McCahill, Zoning/Wetlands Enforcement Officer)o RE: Application #90-44P, Clark Street Reconstruction DOCUMENTS REVIEWED: Application form and Plans for Reconstruction of Clark Street COMMENTS: 1. This application is for the reconstruction of Clark Street from Ellington Road to Deming Street. The application form indicates .01 acre of wetland will be altered with the placement of approximately 25 cubic yards of fill. This is associated with the regrading of slopes near Ellington Road. 2. - The wetlands limits, as shown, have been taken from the Town Wetlands and Watercourses Map. A reference to that map should be indicated on the plans and the basis of the wetlands as shown should be labeled. 3 . The definition of clean fill, as found in section 2 . 1(t) , should be included on the plans; and it should be noted on the plans that only "clean fill" will be used. 4 . There are no provisions on the plans for dust control . This should be addressed and noted on the plans. 5 . Although the Erosion and Sedimentation Control Notes do address seeding; seed mixtures, amounts, and dates should be included on the plans for temporary and permanent vegetation. This should be done based on the Connecticut Guidelines for Soil Erosion and Sediment Control. 6 . The 40 foot .setback, which is the regulated area based on Section 2. 1( j ) , should be shown on the plans . Y t t James A. Lombardi Page Two May 30, 1990 Application #90-44P IF APPROVAL IS CONSIDERED, SUGGESTED-APPROVAL CONDITIONS INCLUDE: 1 . The final plans shall reference the Town Wetlands and Watercourses Map. The definition of clean fill, as found in section 2. 1(t) , shall be included on the final plans and a note shall indicate only clean fill is to be used. 3. The final plans shall indicate appropriate measures for dust control. 4 . Seed mixtures, amounts, and dates shall be indicated on the final plans for temporary and permanent vegetation. We reviewed the .drainage calculations regarding the subject application. The total increase for a 10 year storm of 0 .6 cfs for this project increases the total flow for the drainage area to Podunk by approximately 0.26%. This increase is not significant and should not cause any adverse effect upon the watershed area. 2. We have reviewed the use of grease traps under the proposed road drainage system and feel that sediment migration is the most significant discharge from a road surface. The . proposed drainage system will include two. foot sumps in all catch basins to trap particulate matter from the road surface. It is our professional opinion that these measures are effective in mitigating the sediment migration potential to any downstream wetland areas . The use of grease traps in parking lots may be more appropriate since vehicles are stationary and are more apt to discharge fluids when parked for prolonged periods. The use of grease traps in road drainage systems is not the current standard. It is our opinion, as stated above, that sumps for sediment capture, is the most effective method to protect the wetlands. 3 . The curbing actually will have a positive effect as it relates to the wetlands . Presently, the grassed/earth area along the -existing edge of pavement acts as a natural curb, however, during storms, some of the fines (silt) of this natural curbing are washed down along the road and are eventually deposited in this adjoining field/wetland areas . The proposed bituminous curbing will stabilize the edge of pavement and eliminate the present migration of fines (silt) . A Inland Wetland Agency/Conservation Commission July 5, 1990 Page 2. RE: Application #90-44P, Town of South Windsor Clark Street Reconstruction 4. We are aware of the need for various rights to drain. These rights are typically acquired during the rights-of-way phase of the project prior to construction. 5. The subject plans have been developed pursuant to Section 20-300-106 of the Connecticut State Statutes which governs licensed Professional Engineers. These . Statutes indicate that design/construction documents must be signed and sealed by a licensed Professional Engineer and he will be responsible for the .correctness of those documents. We hope that this clarifies some of your concerns and I look forward to appearing before you on July 9, 1990 to address any other concerns you may have. V ry tr ly yours, Je Iazze M.E. During the discussion the Commission identified the following concerns and requested that someone be present at the July 91 1990 regular meeting to address any remaining concerns: 1 . Need for drainage calculations as there is a concern for the discharge into the wetlands. Will there be an increase, what will the effect of the discharges be on downstream, etc. 2. .Would the applicant consider installing grease traps in the last two discharges to minimize the potential for any adverse effect on the wetlands? 3 . What effect does curbing have on the total flow? 4. Have the rights for discharging water via outlets proposed been discussed with property owners? 5 .
