombe 355 Abbe Rd.
