The purpose of my visit was to identify the Connecticut inland wetland and watercource boundaries. The field work was done on ,September 23, 1992. . The wetland boundaries are marked with blue flagging numbered ERA-1 through ERA-31. The wetland. delineation includes poorly drained soil based wetlands and a ponded man-made storm water retention area. Please refer to the enclosed sketch for the numbering details. The soil map and narrative are a refinement of data contained in the Soil Survey of Hartford County, Connecticut. The symbols on the map Identify map units. Each map unit has a unique combination of soils. Areas with the same symbol have similar composition. The following map unit descriptions are based on the data collected at this particular site. For this reason, there may be some differences between these descriptions and those provided in the Soil Survey of Hartford County, Connecticut. The identification of the wetlands was based on my field observations of the soils on this site and the guidelines of the National Cooperative Soil Survey Program. The non-wetland soils were not studied in detail . / PO' \ Observations were made of these soils only in the process of identifying the wetland sites. The following descriptions do not constitute a detailed soil survey, but may be used as an aid in site planning. WETLAND SOIL Map Unit WdA The WdT map unit is composed primarily of Walpole soils on 0 to 3 percent slopes. Walpole soils are very deep, poorly drained soils formed in glacial outwash deposits. Typically, they have a fine sandy loam or sandy loam surface layer and subsoil over a substratum of stratified loamy sand and gravel . Walpole soils have a watertable within one foot of the surface from late fall to late spring. They are inland wetland soils. NON-WETLAND SOILS Map Unit Ma e a map unit consists primarily of man-made cut and/or fill areas. Slopes range from 0 to 6 percent. The fill is mostly earthy sandy and gravelly materials with minor amounts of non-earthy material such as pieces of concrete, bricks, wood, metals,. and glass. In cut areas, the natural soil has been excavated and the unconsolidated sandy and gravelly glacial deposit is exposed, Map Unit NnA e NnA map unit is composed of Ninigret soils on 0 to 3 percent slopes. These soils are very deep and modertely well drained. Ninigret soils formed in glacial outwash. Typically, they have a fine sandy loam surface and subsoil layer, overlying sand and gravel to a depth of 60 inches or more. Ninigret soils have low chroma mottles within a depth of 24 inches. . These soils have a seasonally high.watertable at 15 to 2.5 feet from late fall to early spring. Please contact me if you have any questions or if I can be of further assistance. Warren, Chairman, IWA/CC FROM: John E. McCahill, Zoning/Wetlands Enforcement Officer Re: Application #92-45P, Advance Mold & Manufacturing, Inc. ` DOCUMENTS REVIEWED: Application form and Site Plan prepared for Advance Mold & MFG. Inc. (dated 11-11-92) COMMENTS: 1. The Town of East Hartford was notified of this pending application as required by State Statute 22a-42b. 2 . Drainage calculations should be submitted for this application. 3 . The plans indicate, "limit of inland wetlands as field delineated by Soil Scientist" . A copy of the report prepared by the Soil Scientist should be submitted and the limits, as shown on the plans, should be verified by the responsible party. 4. The wetlands, as flagged, are associated with the existing detention pond. They are proposing to enlarge the detention pond at the easterly end. 5 . The existing tree line is shown. The proposed tree line should also be shown. A note should be added to the plans stating that, "the limits of clearing shall be flagged in the field, and approved by the Town, prior to clearing" . 6. There are existing evergreens, in the parking lot islands along Burnham Street, which are not shown on the plans. These should be shown. 7 . The existing catch basin in the loading dock area does not appear to be functioning. Where does this discharge to or is it a dry well design that needs maintenance? 8. Outlet protection should be provided for the roof leaders which are proposed to discharge into the detention basin. Elizabeth A. Warren Pane Two November 19, 1992 Application #92-45P 9 . A detail should be provided, on sheet 4 of 4, showing the proper installation of silt fence. 10 . A construction entrance should be shown on sheet 3 of 4 and a detail should be shown on sheet 4 of 4. If they do not intend to install a construction entrance then a note should be added to the plans stating, "the parking lot will be swept as often as necessary to ensure unnecessary tracking of material does not occur" . 11 . There is not a curb along the easterly side of the existing parking lot. The plans appear to show a curb. This should be labeled as "proposed" . 12 . Sheet 1 of 4 has not been provided. 13 . The runoff from the parking lot currently flows directly into the swale and then into the detention pond. There are no -- provisions for filtering or controlling the runoff of oil and residue from the parking lot. A means of filtering or controlling the "first flush should be considered. 14 . The narrative, on sheet 4 of 4, does specify when the detention pond enlargement will take place. This should be done, and stabilized, in the early stage of construction. The narrative should be modified to state when the detention pond enlargement will happen. 15 . These comments should be addressed prior to approval by the Commission. 12i14/92 16226 2 2897063 LARS0N&L4SIK P.01 t _ CI VII Engineers & Land Stir. veyorg 290 Roberts Street - Suite 200 Fast Har ttord, CT 06108-3637 (203) 528-1810 Pax: (203) 289--7063 Re! 06 ACC Documents Transmitted.- Number of, Pages (J.ncluding cover. sheet) .- Date: Time: 3 1 A M Zed z .1 . r iy►yyi= Yy . a _ .
