Soils are of the following types: The high area at the road junctions is Agawam sandy loam, well drained. Surrounding this one. dry area is Ninigret fine sandy loam, moderately well drained.: The woodwd area to the west and the drainage bed back of the house is Walpole loam, a poorly drained soil andAs a wet-'hind soil. This was delineated as such. In and around the wetland area there has been drainage work done over the years, land leveling and fill broughtin from an unknown source. Phis parcel of land has a high watertable due to the nearly level topography leaving surface water (surface) with no place to go. Some ditching has been done. McCahill-, Zoning/Wetlands Enforcement Officer Re: Application #93-17W, Bell Subdivision Lot #2C DOCUMENTS REVIEWED: Application form, Subdivision Plan prepared for Michael 0. Bell (dated 5/21/93) , and previously approved application #479 COMMENTS: 1 . This site was the subject of application #479 which was approved on September 21, 1987 . Extensions were granted but the application expired on September 22, 1990 . Lots #1 and #3 have existing homes . 2 . On May 18, 1993 Mr. Bell submitted for a building permit on lot #2 . I contacted him to discuss the fact that the permit had expired and would have to be renewed prior to issuance of a building permit. He was unaware that he had let the permit lapse. 3 . The application form, item G, does not indicate that abutting property owners have been notified by certified mail that an application is pending before the Agency. Copies of letters to the abutters (dated May 21, 1993 ) have been submitted with this application. 4 . A note on sheet #2 of 3 indicates that, "lot is open - no stump removal" . The soil erosion and sedimentation control plan appears to adequately address any potential concerns for runoff . The lot is relatively level and has a minimum amount of grading. 5 . I have no additional suggested approval conditions for the development of lot #2 . This approval is subject to the following conditions : 1 . Construction activities shall be subject to the approval of the Town Engineer. 2 . The applicant shall indemnify and hold harmless the Town of South Windsor against any liability which might result from the proposed operation or use. 3 . The permit is valid for three years and shall expire on June 14 , 1996 . 4 . All approvals required must be obtained and submitted prior to any activity on the site . 5 . A contact person shall be identified directly on the final plans . 6 . We recommend a bond in the amount of $2, 000 . 00 to be submitted to the Planning & Zoning Commission to ensure compliance with the erosion and sedimentation control measures .
