RE: Partridge Meadow Review
Dear Kevin:
Partridge Meadow came before the Town a couple of years ago and was
approved by the IWA/CC and denied by the Planning & Zoning Commission.
It is the same parcel, without any wetlands, with a different layout.
The primary discussion will be of conservation issues, such as:
1. Section 2.2 .a and 3.2.a of the subdivision regulations
provide for a Hartford County Soil Conservation Service
review program. It would seem appropriate for the
applicant to provide the IWA/CC with an additional
complete set of drawings to be forwarded to the SCS
for their review and comments.
2 . A major portion of the property was under cultivation
for years, it is their proposal to install the detention
pond in one of the limited wooded area on the 55 acre
site. Perhaps more thought should be given to the
proposal.
3. As I have indicated on other proposals, I am concerned
about the amount of area exposed to the wind and water
erosion. I would suggest that no more than 4 acres be -
in an unstabilized condition at one time. To put it into
perspective, a 70 ' wide roadway excavation, 2,500' long
would be about 4 acres. This would not include stockpiles,
detention basins, etc. In effect, it would encourage a
clean up and seed as you go routine.
4. The roadway excavation, per plans, to roadway subbase is
4 & 5 feet in spots. This material is to be stockpiled
in the few spots shown. What is the volume to be moved?
Kevin F. Rennie Page 2.
RE: Partridge Meadow Review
5. If the intention of the stockpile on 25, 26, 27 and the
recreation area is to create a permanent berm, fine,
stabilize it and leave it alone. If it is temporary,
move it away from Avery Street and Dart Hill Road. The
grass that is there now should be left alone.
Again, I am concerned about the amount of exposed earth at one time
and compliance with the guidlines.

A. 8owen Davies

Paul C.Ross,P.E. Dear Mr. Gantick:
This letter report presents our observations and recommenda-
tions regarding a private residential development in South
Windsor. This evaluation was verbally requested on December
119 1987 by Mr. Michael Gantick, represe sting the Public Works
Department. The purpose of this study was to examine the
roadway subgrade conditions at the site and to evaluate the
proposed roadway construction. It is our understanding that
these roadways will be maintained by the Town at the comple-
tion of the developments. The scope of this evaluation was
limited to on-site observations.
Field Observations
Mr. Michael Gitten, representing S E A Consultants, visited
the Partridge Meadow site on December 18, 1987. During the
visit, subgrade conditions were examined:
* along Pheasant Way between Stations 24+00 and
17+50 where the road subbase was being brought
to grade by "the Contractor;
* at five hand augar locations (Stations 22+00, 18+00,
and 16+50 along Pheasant Way and 16+50, 20+50,
and 9+00 along Quail Run);
* at six test pit locations which had been previously
backfilled by the Contractor that morning, (Stations
12+00, 10+15, 9+31 and 8+50 along Pheasant Way
and 22+50 and 20+50 along Partridge Lane);
* and at six test pits as they were excavated by the
We f f f Silas Deane Highway Contractor (Stations 18+37 16+50 15+00 13+00

