McCahill, Zoning/Wetlands Enforcement Officer Re: Application #93-27W, Lakewood Sanitary Sewer Gravel Access Road DOCUMENTS REVIEWED: Application form, Plan for Gravel Access Road for Lakewood Sanitary Sewer, and previous applications COMMENTS: 1 . This application was submitted on July 15, 1993 . Based on Section 7 . 8 of the Inland Wetlands, Watercourses, and Conservation Regulations, "the plans shall be officially received at the first regularly scheduled meeting of the month, providing such meeting is no earlier than three business days after submission; or thirty-five days after submission, whichever is sooner" . As we have no meetings scheduled in August the official receipt date is thirty-five days after submission which is August 19 , 1993 . 2 . Previous applications on this site and Lakewood applications which involved this site include: application #299 (approved on 2/10/86 ) for a General Plan approval for Lakewood; application #341 (approved on 7/15/85 ) for a DA-15 residential housing complex (included sewer line) ; application #498 (approved 7/20/87 ) for Lakewood II; application #88-13W (denied on 3/14/88) for the construction of the access road; application #88-15W (denied 7/11/88) for the construction of the access road; and application #89-83P (approved 11/20/89 ) for Lakewood III . It is my understanding that, based on the denials, they were to reconsider providing access via improvements to the existing bridge over the Podunk River. More information should be provided regarding the history of the options considered. 3 . RSK-Kellco, Inc . is the applicant; the subject properties are owned by others . Item C of the application form states, "If the applicant is not the owner of the subject property, a letter by the property owner(s ) authorizing the proposed. regulated activity set forth in the application must accompany this form and will be part of the application" . The letter(s) should be submitted. 4 . More information should be provided with .regard to the Hilton Drive properties . It would appear that the proposed work will include activity on the properties that is not shown on the plans . (The access road, as shown, ends half way up the slope. ) Elizabeth A. Warren Page Two August 16, 1993 Application #93-27W 5 . There is an existing 30" storm drainage outlet, in the rear of #284 Hilton Drive, which should be shown on the plans . 6 . The "wetlands boundary" as shown on the plan appears to have been taken from the Town map. A reference to the "Official Inland Wetlands and Watercourses Map, Town of South Windsor, 1984" should be added to the plans . I have requested comments or concerns from the Town Engineer and the Assistant Director of Public Works (who works closely with the Water Pollution Control Authority) . 17. The additional information requested, regarding the Hilton Drive properties, should be submitted prior to any approval by the Agency. Furthermore, this line and siphon must be cleaned in order for the Town to determine whether existing line-cleaning equipment owned by the Town may be used to clean the siphon; successful use of this equipment may be considered as a feasible alternative to the gravel access roadway. In any event, the matter of the impending sewer blockage must be attended to immediately; RSK-KELLCO is still responsible for the maintenance of this sewer line. I have contacted your office on Wednesday, September 8, 1993, leaving the name and phone number of at least one contractor who had the equipment and experience to accomplish this work. The contractor is New England Pipe Cleaning at 265-2883 . Please feel free to contact this office if you have any further questions . Very truly yours, C. F. S aw Ass 't. Shaw, Assistant Director of Public Worksl0'1/ RE: LAKEWOOD -- SEWER ACCESS ROAD At its regular meeting of October 19, 1993 (copy of minutes attached hereto) , the South Windsor Water Pollution Control Authority rescinded its requirement for a bridge and/or access gravel roadway over the Lakewood sewer easement based upon evidence that the Town could maintain said sewer line with equipment and methods available to its employees . CFS.:bmr Attachment R WATER......PAL.L.UTIDN..._..CQ.NT.RQL....M.THOR..ITX .O.W.N......Q1=.......SQ.V.T i.__.W_(_.NDSOR Minutes Page 3 October 19, 1993 ------------------------------------------------=------------------- 1 . Lakewood Project Mr . Shaw gave a brief synopsis of the history of this project , which hinged upon the installation of either a gravel driveway or a bridge being installed in a wetlands area for the purposes of the Town ' s maintenance of the sewer line and syphon . Since the last report to the Authority, Mr . Kelley had the line cleaned and then Mr . Shaw had his equipment brought in to execute an exercise in cleaning the line from the upstream side of the stream. He stated that his staff was able to run a high pressure hose through the syphon and down the line to Hilton Drive in order to clean any blockage from the line. Therefore, he was satisfied that the line could be maintained by the Town without necessitating the need for a gravel access road or bridge ip the wetlands area. Mr . Shaw stated that the syphon, as are all syphons in Town, will be cleaned at least twice a year . He added that the possible issue of the Mill -on-the-River contributing to the grease clog in the line (which Mr . Kelley removed by way of contractor) will be addressed separately . Chairman Carino inquired as to whether the necessary easements have been given to the Town in order to access the line. Mr . Bruce Kelley of RSK-KELLCO, Inc. , 1744 Ellington Road, responded that he thought the easements had already been submitted to the Town. Chairman Carino stated his concern regarding-the easements language and what area they specifically covers . Mr . Kelley stated that the 25 foot easement is centered over the pipe and allows access by way of the access road off of Ellington Road which is an existing driveway within a 25 foot right-of-way . Chairman Carino re-stated his concern about the specifics of the easement language being absolutely acceptable in case any problems were to arise with the Mill -on-the-River and they were to be denied access by that driveway . Mr . Shaw stated that he walked the property in question that day and felt that the access road was within the 25 foot easement and was adequate. Based upon his findings , he recommended that the WPCA accept the sewer system with the understanding that the Town would access the line by way of the right-of-way provided . Chairman Carino stated that he felt it hard to believe that South Windsor will not be paying more than initially thought based on the expense and upgrading of Vernon ' s facility. He added that Vernon is already raising their Sewer User Fees . In that light, he requested WPCA ' s agreement to perform a new study for up-to-date figures , with relative costs , of a pump station at the bottom of Dart Hill Road to re-route sewage back in South Windsor or remain pumping it to Vernon . Mr. Shaw stated that when CDM performed the original study, they did so through a design period of 2015 . This period allowed two assumptions : full potential development and design through 2015 , assuming the improvements at the plant have a useful life expectancy of 20 years . He stated that CDM ' s estimates were quite conservative and resulted in high estimates for future connections . Chairman Casino stated his concern over the way the study referred to present zoning conditions and the Comprehensive Plan of Development when he feel h p s that zoning changes have occurred drastically over the past years in South Windsor . He stated that there is more high density zoning than anyone would have ever expected in South Windsor . He added that he felt the study should be more realistic . Mr . Shaw advised that CDM spent a good deal of time with the Planning Department going over zoning for the next 20 years in South Windsor .
