Furthermore, examples of mitigation that may be appropriate and practicable include but are not limited to: reducing the size of the project; establishing buffer zones to protect aquatic resource values; and replacing the loss of aquatic resource values by creating, restoring, and enhancing similar functions and values. In addition, mitigation must address impacts and cannot be used to offset the acreage of wetland losses that would occur in order to meet the .acreage limits of some of the nationwide -permits (e.g. 5 acres of wetlands cannot be created to change a 6 acre loss of wetlands to a 1 acre loss; however, the 5 created acres can be used to reduce the impacts of the 6 acre loss) . 5 cam- sioa& iov O-P Vau&ot 0 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 R.Co AREA CODE 203/644-2511: CERTIFIED MAIL P 293 143 931 MAR 9 1993 March 8, 1993 South Windsor INLAND WETLANDS AGENCY/ 'CONSERVATION COMMISSION Mr. Thomas C. Warren, Chairman, IWA/CC FROM: John E. McCahill, Zoning/Wetlands Enforcement Officer Re: Application #93-08W, Graham Road Culvert Replacement DOCUMENTS REVIEWED: Application form and plans for Graham Road - Podunk River Culvert Replacement (2/11/93 ) COMMENTS: 1. Application #93-07W, Graham Road Culvert Replacement was on the March agenda but was withdrawn. The concern with the application as submitted for March was that the notification to abutters, via certified mail, had not been done. This is therefore a new application and notification has been done per Section 7 .3b of the Regulations . 2. The existing culvert has been in place for well over twenty years, and was installed prior to IWA/CC Regulations, so a wetlands permit was not required. As stated on the plans the culvert needs to be replaced due to erosion of material from under the existing outlet section walls . The existing single box culvert is also significantly undersized and will be replaced with a 4' x 8' and 4' x 10, precast system. 3. The plan states that the existing material is to be removed from site. The construction sequence (sheet 4 of 5) requires that the northerly box culvert be installed while maintaining the flow of the Podunk River through the existing culvert. Once that portion is complete the flow of the Podunk will be diverted to the northerly box culvert; and then the existing system is to be replaced. The flow of the Podunk River will always be maintained. 4 . A series of staked haybale check dams should be provided on the downstream side to control the loss of any sediments beyond the project limits (see attached sketch) . 5. Any disturbed areas should be reseeded and mulched immediately to prevent any erosion of the banks around the culvert ends. 6 . Letters have been sent to the CT. D.E.P. (dated 2/25/93) , and Corps of Engineers (dated 2/25/93) to determine if permits will be required. The Corps of Engineers has responded (correspondence dated 3/9/93) and this activity is permitted under, "Title 33 Code of Federal Regulations, Part 330 Appendix A, 26, Nationwide Permits" . Elizabeth A. Warren Page Two March 23,- 1993 Application #93-08W IY- APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDE: 1. A series of haybale check dams shall be provided on the downstream side of the culvert replacement. This shall be noted on the final plans and a detail (see attached sketch) shall also be included on the final plans . 2. Any disturbed areas shall be reseeded and mulched immediately to prevent any erosion of the banks around the culvert ends . This shall be noted on the final plans and shall specify an appropriate seed mixture (as found in figures 6-3 and 7-1 of Ct. Guidelines for Soil Erosion and Sediment Control) .