Engineers/Architects
General Conditions
The observations revealed similar conditions from one location
to another. The typical stratigraphy consists of 1 to 2.5 feet
of brown, silty fine sand (topsoil), with little medium sand,
fine gravel, and organics. These materials are underlain by
a brown fine sand, with some medium sand, silt and fine gravel
with occasional cobbles. This layer becomes more coarse with
depth and the amount of silt diminishes. Along Pheasant Way
layers of dense, gray, fine sand, with some medium sand and
silt were observed. The test pits revealed a lower stratum
of fine to medium sand, with little to some fine to coarse
gravel and occasional cobbles starting at depths ranging from
2.5 to 6.0 feet. Highly fractured bedrock was encountered at
a depth of 5 feet or more. The most shallow bedrock was
observed along Partridge Lane.
Water was not encountered during the observations, however
some material was damp at depths below 5 feet. Water may
be expected during the more wet periods of spring.
Background Information
The construction observed is part of Phase 1 of the Partridge
Meadows Development. As we understand, Phase 2 of the
development, Quail Run, will be constructed at a later date.
From a conversation with Mr. Gantick, the existing subgrade
may become unstable and difficult to travel during wet periods.
The Town is concerned that the subgrade conditions may not
provide adequate support for the proposed roadways.
Construction plans prepared for JMJ Construction Company
and dated April 20, 1987 indicate that the contractor will
place 6 inches of gravel base over the existing subgrade. The
remaining pavement courses will consist of 6 inches of process-
ed stone or traprock base course and a 3-inch thick bituminous
concrete pavement comprised of two 11-inch thick layers.
Pavement Recommendations
In our opinion, conditions indicate that only the top 1 to 2.5
feet of topsoil material is unsuitable as a subbase. Construc-
tion plans submitted require grading cuts that will remove the
majority of this material prior to roadway construction. Addi-
tional measures will be required from Stations 10+00 to 11+50
and 13+50 to 17+00 on Partridge Lane, where the unsuitable

material may extend_ below the proposed gravel base. It is
our opinion that this subgrade material does not provide ade-
quate support for the intended base course and pavement.
Should water come in contact with the fine grained subgrade,
as during spring thaw or wet periods, the subgrade will tend
to lose its strength, and the base course material will migrate
towards the subgrade when subjected to the pumping action
of wheel loads. Since the permeability of this subgrade is
relatively low, water may tend to accumulate within the base
course thereby inducing this problem. In addition, the fine
grained subgrade is frost susceptible in nature .and subject to
freeze-thaw heaves.
Two potential alternatives were considered to increase the
adequacy of the pavement. Based upon the indicated subgrade
material, the anticipated traffic (both normal and during con-
struction of the 52 homes), and due to the potential freeze-
thaw climate, the following alternatives are proposed:
1. The subgrade should be excavated an additional 6
inches between Stations 10+00 and 11+00, and be-
tween 13+50 and 17+00 on Partridge Lane and
replaced with compacted gravel base to provide a
total base course thickness of approximately 18
inches. This alternative anticipates some migration
of the base course into the subgrade, however, a
sufficient thickness of base course should remain
intact to adequately support the pavement.
2. In lieu of the additional subgrade excavation, a
stabilization fabric should be placed between the
base course and the subgrade. The fabric will
maintain the segregation of the base course from
the subgrade and will distribute the wheel loads
more evenly to the subgrade to reduce rutting and
pavement cracking. The fabric should be a non-
woven fabric similar to that manufactured by Foss
Manufacturing Company, Inc., Geomat Style 300.
The estimated cost of both alternatives are similar at approxi-
mately $5.50 per foot of roadway based upon a 20 foot wide
roadway. It is the opinion of S E A that Alternative No. 1
would be the preferred alternative since no new material would
be introduced to the project.
Mr. Michael J. Gantick, P.E.

Additional Recommendations
Prior to placement of gravel base it is important that the
subgrade be dry and properly proof-rolled using a suitably sized
vibratory drum roller, loaded dump truck, or other similar
piece of heavy equipment. If wet subgrade or "pumping"
subgrade conditions are encountered, vibratory compaction
techniques should not be used. All soft spots encountered
during proof-rolling should be overexcavated a minimum of 6
inches and replaced with gravel base course.
Backfill material should be inspected for its suitability prior
to placement.
All excavations for utilities underneath the roadway should be
backfilled with suitable excavated material containing no bould-
ers larger than 6 inches. The material should be placed in
lifts no greater than 12 inches, and compacted to prevent
future roadway settlements. The backfill should be compacted
to 95 percent of Modified Proctor maximum density (ASTM D y
1557). If construction is conducted under dry conditions,
vibratory compaction techniques are preferred. Under wet
conditions, compaction should be achieved without softening
or "pumping" the subgrade or filled areas. This may require
using static compaction techniques.
Variations in Conditions
The interpretation of general subsurface conditions provided
here is based upon soil conditions observed during the site
visit, and this information has been used as a basis for these
recommendations. Conditions may vary and bedrock may
extend to locations not investigated. It is normal for ground-
water levels to vary seasonally and with climatic variations.
Conclusions
As a result of on-site observations, we recommend that an
additional 6 inches of subgrade (not including bedrock) be
excavated and backfilled with the gravel base course materi-
al along Partridge Lane between Stations 10+00 and 11+00 and
between Stations 13+50 and 17+00. Backfilling and compaction
should be accomplished in 12-inch lifts. The entire site of
trench excavation should be properly proof-rolled prior to
placement of the gravel base and any soft spots should be
overexcavated and backfilled with gravel base.

