Gantick Subject Pleasant Valley Homes II Town of S. Windsor Dear Mike: Attached is a plan and profile showing our recommended solution to the problem with the drainage behind Lot 26. The spot elevations shown are actual field elevations . As you will see, I am suggesting that an 18" pipe be placed in the existing swale and then backfilled to meet the existing grade. This will ensure positive drainage and minimum impact upon the area and will create . a more aesthetically pleasing area. Please review and if you are in agreement, we will forward to JMJ Const. Company for installation. KBS/cb att. McCahill, Zoning/Wetlands Enforcement Officer RE: Pipe Installation, Lot 20 and 26, Pleasant Valley II, Section I It is my understanding that JMJ Construction Company is currently attempting to get the above-referenced subdivision accepted by the Town. One of the- concerns that has been identified by the Engineering Department was erosion and lack of positive drainage for the swale shown on the attached plans. The plan which was submitted by Reino E. Hyyppa and Associates (dated 11/9/88) recommends that an 18" pipe be placed in the swale and then the area could be backfilled. I do concur that the erosion is significant and should be addressed but, JMJ Construction Company should, be advised to apply for a permit from the local Inland Wetlands Agency/Conservation Commission prior to such work. A copy of this memorandum has been forwarded to them, I would also ask you to reiterate the need for a permit in any conversations you should have with them regarding this particular project. Thank you for your attention to this matter. Enclosures cc: Jerry C. McCahill, Zoning/Wetlands Enforcement Officerrj RE: Application #90-75W, Pleasant Valley Homes II, Section I (Pipe Installation) DOCUMENTS_ REVIEWED: Application form and detailed plan for pipe installation (map #43-80) prepared by Reino E. Hyyppa and Associates COMMENTS: 1. This area is part of Pleasant Valley Homes II, Section I which was approved by the Commission on May 13, 1985 (appl. #302) . The original plans showed an open swale in this area as currently exists. The problems, which have been identified by the Engineering Department, include an erosion problem and lack of positive drainage within the swale. I have observed the erosion of this swale -for approximately two years and in my opinion the erosion is a significant problem. The proposed piping is within a "Drainage/Conservation Easement in favor of the Town of South Windsor" . 2 . Item J of the application form refers to the plan. The actual acreage of wetlands and watercourses to be altered should be filled in on the application form. Item L of the application form should indicate that there will be approximately 160 lineal feet of proposed stream alteration. 3 . Methods for soil erosion and sediment control, and the protection of existing trees, should be included with the application. These could be stated in the narrative form describing appropriate measures to be taken during the installation of' the pipe. 4 . Tree protection should be discussed with regard to the installation of the pipe. It would appear that the laying of the pipe and regrading could be' done with fairly small equipment and the majority of the trees could stay in place. ter--- I-wACG Oy1N Sfgd 0,4,,,4 QCd0 11 3 fA rA 0 7 A 7-awn, o-P Spa& VZad&t 1540 SULLIVAN AVENUE - SOUTH WINDSOR, CONN. 06074 r G AREA CODE 203/644-2511 'yOgpR,CpSl November 19, 1990 TO: James A.
