Re: Application #93-47P, Helmar Wolf & Arturo Guerra (Beldon
Road/Ellington Road)
DOCUMENTS REVIEWED: Application form and Plan Prepared for Helmar
Wolf & Arturo Guerra (dated 9/21/93 )
DATE: November 24, 1993
COMMENTS :
1 . Th"e application form, item G. , indicates abutting property owners
have been notified by certified letter that an application is
pending. A sample copy of the letter has been submitted.
2 . Note #9 , sheet 3 of 5, states "inland wetlands field verified by
John Ianni, Soil Scientist of Highland Soils on September 11,
1990" . John Ianni should verify the limits of the wetlands as
shown on the plans submitted and a report of his findings should
be submitted.
3 . The proposed limit of clearing should be shown on the plans . The
symbol for the proposed treeline should be included in the
legend. Note #2, sheet 5 of 5, states, "developer' s surveyor to
clearly mark clearing and grubbing limits" . A note should be
added stating that stumps are to be chipped on site or they shall
be removed from the site and properly disposed of .
4 . As indicated in the Zoning Data Block, "a variance was granted to
section 10 . 1a of the Zoning Regulations to allow a residential
building lot on property located on the west side of Beldon Road,
north of Podunk River, on February 6, 1992" (appl . #2033-92 ) .
Section 10 . 1a addresses the "buildable area" requirement.
5 . There would appear to be an intermittent watercourse associated
with the outlet and headwall at the intersection of Beldon Road/
Ellington Road. It is shown as an intermittent watercourse on
the Town's 1986 topographic series, would appear to be a
watercourse based on field observation, and was shown as an
intermittent watercourse on plans prepared by Design
Professionals , Inc . (dated 3/14/91 ) submitted for ZBA variance.
This should be shown as such- and the 80 ' setback from the
watercourse should be added to the plans . This will also impact
Iff A,
Elizabeth A. Warren - 2 - November 24, 1993
Application #93-47P
the description of all proposed regulated activity as stated in
item H. of the application form. Revised calculations for the
amount and kind of regulated activity should be submitted.
6 . The plans have been submitted at the scale of 1" equals 20 ' .
7 . The house configuration is quite different from that presented to
the Zoning Board of Appeals for application #2033-92 (see
attached copy) . It would appear that the present house
configuration will result in much more regulated activity;
especially considering the location of the proposed wall and
associated grading along the intermediate watercourse at the
intersection of Beldon Road/Ellington Road.
8 . It would appear that the proposed 12" ACCMP (pipe) under the
proposed driveway might not be necessary. It would seem that
they could accomplish the same drainage by adding a catch basin
to the existing 24" RCP (pipe) . If they determine that the 12
AQCMP (pipe) is needed, a detail should be added showing how it
will be tied into the existing headwall . They would also need to
ensure adequate cover over the inlet end of the pipe; a flared
end or yard drain might be desireable.
9 . The .proposed fill near the existing headwall at the Beldon
Road/Ellington Road intersection is unacceptable as shown. Fill
placed in this area would be very prone to erosion. As a minimum
it would have to be protected with filter fabric and rip rap.
10 . The discharge area (channel) below the existing headwall at the
Beldon Road/Ellington Road intersection is not very stable and
has been subject to past erosion. They should consider the use
of filter fabric and rip rap in this area even if the fill
(mentioned in the previous comment) is not proposed in this area.
11 . A detail should be provided for the "proposed wall" .
12 . Sheet 4 of 5 should indicate that a construction entrance will be
installed and maintained during construction. A detail of the
construction entrance has been included on sheet 5 of 5 .
13 . If it is determined that there is an intermittent watercourse
associated with the outlet and headwall at the Beldon
Road/Ellington Road intersection a majority of the activity
represented on these plans falls within the regulated areas .
They should consider downsizing the house and garage, and should
consider reducing the amount of proposed grading on this lot.
14 . These comments should be addressed prior to any consideration of
approval by the Agency.
