Several questions were raised about this proposal concerning drainage and wetlands . 1 . How does the drainage discharge from this site affect East Hartford?' 2 . The easterly drainage discharge point appears to outlet', into wetlands within South Windsor, after reviewing our wetland maps it appears East Hartford wetlands are connected to the wetlands in South Windsor by a culvert under Burnham St. This leads us to the question of would Charbonneau need approval from the East Hartford Inland-Wetland Commission also due to a wetland lying in two Towns . Please look into the these two items and I will also look into the second item from over here. Thanks for you cooperation in these matters Respe fully, _ MichaeT' Mancini , P.E. CONN. 06074 4 fsoR-CoN AREA CODE 203/644-2511 September 19, 1990 TO: James A. Lombardi, Chairman, Inland Wetlands Agency/Conservation Commission FROM: John E. McCahill, Zoning/Wetlands Enforcement Officer RE: Application #90-55P, Charbonneau Resubdivision DOCUMENTS REVIEWED: Application form and Resubdivision Plans for property of Andre Charbonneau (dated 9/4/90) . COMMENTS: 1. This application represents the same lot configuration that was submitted in application #90-22P. That application was withdrawn so that the wetlands could be flagged on the site. The wetland limits shown on these plans have been flagged by Joyce G. Raabe, Soil Scientist. A report should be submitted clarifying her findings on the site. 2. Item H. of the application form indicates, 111,370 acres of fill" . This should be modified to read cubic yards. The total wetlands altered, based on the application form, is . 65 acre. These figures are the same as those submitted for application #90-22P. It would seem that with changes in the wetland limits as a result of the flagging, and modifications to the plans, that these figures may need to be adjusted. 3. The boundaries of the regulated area, in this case a 40 foot setback, should be shown on the plans. 4. A portion of the proposed "Erna Lane" is in the wetlands . Section 5 . 2 states, "within regulated areas there will be a minimum 20 foot nondisturbance setback from wetlands and watercourses and a 40 foot setback for building and paved areas; exemptions may be given to complete an approved regulated activity" . 5. Deposition of existing barns and stumps off site has been noted on the plans (sheet 5 of 12, notes #10 and #11) . The limits of the proposed tree line is to be flagged in the field (sheet 5 of 12, note #13) and the definition of "clean fill" has been noted on the plans (sheet 5 of 12, note #13) . James A. Lombardi Page Two September 19, 1990 Application #90-55P 6 . Note #14 on sheet 5 of 12 reads "all existing trees, where roots are disturbed by construction, shall be removed unless expert advise is obtained indicating otherwise. Consideration should be given to some of the more significant trees and root systems should be protected. 7 . Note #1 on sheet 2 of 12 states that the "parcel is not located in a Flood Hazard Zone. " 8. Note #2 on sheet 2 of 12 should be modified to indicate that a portion of the parcel is located in Inland/Wetlands as flagged by Joyce Raabe, Soil Scientist. 9 . There is a 45' x 60' depressed wetland on lot #4. As a result of that wetland approximately half of the lot is included in the regulated area. Consideration should be given to the possibility of combining this lot with adjoining lots . 10. Drainage calculations should be submitted. The permanent stabilization of the outlets should be evaluated based on the discharge rates to ensure adequate protection from erosion. The table for the plunge pools on sheet 11 of 12 does not appear to consider variations in discharge rates. The outlet protection should be designed based on Connecticut Guidelines for Erosion and Sedimentation Control. Considering that these outlet directly into wetland areas the outlet protection should be dimensioned and detailed clearly on the plans to ensure proper construction. 11. As mentioned in the previous comment the outlets from the proposed roadway discharge directly into the wetlands . Consideration should be given to the possibility of incorporating hooded grease traps, level-spreaders, sediment basins or some other designed means for filtering the discharged stormwater. 12. Based on the amount of work adjacent to wetlands proper installation and maintenance of the erosion and sedimentation control measures will be imperative. I would recommend the use of silt fence instead of staked haybales on this site. 13. Notification of this application has been sent to the Town of East Hartford in-accordance with Public Act #87-307 . 14. These comments should be addressed prior to approval, by the Commission. J.R.
