On July 21 , 1986, a meeting was held at the South Windsor Town Engineers office to discuss the above proposal relative to soil erosion and sediment control . In attendance were Emil Lucek, Lucek Engineering; Vito Covensky, - property owner; Bo Davies, Deputy Town Engineer; Amy Parker, District Manager; Marcia Banach, Director of Planning and myself. The site plan and concerns of the developer and the town were discussed. The following recommendations/comments are offered for consideration: -The construction entrance pad is on a 3 percent slope and is approximately 120 feet long. It is recommended that at STA 0+25 that the road be recessed- 1 .0 below Abby Road elevation to prevent stormwater from entering onto Abby Road. Stormwater at -this low point could be directed to both sides of the road to catch basins. - -All catch basins should be protected with silt fence ringed around from as well as an envelope over the grate. The area around catch basins should be depressed to act as a sediment -trap. -A hay bale check dam should be installed on top of slope of proposed road cut on north side to direct surface water away from cut area. - -Phasing of construction on this project will be _er Important. The follow sequence of activities is suggested. 1 . Gain access to site and install silt fence around proposed detention pond. 2. Excavate detention pond and stabilize It with vegetation. QD not onlet storm drain system into pond .ita±_ L. stab i I I zed. 3. Construct temporary drainage berm (STA 4.+ 50) and vegetate berm. 4. Clear proposed drive to limits needed for road and cut. 5. Install hay bale chock dam on north side. 6. Excavate and install construction entrance pad as well as catch basins. 1 . Excavate remaining road to temporary berm. 8. Seed mulch and Jute net side slopes of road according to specifications. 9. Ins-tall road utilities and road base. 10. Black top road. The Soil Conservation Service is an agency of the Department of Agric!!Iture r - -2- "Coven Mountain" --All exposed areas should be seeded to temporary seeding by September 15th 'irregardless of final grades. Past this date the chance of establishing a vegetative cover is small . These areas should be mulch with 1 1/2 to 2 tons/acre of straw mulch and ,Jute netting used on any slopes exceeding 3:1 . --Lots I thru 4 and 34 thru 38 should not be developed until vegetation on road sides is well established (6 inches or better) . When these lots are developed, hay bale check dams should be installed between lots prior to clearing. --The remainder of Vicki Lane can be installed up to Valerie Lane after the first 4 + 50 feet is stabilized and approved by Town Engineering staff. Valerie Drive should not proceed until all of Vicki Lane is stabilized. --Suggest individual house lot construction not proceed until all roads and utilities are installed and area is stabilized. --It is recommended that the same sequence of construction be followed for Michael Lane and Valerie Drive (up to STA 7 + 00) as was done forl Vickie Lane. --Because of the high erosive nature of these soils and the steep slopes, winter construction is not recommended and that all exposed areas be seeded by September 15 or sooner, if possible. Installation of roads and utilities prior to house construction will greatly aid in controlling runoff. --Outlet of the detension basin into the Maskel Road storm drain system should only occur after the basin is stabilized vegetatively. --Selection of one seeding recommendation for both temporary and permanent seeding should be done and not the slopping list shown on sheet 3 of 3. --Figure. ? - 7 on sheet 3 of 3 should show 4" depth and 41 depth for hay bale. Moran, Jr. , Chairman Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, Connecticut 06074 RE: Coven Mountain Subdivision Review #4 Dear Jack: Enclosed is a copy of the SCS review report of August 7, 1986 of the Coven Mountain site. The plans have been revised to incorporate most of their comments. In the general notes ; there seems to be a difficulty in imple- menting the road being depressed 1.0 ' below Abbe Road and having the area depressed around the catch basins to act as the sediment trap. The other item - "Because of the high erosive nature of these soils and the steep slopes, winter construction is not recom- mended and that all exposed areas be seeded by September 15 --- etc. " It has been indicated to us to expect wintertime construc- tion. I still have a problem with the potential of so much area exposed to the elements over the winter months without appropriate phasing. There should be sufficient completion of the first 5 or 6 hundred feet of roadway before even stumping proceeds in the next phase. The plans do make reference to different slope protection features at slopes above 3 to 1. These spots should be flagged on the plans. I would also like to see the straw mulch with the jute netting in the critical areas. This proposed subdivision, I expect, will happen. There is only one outlet and the concern about the runoff expressed by the residents during construction is still a problem. Mr. John M. Moran. , Jr. September 3, 1986 RE: Coven Mountain Subdivision Review #4 Page 2 . With extra T.L.C. , limiting the exposure perhaps is a way to go. Parker, District Manager Hartford County Soil and Water Conservation District 1101 Kennedy Road Windsor, Connecticut 06095 RE: PROPOSED COVEN MOUNTAIN SUBDIVISION ABBE ROAD, SOUTH WINDSOR Dear Ms. Parker: As indicated at our recent meeting, I fully expect that this site will be developed somewhat as indicated. I am concerned about the erosion control both during construction of the roads and utilities, and also during the development of the house sites . This site would appear to need more than the usual controls just because of the excavation required and protection of the downstream. The developer indicated there would be no winter construction - you probably should cover this possibility. Any guidance you can give the developer along these lines to incorporate in the drawings would be appreciated. You should also be aware that somewhere in the approval process , you will see the modified plans with all of the E & S proposals indicated. The Inland Wetlands Agency/Conservation Commission denied the plans as submitted and the application was withdrawn from Planning & Zoning. Although an application isn't working on this site, I would expect as soon as your recommendations are included in the drawings that they will be resubmitted and run through the full review routine. The previous subdivision was denied by the Planning and Zoning Commission Without going through the full review, the conditions imposed at the September 29, 1986 meeting would be still valid . In addition , I might suggest that a maximum of 2 acres at one time be exposed, disturbed or unprotected for any purpose . This would include roadway excavation , detention area , stockpiles , home building , etc . To put this into perspective , a 70' wide roadway swath would be about 1200' long , or 8 house lots where an area of 100' x 100' would be disturbed , or any combination of above . This would not negate the sequence as proposed. Again , the total effect is to stabilize as quickly as possible Any action on this proposal would be up to the Commission . Very truly yours , U A. The attached notice of problems was sent out on October 19, 1990 and the site was to be corrected within 48 hours. On October 26, 1990 at about 11:00 a.m. I inspected the site to find a small amount of bank run gravel had been placed in the rills and a number of trucks were hauling material off the site. The site was still in need of attention with regard to site stabilization. Silt fences and haybales were in need of cleaning and/or replacing, the outlet structure in the basin was in need of cleaning and new protection installed, and temporary vegetation was still needed for the disturbed areas. On October 30, 1990 I contacted you again regarding this site and the problems with the erosion and sedimentation control measures . You indicated that by November 2, 1990 the problems with this site would be corrected. On November 2, 1990 at 11:00 a.m. I conducted a second inspection to find the problems with the erosion and sedimentation control measures have not been addressed or corrected. As such, you are to cease hauling of materials from this site until the site has been corrected. This site has been an ongoing problem with muddy water being discharged into the stream with every significant rainfall. It needs immediate attention. This must be done in order to prevent any future problems this fall; without proper attention this site will be a continuing problem in the spring. Very truly yours, John E.