Re : Dart Hill Realty, Inc . re-application.
This letter is in response to the attached certified letter
I received from Reino E. Hyyppa & Associates . My property
directly abutts that of Dart Hill Realty. I find it odd to
receive a certified letter informing a property owner of
re-application to continue building . I was never notified
of the first phase of the project . Perhaps some of my I
problems could have been eliminated if the property owners
were included in the original application to build.
The retention pond is approximately 75 ' from my foundation
to the water line of the retention area . I have had water
in my basement since the pond was created. The water table
has obviously been raised. It does not. require adriving

after a slight amount of rain. I did not have this
situation previously.
I question whether the pond will be adequate enough to
handle the increased housing planned for this project .
During the rainstorm of August 12 , the capacity of the
retention pond was at its maximum. It was within 12" "of
overflowing at relief area . I have photographs that
document this occurrence,.
I am requesting correction of the above problems . I am also
questioning the close placement of the pond to my foundation
and the issuing of an approval of the re-application . This
property owner disapproves of further building .

Please accept this as confirmation- of our conversation regarding the
debris (to include stumps, logs, scrap metal and cars) that has been
placed (and in some cases buried) on lots 12 and 13 of Partridge

The approved plans show no disturbance in this area. In addition, .
the Town does not permit the burial of bulky waste. This has been
conveyed to you in the past (see attached correspondence) .
Therefore, all foreign material must be removed (including buried
debris) and the area must be restored/stabilized immediately. I

Re: EXPIRATION OF PERMIT 87-481, Partridge Meadow
This is a reminder that the permit with the Inland Wetlands
Agency/Conservation Commission, Application #87-481 will expire on September
27, 1994.
If you plan to extend your project beyond the above expiration date, you must
apply for an extension at least sixty-five (65) days prior to the expiration
date. There will be a thirty-five dollar ($35.00) fee required for an
extension of the permit. This includes a ten dollar ($10.00) surcharge
assessed by the State, to fund the State Environmental Review Team.
An application for an extension shall be made in accordance with the
following subsection of the IWA/CC Regulations: -
a. The duration of any amendment or extension shall be for three years
unless otherwise specified in the permit.
b. The application may incorporate by reference the documentation and
record of the original application.
c. The application shall state the reason why the authorized activities
were not initiated or completed within the time specified in the
permit.
d. The application shall describe any changes in facts or circumstances
involved with or affecting wetlands or watercourses or the property_
for which the permit was issued.
e. In unusual situations the Agency may accept an untimely application
to extend the expiration date of a permit if the authorized activity
is ongoing and allow the continuation of work beyond the expiration
date if in its judgement, the permit is likely to be extended and the
public . interest or environment will be best served by not
interrupting the activity; the application shall describe the extent
of work completed at the time of filing and the schedule for
completing the activities authorized in the permit.

terms or limitations, or deny it; and shall state upon the record the
reason(s) for its decision.
In the event that you are requesting an extension, section 8.1.6 of the
Zoning, Regulations establishes the process for monitoring the approved
conservation plan. Per that regulation, a progress report is required from
the applicant's engineer verifying that erosion and sedimentation control
measures have been installed and maintained in accordance with the approved
conservation plan. This verification report shall also be submitted 65 days
prior to the expiration date of the permit to allow time for the
Commissioners to evaluate your project controls.
If work has been finished or will be finished by the expiration date, please
send a letter stating work is completed according to the approved plan.
