Samsel, Jr. Statement of Purpose The purpose of the regulated activities is to provide parking, access and drainage for a proposed office and commercial development on the upland portions of the site. Please refer to "Plot Plan Clark Corners" (Sheet 3 of9) and "Erosion and Sediment Control Plan" (Sheet 5 of 9) of the site plan submitted with this application for the wetlands and watercourse boundary, 40-foot setback delineation and location of regulated activities. A summary of wetlands impacts for all phases is provided on Sheet 5. Phase I - Regulated Activities Phase I regulated activities are: excavation of proposed pond; filling and construction for access roads and parking; construction of road crossing and culvert; installation of stormwater catchbasins and piping; discharge of stormwater to proposed pond; and, construction of portions of buildings within the 40-foot regulated area, but not within the wetlands boundary. All activities during Phase 1 are expected to be completed within one calendar year. Phase II - Regulated Activities Phase II regulated activities are: filling and construction for parking along the wetlands edge, and within the 40-foot regulated area; leak-off discharge of stormwater to wetlands edge from parking areas; construction of a building within the 40-foot regulated area. Phase II is expected to be complete within six months of the completion of Phase I. Phase III - Regulated Activities Phase III regulated activities are: filling and construction for parking and completion of access road; leak-off discharge of stormwater to wetlands; and, construction of portions of two buildings within the 40-foot regulated area. Phase III is expected to be complete within six months of the completion of Phase II. O I I N i I O u _ I ay C1 ARK WA( 6AMy r iT.y O O V All O T 3 O 2 Oc _ N/F OLDE WAPPING REALTY INC. RT T f, 4 o STORMWATER DETENTION AT CLARK CORNERS Presently, there is a natural detention basin on the property that discharges through a 15 inch pipe at Ellington Road to the north. At the Town Shopping Center, a detention basin was designed with a 15 inch outfall pipe and a weir structure, both of which discharge to a piped system in Ellington Road as required by the Town of South Windsor. This detention basin will limit the peak flows to the present level for 2, 10, 25, 50 and 100 year frequency storms. It has been proposed to connect the Clark Corners project to the Town Shopping Center project with a drive paralleling Ellington Road to ease internal traffic circulation. This drive would pass through the Town Shopping Center detention basin, reducing the available storage. To compensate for this it would be necessary to modify the outlet structure. The 15 inch pipe to Ellington Road would be modified with a 12"orifice plate and new 12 inch pipe would be constructed in the connector drive and would discharge into the detention basin at Clark Corners. This basin would be enlarged slightly and the outlet would be restricted by placing a steel plate with an 11 inch round opening over the existing 15 inch outlet pipe. This proposed construction would maintain peak flows at the present level for 2, 10, 25, 50 and 100 year frequency storms. Attached is a summary of peak flows at Clark Corners, both existing and proposed. Also attached is a summary of peak flows from Town Shopping Center, including proposed to Ellington Road, proposed to Clark Corners and existing to Ellington Road. 87-546 Corres. 1214A88BAK FUSS&O'NEILL PREPARED DATE CHECKED DATE PROJECT NO. At the Town Shopping Center, a detention basin was designed with a 15 inch outfall pipe and a weir structure, both of which discharge to a piped system in Ellington Road as required by the Town of South Windsor. This detention basin will limit the pear flows to the present level for 2, 10, 25, 50 and 100 year frequency storms. This basin would be enlarged slightly and the outlet would be restricted by placing a scee-1 plate with an ii inch round opening over t e e ing inc ou a pi This proposed construction would maintain peak flows at the present level for 2, 10, 25, 50 and. 100 year frequency storms. Attached is a summary of peak flows at Clark Corners, both existing and proposed. Also attached is a summary of peak flows from Town Shopping Center, including proposed to Ellington Road, proposed to Clark Corners and existing to Ellington Road. 87-546 Corres. 