SOUTH WINDSOR, CONN. 06074 R•C AREA CODE 203/644-2511 June 17, 1991 TO: Elizabeth A. Warren, Chairman, IWA/CC FROM: John E. McCahill, Zoning/Wetlands Enforcement Officer ` Re: Application #91-22P, JMJ Excavation Permit DOCUMENTS REVIEWED: Application form and Excavation Plan prepared for Jean Marc Jacques (dated 6/3/91 ) COMMENTS: 1 . They are requesting a Conservation Plan approval for the removal of 3,000 cubic yards of sand to be used off site which will be replaced with an equal amount of topsoil trucked in from off site. 2 . The proposed excavation site is approximately 200 feet from ' the wetlands . The area between the proposed excavation site and the wetlands is scrub trees and vegetation which would appear to provide an adequate buffer to the wetlands . 3 . The limits of the wetlands as shown would appear to be flagged. This should be noted on the plans and the Soil Scientist should be identified. A copy of the report should be submitted with this application. 4 . The plans submitted are at the scale of 1 " to 1001 . This would seem sufficient for the work proposed. 5 . The existing structures should remain untouched. This should be noted on the plans . 6 . A snow fence should be placed approximately ten feet from the existing trees and vegetation. This should be shown on the plans . 7 . There are two abandoned cars northerly of the excavation area. A note should be added to the plan stating that they will be removed from the site and properly disposed of . 8 . Sedimentation and erosion control note #5 states, "areas left Elizabeth A. Warren Page Two June 17 , 1991 Application #91-22P bare for more than 30 days shall be treated with air dried wood chip mulch . . This note should be revised to reflect temporary seeding will take place instead of utilizing air dried wood chip mulch. 9 . I would suggest that the proposed excavation be accomplished in two phases . This should be shown and noted on the plans . IF APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDE: 1 . The Soil Scientist responsible for the flagging of the wetlands shall be identified on the plans . A copy of the report shall be submitted. 2 . The existing structures shall remain. This shall be noted on the final plans . 3 . A snow fence shall be placed approximately ten feet from the existing trees and vegetation prior to any excavation in the area. This shall be noted on the final plans . 4 . The two abandoned cars northerly of the excavation area shall be removed from the site and property disposed of . This shall be noted on the final plans . 5 . Sedimentation and erosion control note #5 shall be modified to reflect temporary seeding will take place instead of utilizing air dried wood chips . 6 . The proposed excavation shall be accomplished in two phases . The two phases shall be shown on the final plans . x _ 3 June 19, 1991 M E M O R A N D U M TO: Marcia A. Banach, Director of Pub ' Works FROM: Jerry C. Iazzetta, Town Enginee RE: JMJ Excavation Plan - #91-22P We have reviewed the drawings dated 6-3-91 for the proposed JMJ Excavation Plan and have the following comments : Key Map - the note "Requesting A Zone Change. . . " is not appropriate and should be removed. f. Conservation Commission approval will be required. A construction entrance pad should be provided. CPlan does not address quantity of sand to be removed before replacement of topsoil. A quantitative statement should be made. ' C5) The "existing gravel drive" will need to be upgraded - it appears to be a path on native soil . It is recommended that a drive be established with a minimum of 8" of gravel for use in this operation. The maps referenced are not on file in Town Clerk' s office. (7) Operations and maintenance note #5 - areas left bare for more than 30 days should be seeded not treated with wood chip mulch. ( The site shall have grade stakes placed to -monitor the amount of sand excavation. 9) The amount of excavation should be phased so that there will be an orderly progression of the excavation. DO A bond should be required to be in place prior to start of excavation. 11 . The time limit of one year for this excavation seems excessive. If excavation occurs after the planting season, this site's erosion and dust control will be difficult to maintain. JCl/jsv cc: , Michael J. Land N/F JMJ Const. Co. Dear Mr. DeMallie: On March 21 , 1996. at the request of Reino Hyyppa Associates, the wetlands, as defined by Connecticut Statutes Section 22a-37( 15) , i . e. , those soil types designated as poorly drained, very poorly drained, alluvial , or floodplain by the Nation Cooperative soil Survey, were delineated on the parcel of land referenced above. Soils were examined to the extent necessary to classify them at the soil series level according to the system of soil classification used by the National Cooperative Soil survey (Soil SurVey Staff, 1975 , SOIL TAXONOMY, U. S. Government Printing office, Washington 0. C. ) by exposing soil profiles with a spade and augar. Poorly drained soils (wetlands) were observed on the subject property and flagged with red and blue ribbon numbered, 01 through 0173 also 0854 and #85b A-1 through A-215 also A-17a B -1 through 8-48 C-1 through C-6 0-1 through D-23 E-1 through E-10 F--1 through F-106 Additional information about this site can be found in the Hartford County Soil Survey which is available at the district office of the U. It is my understanding, through a conversation with you yesterday morning, that on Saturday, November 9 , 1991 you backfilled the area that was excavated with the topsoil that was on site and hydroseeded the area. You also indicated that the area was left a bit lower than previously existing grades . A field visit was conducted today and it appears that the area is probably two or three feet lower than it should be. Another concern that I have is that I do not know whether or not the blasted rock, which was dumped there, was removed or buried. These issues need to be resolved. As it is currently late in the growing season, and the area has been stabilized, you should cease any activity in this area until next spring. At that time a meeting with Town Staff will be required prior to any more material being removed. In the event that you decide not to remove any more material, the area shall be restored in accordance with the approved plans in the spring of 1992 .
