Re: Application #92-48W, Woodside Drive Outfall Replacement
DOCUMENTS REVIEWED: Application form and plans for Storm Sewer
Repair, Woodside Drive (Project No. 90-803)
COMMENTS:
1 . A waiver to the class A-2 map requirement (pursuant to section 8. 2
of the IWA/CC Regulations) was granted at the December 7, 1992
regular meeting for this application.
2 . The work proposed qualified for a "Nationwide Permit" from the
Army Corps of Engineers as stated in correspondence dated August
. 1, 1990 .
3 . The amount of wetlands and watercourses to be altered is +/- 0 . 018
- acre as a result of replacing a deteriorated outlet structure.
There will be approximately 12 CY of backfill material and 35 CY
of intermediate riprap placed around the new outlet structure.
This is actually a replacement of material that has been eroded
away over time.
4 . The existing storm system was installed in the early 19601s . The
pipes beyond the manhole have fallen apart. There is also a large
tree which has fallen as a result of the ongoing erosion. The
application form states that most of the existing material, the
manhole, the pipe and the tree will be removed from the site.
This should be noted on the final plans .
5 . The proposed construction entrance is located such that vehicles
will enter over an existing catch basin. Protection (filter
fabric and plywood) should be required to ensure that sediments
won't end up in the basin. This should be shown on the final
plans .
6 . The plans should be more specific with regard to the outlet
protection. A plunge pool, which is designed for the expected
discharge, should be detailed on the final plans .
7 . Approximately one-hundred (100) feet of silt fence should be shown
on the northerly side of the proposed construction entrance as the
land gently slopes to the north. This should be shown on the
final plans .
Elizabeth A. Warren Page Two December 24, 1992
Application #92-48W
IF APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDE:
1 . A note shall be added to the final plans stating that the manhole,
the pipe and the tree shall be removed from the site.
2 . Adequate protection (filter fabric and plywood) shall be shown on
the final plans to ensure that sediments won't end up in the catch
basin located near the proposed construction entrance.
3 . A plunge pool, which is designed for the expected discharge, shall
be detailed on the final plans .
4 . The final plans shall show approximately one-hundred (100) feet of
silt fence to be installed along the northerly side of the
proposed construction entrance.

RE: Woodside Drive Outfall Replacement
, South Windsor, CT
Dear Mr. Cunningham:
The Town of South Windsor is requesting a review of our Woodside
Drive Outfall Replacement project to determine if any permits will be
required by your office. We enclose one copy of the preliminary
design plans for use in your review.
The project consists of replacing an existing storm water endwall.
which has fallen due to erosion and the associated storm water'
manhole which is starting to lean. This is a maintenance project and
it appears that the work will not be performed within any stream
channel encroachment lines . The total drainage area is less than
four acres and the work doesn't appear to require a diversion permit
The South Windsor Inland Wetland Agency has approved this project at
their January 4, 1993 meeting.
It would be appreciated if we could hear from your office by March 1,
1993 so that we would have sufficient time to apply for permits, if
required. If you have any questions, please call me at 644-2511,

Dear Mr. Iazzetta:
This letter is in response to your January 26, 1993 request for a
permit need determination for the above mentioned project.
Specifically, this project consists of the replacement of an
existing drainage outfall and the installation of a plunge pool.
This project drains less than four acres and is not within any
State Stream Channel Encroachment Lines. The e r f ore no State
Diversion permit is necessary and no Stream Channel Encroachment
permit is necessary. A local Inland Wetlands permit has already
been obtained. However, a Flood Management Approval may be
required if State funding is obtained for the project. Copies of
the State statutes and regulations pertaining to this program are
enclosed. You should submit the required information to Arthur
Christian of the Inland Water Resources Division, Flood Management
Section for approval.

Re: Woodside Drive Outfall Replacement
South Windsor, CT
Dear Mr. Christian:
As discussed in our conversation today, the Town of South Windsor is
proposing to replace the existing Storm Water Outfall from Woodside
Drive which consists of a headwall and manhole. The headwall has
fallen due to erosion and the manhole is now leaning. The total
proposed project consists of replacing the manhole, placing a new
endwall, installing an impact basin to dissipate the waters energy
and stabilization of the slopes .
This maintenance project has a total drainage, area of less than two
acres and apparently is not within any stream encroachment lines .
The South Windsor Inland Wetland Agency has approved this project at
their January 4, 1993 meeting. This project is proposed to be funded
by the State thru LoCIP monies .
We are writing to determine if Flood Management Approval is necessary
and if so, ask your assistance in obtaining that approval.
If you have any questions, or require additional information, please
call me at 644-2511, Ext. 245 .

Replacement - South Windsor
Dear Mr. Iazzetta:
This letter is in response to your letter of February 23, 1993 to
Art Christian of my staff. The project consists of the replacement
of a manhole and associated riprap outfall pad. The work will not
be performed in a flood zone as designated by the National
Insurance Program. The project as you have described it will not
affect stormwater flows in the area.
This project does not constitute an "activity" as defined in
section 25-68b (1) of the Connecticut General Statutes. This
project therefore does not require certification with respect to
25-68 of the Connecticut General Statutes or 25-68 (h-1) through
(h-3) of the associated regulations. If you have any questions
please feel free to contact Art Christian of my staff at 566-7244.
Sincerely,
Thomas M. Morrissey
