Re: Connecticut River Floodway
South Windsor Project #91-804 - Ferry Lane Culvert Replacement
Dear Mr. Berger:
It is our understanding that your office reviews any proposed
activity which is within or would affect the Floodway Limits as
established by the Federal Emergency Management.Agency, (FEMA) .
The Town of South Windsor is proposing to replace the existing
culvert in Ferry Lane, located on Community Panel Number
090036 0006B of the Flood Boundary and Flooway Map for the Town of
South Windsor. It is our proposal to replace the two existing
culverts with a single 3611 , with flared end sections and then restore
the roadway and embankment to the preconstruction condition. Any
excess material will be removed out of the Flood- way.
We believe that this activity will not reduce the flood-carrying
capacity, increase the flood heights or increase the flood hazards in
the areas beyond the encroachment limits, as shown.
We have forwarded applications to the Corps of Engineers and to Mr.
Derby, in your department, for their approvals . Enclosed is a
substantially complete set of plans, dated 1-24-92, together with
supporting documentation, for your review. We would appreciate a
response before the first April. It would permit us to incorpor- ate
the conditions or concerns into the plans and the .contract documents
and start the project in a timely manner.
If you have any questions concerning our request, or need additional
information, please contact me at 644-2511, Ext.' 245, or Mr. A. Bowen

Dear Mrs . Birden:
The Town of South Windsor is proposing to replace the storm
drainage existing pipes under Ferry Road, located approximately
1,000 feet from Main Street. These pipes have deteriorated and
need to be replaced before a problem occurs .
As I indicated in our conversation, in order to proceed with this
work, the Town will need to obtain an easement from you, the land
owner. We have enclosed two ( 2) copies of our standard easement
forms for you to execute. Please return both to me for final
execution. I will return one original to you once the easement
has been fully executed. The plan attached to the easement
document as Exhibit A shows the extent of the proposed work.
If you wish, we can meet with you to discuss the proposed work in
detail . We anticipate that the construction will take place this
summer and the duration of activities should take less than one

Dear John:
The Town is preparing the plans and an application for the
replacement of the existing culverts under Ferry Lane. One of
the requirements include a "Class A-2 map of the area to be
developed. 11 Section 8.2 of the regulations has provisions for
the Agency to waive this particular requirement. This type of
survey is more appropriate where density and other factors
warrant a greater degree of accuracy.
The Town is requesting that a waiver from the use of an A-2
survey be granted for the "Ferry Lane Culvert Replacement"
proposal.

COMMENTS:
1 . A waiver to the Class A-2 map requirement (pursuant to Section
8. 2 of IWA/CC Regulations) was granted at the March 9, 1992
regular meeting for this application.
The application form does not indicate that abuttin ro ert
owners were notified by certified mail that an application is
pending. This has been done and letters dated March 6, 1992
are in the file.
i 3 • The work proposed qualified for a "Nationwide Permit" from the
1 "ae --• - Army Corps of Engineers as stated in correspondence dated
-hfJ --• , February 20, 1992. D.E.P. and F.E.M.A. permits are pending.
4 • Sequence item #5 (sheet 3 of 3 ) states, "the unsuitable
yam- material will be removed from the site and shall not be
deposited in a South Windsor wetlands" .
5 . The acreage of wetlands and watercourses to be altered is
0 . 0037 acre (160 s .f. ) as a result of the 30, of pipe which is
to be replaced. As stated on the application, "the pipe is
deteriorated and requires replacement" . The southern end has
actually collapsed.
6 . The soil erosion and sediment control plan appears adequate
for the work proposed. It is intended to do the work around
AP-gust during a potentially dry period. The stream is
normally still or very" slow owing in normal conditions .
7 • One mature tree will have to be removed (southerly side) as it
is in the construction limits and is directly adjacent to the
pipe.