1214A88BAK Z"it wJ l 4WN 3E,` " Tio o siou V&U&at 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 tioSOR-C AREA CODE 203/644-2511 December 19, 1988 Denise Conklin Hartford County Soil and Water Conservation District 1101 Kennedy Road Windsor, CT 06095 Dear Denise: Re: Application #88-118P - Clark Corners After a meeting with the Chairman of the South Windsor Inland Wetlands Agency/Conservation Commission, a request was made to forward the above noted plans to your office for your review and input. I am enclosing ten copies of the correct soils report, on which a "site inspection date" of "1 /6/89" is shown in the upper right-hand corner of the first page. As Mr. Pietras mentioned in his presentation, the wetlands on the site had recently been re- surveyed. The January 1989 report documents that survey and supercedes the December 4, 1986 soils report which some members of the Commission received. You will note that the January 1989 report, based on Mr. Pietras ' detailed field location of the wetlands boundary, includes an additional wetlands soil type, the SZ-Swanton very fine sandy loam. I apologize for any confusion resulting from the mix-up. Mr. Pietras will be available to answer your questions at the public hearing. The following information is offered for consideration: - Approximately 50% of the site is considered reaulated (inland wetland) area under state statu e. is, over (7) a_c_res wi l be directly impacted o h f' ,ir swi-a a tlQn, g wetlands will 1 -• nn The remaining receive indirect impact from the proposed development. Aerial photos show that this wetland system is part of a larger more extensive system. Land use changes within this system will consequently impact downstream wetlands. - The site plans submitted do not include a detailed inventory of existing conditions nor does it detail or analyze current wetland functions. There appears to be no attempt at mitigation for wetland functions except for the creation of stormwater management devices. - It is apparent that the plans have been developed and are sensitive to planning and zoning 'requirements but they do not appear to address the natural resource concerns in total. It do a t rudent nd • t ' feasible alternative to the 12roposed layout' x' si e q • that these should 'be explored before the Inland Wetland Agency if not done already. O The Soil Conservation Service l.Jis an agency of the Department of Agriculture 'y, SITE PLAN REVIEW FOR "CLARK CORNERS" - ELLINGTON ROAD, CLAW STREET, DEMING STREET, SOUTH WINDSOR, CT. The plans do not address majo tnewatercourse issues relative to storm runoff. The direct discharge i system of parking lot runoff is inappropriate. C - The Soil Erosion and Sediment Control Plan is not definitive enough in description of what will happen and when. The.option to install S sediment barriers does not reflect specifications in the CT "Guidelines for Soil Erosion and Sedimentation Control". There is a need for additional control measures including traffic barriers along public rights-of-way. A more detailed phasing sequence is needed as well as a construction check list (see enclosed) . - The proposed crossing downstream of the existing pond is questionable as to it's purpose and need for disturbing this wetland area. enclosure ROBINSON Sc CO LE - fit LAW OFFICES / I ONE COMMERCIAL PLAZA 1/c I G Nw 4 qe f /t A- HARTFORD,CONNECTICUT 06103.3597 203.275.8200 F TFB l;JCQ FINANCIAL CENTRE POST OFFICE BOX 10305 STAMFORD,CONNECTICUT 06904-2305 BRIAN R.SMITH Co I 1 ( nr`S7r HARTFORD 203-964-1200 INLkNE:- 'JE•L`' JS_AuENCYJ — 203.275.8224 COW,E RVATION COMMISSION TELECOPIER HARTFORD 203-275-8299 February 8 , 1 9 8 9 TELECOPIER STAMFORD 203-359-8576 TELEX BOTH OFFICES 99-4407 PLEASE REPLY TO HARTFORD Mr. John Moran, Chairman Inland Wetlands, Watercourses and Conservation Commission Town of South Windsor 1540 Sullivan Avenue - South Windsor, CT 06074 Re: Application of John G. Samsel, Jr. Dear Mr. Moran: On behalf of Mr. Samsel, I am writing to clarify the information provided on the Erosion and Sediment Control Plan (Sheet 5 of 9 ) of the Clark Corners site plan. On that sheet, the table labeled "AREAS" is based on the town' s official wetlands boundary. (Both the town map boundary and the revised boundary field located by Soil Science Services are shown on the plan. ) The areas of wetland and construction impacts have been recalculated using the revised wetlands boundary based on the January 6 , 1989 soil investigation by Soil Science Services. Those numbers are as follows: 8.80 acres existing wetlands ( 1 /6/89 soil investigation) 3 .63 acres disturbed by construction 0.22 acre area of new waterbody 1 .60 acres impervious coverage 2.84 acres area of filling (includes 1 .60 -acres of impervious surface plus embankments and other site grading) We note that the area of impervious surface has remained relatively low (only 18 percent of total wetlands) despite the variations between the field surveyed wetlands boundary and the town' s official map boundary. Item #1 . At this time, we, (Mr Samsel and Mr Kelley) have no agreement concerning a connector