Eric Scherer, Resource Conservationist USDA-Soil Conservation Service On April 24, 1985 a site review was made of the proposal , "Forest Village" on Strong Road in South Windsor. Site plans, dated February, 1985, were also reviewed. FINDINGS This proposal consists of developing 43 acres of land into 42 single family house lots. Over 3,000 feet of roads are planned in conjunction with stormwater lines, sewer lines and water lines. The site is presently 40 percent agriculture (corn) and 60 percent woodland. The Soil Survey of Hartford County indicates that there are seven soil types on this parcel of land. These include: Merrimac sandy loam (MyA); Ninigret fine sandy loam (NnA) ; Sudburg fine sandy loam (SsA) ; Terrace escarpments, sand and clay (Te); Walpole sandy loam (WdA) ; Windsor loamy coarse sand (WuA); Windsor loamy fine sand (WvB) . Of these seven soil types only WdA is classified as Inland Wetland soil . This wetland soil comprises approxi- mately 7 percent of the site. Additional land has been classified as wetland by field location which adds approximately 8 percent more land for wetland classification. Approximately 45 percent of the site is classi- field as Prime Farmland Soils. On site retention is planned for stormwater via catch basins and underground pipe. RECOMMENDATIONS/COMMENTS --Although Inland Wetland limits were not mapped for those soils along the eastern property line (lots .1 through 15) , these wetlands are of minor significance in that past drainage of this area has accurred for agri- cultural purposes. It is suggested that work on these lots be limited to site preparation for homes and that no net. gain in fill -material be realized. --The Inland Wetland limits indicated on the site plans are correct. It is recommended that this area and the adjoing steep banks be protected by establishing construction limits 25 to 50 feet from the top of slopes. --In order to fully protect off site areas from sedimentation it is recom- mended that a sequence of installing erosion and sedimentation measures be done. For example, the retention basin should be built and seeded prior to being used as an outlet for the stormwater system. The outlet O The Soil Conservation Service Is an agency of the v United States Department of Agriculture ►,, irU.S.Oemommt w%fA*g O flae 1983-42"30n576 SITE.REVIEW FOR: Forest Village, Strong Rd. , South Windsor CT Page 2 FOR: John Moran, Chm. , Inland Wetlands Agency, South Windsor April 26, 1985 BY: J. Eric Scherer, Resource Conservationist USDA-So.il Conservation Service for the retention basin should also be further protected by means of outletting outflow at the toe of the slope via a pipe or rock riprap that is splashed with concrete. The graded swale planned along Strong Road should also be established and seeded prior to any major land disturbance. This swale should be protected with erosion resistant materials if high velocities (over 1 CFS) are expected. Such materials could include jute netting, sod or rock riprap. --It is recommended that more extensive hay bale check dams be used around each of the "ravines," in particular between lots 16 and 17, 36 and 37, and 37 and 38. Hale bales should also be used around all catch basins. --The Connecticut "Guidelines for Soil Erosion and Sediment Controlit should be consulted for proper installation of erosion and sediment control measures. --Both temporary and permanent seeding. recommendations should be included with the plan. v.
