May 3, 1985 South Windsor Inland Wetlands Agency Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Re: Newfield Manor, Smith & Clark Streets, South Windsor Dear Members The applicant, J.M.J. Construction, is proposing to develop the 87 acre Hartman parcel at the corner of Smith and Clark Streets. The develo meet is proposed to consist o a p f approximately 9 lots of A-20 subdivision fronting Clark Street ap proximately 81 units of DA-15 one and two-family housing at the corner of the parcel, and approximately 130 condominium units on the easterly portion of the property fronting Smith Street. The enclosed topographic preliminary site plan shows the extent of development proposed and indicates in general form the "regulated activities" requested. There are two types of activities Tanned. The first is the construction of retention basins and SCS plunge pools at the edge of the wetlands. These are required to prevent erosion and sedimentation in Plum Gulley Brook that would otherwise result from developing the parcel. As indicated on the plan, these are to be constructed at the toe of existing steep embankments at the edges of the wetlands. They will be designed to have no substantial adverse impact on the wetlands due to cutting or filling, in fact, the embankments nearby will begradedto more gentle (less sensitive) slopes than now exist. Also they will be in areas of the wetlands outside of the 100 year floodwa ' and will have no substantial effect on the natural brook channel. y The other activity in a regulated area is the proposed widening of the existing dam that impounds the pond on the property. Presently there is a one lane gravel road over this dam. The applicant proposes to const ruct 387 North Main Street (203)643-2520 Manchester, CT 06040 Inland Wetlands Agency Page 2 May 3, 1985 a twenty-six foot wide principal street across this dam to access the condominium units in the northeast corner of the property. In order to carry the principal street and its utilities (sewer, water, electric, gas), the dam must be widened. "Jersey Barrier" concrete guard walls will be installed along each side of the roadway across the dam to prevent cars from entering the pond or going over the edge of the dam in the event of an accident. All construction affecting regulated areas will be done in compliance with the requirements of the South Windsor. Inland-Wetlands Commission and the standards of the "Guidelines for Soil Erosion and Sediment Control" of the Connecticut Council on Soil and Water Conservation. The owner will designate a person who is on the site during construction, who is familiar with the plans, and will see that work measures represented to the Wetlands Y Agency are followed. The South Windsor Inland Wetlands Agent may require additional protective measures based on site conditions which require immediate attention. The retention basins and plunge pools will be constructed before other major earth disturbing activities on the site. These will be used as silt traps during site construction and then cleaned or reconstructed as necessary to provide permanent protection after the site is stabilized. Prior to building them, the entire downslope perimeter will be ringed with silt fence to prevent siltation of the adjacent wetlands. Unsuitable existing peat and muck soils will beexcavated and removed from the area. Suitable soils from the adjacent slopes will be graded into the retention basin areas, and the basins brought to final configuration. Outlet structures will be installed and all earth surfaces will be loamed, seeded with durable perennial, and mulched. Slopes will be jute net covered until grass is established. During site construction, temporary swales will direct flow to these basins. Inland Wetlands Agency Page 3 May 3, 1985 We will be present at the next Wetlands Agency meeting to discuss the project. Should you, have any questions in the meantime, please do not hesitate to call at 643-2520. Sincerely yours, M-EEEHAN ASSOCIATES W. Donald Holmes, P.E. 1 WDH/dlg
