McCahill, Zoning/Wetlands Enforcement Officer AIV, RE: Application #90-62P, Smith Automatic Sprinkler DOCUMENTS, REVIEWED: Application form and plans for Smith Automatic Sprinkler COMMENTS: 1. This plan is being submitted for conservation plan approval. Note #2 on sheet #3 of 6 states, "there are no wetlands on this site. All soils are type WvB (Windsor loamy Fine sand) " . The site is currently barren and sandy in appearance. 2. The primary concerns with the development of this site are the potential for wind erosion and silting of existing and proposed storm system. The potential for wind erosion does not appear to be adequately addressed on the plans. An additional note should be added after construction sequence #5, "rough grade site" , to state that all areas disturbed will be temporarily stabilized. Appropriate methods of temporary stabilization for sandy soils should be included on the plans. With the inclusion of notes to address wind erosion, the proposed erosion and sedimentation controls as shown on sheets#3 and #4 of 6 appear to be adequate for the site. 3 . The seeding schedule indicates the area shall be "loamed with a 4" minimum of topsoil" . This minimum will be imperative to good growth in this naturally sandy area. 4 . There is no on-site detention proposed. A copy of the drainage calculations should be submitted for this application. IF APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDE: 1. Two blueprint copies of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission to be stamped and signed. This must be completed within 65 days of approval and prior to any construction activity on the site. 2 . Construction activities shall be subject to the approval of the Town Engineer. 3 . The application shall indemnify and hold harmless the Town of South Windsor against any liability which might result from the proposed operation or use. 4 . The permit is valid for one year and shall expire on October 22, 1991 . 5. All approvals required must be obtained and submitted prior to any activity on the site. 6 . A contact person shall be identified directly on the plans. 7 . If you plan to extend your project beyond the above expiration date, the Agency requires a letter requesting an extension with a fee of $25 . 00 . Letters requesting extensions shall; 1 )include a reference to the documentation and record of the original applications, 2 ) state the reasons why the authorized activities were not initiated or completed within the time specified in the permit, and 3 ) describe any changes in facts or circumstances involved with or affecting wetlands or watercourses or the property for which the permit was received. This shall be submitted 65 days prior to the expiration of the permit. In the event that you are requesting an extension, Section 4.13.6 of. the Zoning Regulations establishes the process for monitoring the approved conservation plan. Per that regulation, a progress report is required from the applicant's engineer verifying that erosion and sedimentation control measures have been installed and maintained in accordance with the approved -conservation plan. -A - - copy of the regulation is enclosed. This verification report shall also be submitted 65 days prior to expiration date of the permit to allow time for the Commissioners to evaluate your project controls . If work has been finished or will be finished by the expiration date, please have an engineer send a letter stating work is completed according to the approved plan.