road between Clark Corners and the Town Shopping Center or between Terry Office Park and the Town Shopping Center . Item #2 . I am sure the Planning and Zoning Commission will also require a bond from me if our site plans are approved . Item #3 . An interior road system was a very strong suggestion by town staff and the Planning and Zoning Commission. Our connector road from the Clark Corners to the Town Shopping Center simply abutted a road I believe the Planning and Zoning Commission approved on plans submitted by Town Shopping Center . The connected road from Terry Office Park to the Town Shopping Center was the result of at least two meetings with the land owners and town staff . I intend to construct and install the connector road to the property line and all other improvements as submitted immediately after approval whether or not the connector road ever becomes a reality. Item #4 . I agree that the building at 1665 Ellington Road (the Kuehn building) should be connected to the above mentioned interior road system and eliminate the curb cut it presently has onto Ellington Road . Enclosed is a copy of a condition I agreed to abide by when we purchased the Waldron property. Banach, Director of Planning FROM: Michael J. Gantick, Director of Public Works RE: erd" Engineering Review Please be advised that this Department has received the subject plans dated 1/9/89 and the following comments are noteworthy: 1 . In general the plans are lacking elevation data necessary to fully evaluate how the drainage will function, i .e. , water elevation of existing pond, bottom elevation of proposed pond, spot elevations along parking areas, adjacent to buildings, walkways, drainage Swale, connection to Town Center at intersection of Clark Street, etc. . . . . Topo references should be provided. 2 . Details of materials of construction are missing for I pond, leak-offs (reverse filter design) , sanitary sewer appurtenances, outlet structures, pipes, walkways, etc - _ 3 . Drainage from parking areas is proposed to discharge via leak-offs . Concern regarding erosion control and containment of sediment/sand prior to discharge to ponds and swale. 4 . Details of connection to the Town Shopping Centre and modifications to the existing detention pond should be provided. 5 . Both the wetland and non-wetland soils for the site indicated seasonally high groundwater tables at or near the surface and in general the soils are considered unsuitable for roadway fill or road construction. Design as submitted does not appear to address soil site conditions . !1 r:arcia A. Banach Clark Corners February 27 , 1989 6 . Roof leader drainage should be shown. 7 . Inlet/outlet drainage protection should be provided. 8 . Guiderailing may be needed along access road near stream. 9 . Consideration of locating sanitary and water in Clark Street should be examined. Improvements along Clark Street and -_ at _ Deming/Clark should be consistent with the Clark Street Preliminary Engineering plans . Provide for realignment of Deming/Clark intersection, improvement @ Ellington/Clark 11 . Physical features should be shown for the west side of Clark Street and the south side of Deming Street along the project limits . 12 . The topo map shows a 24 RCP under Ellington Road, yet the drainage calcs analyze a 15" RCP. Should be clarified. 13 . It is unclear as to whether the proposed detention pond includes flows from the impacted Town Shopping Center detention pond, including drainage calculations . 14 . It appears that under the proposed 50 and 100 year storms, flooding across Ellington Road may occur. Outlet flood/storm stage data should be clarified - - - relative to existing/proposed elevations Overflow structure should be provided for proposed pond. 15 . Details for the proposed pond have not been provided, i .e. cross section/depth, materials of construction. As the pond will entail cuts the concern relative to seepage/stabilization should be evaluated. The maintenance and function of a "live" pond versus a dry pond should be clarified. Pond could be asset to proposal if designed/constructed properly. Once the plans have been modified this Department will re-review them in detail . You may re-apply at any time taking into consideration the concerns expressed by the Agency. The concerns expressed by the Agency are: 1. There could be a feasible and prudent alternative which would have less impact on the wetlands and watercourse. 2. The internal roadway, including crossing the stream, seemed to have an excessive impact on the wetlands . 3 . Significant impact on the wetlands as a result of the number of buildings, roadways, and parking lots. 4. Significant amounts of fill to be placed in regulated area, much of it in wetlands areas.
