Permits -were not required as, during the time of filling, the property was :were as agricultural land and as such did not require permits * from or through the Town. The Town was involved through various sanitary sewer and road reconstruction projects in which the Contractors, hired by the Town, were responsible for disposal of excess materials on this parcel. More material was placed on the site from Contractors working private job sites. There are no records of the amounts of material deposited. This amount can be best estimated by the difference in areas and elevations taken between present conditions and the MDC mapping of 1968 . The majority of filling appears to have been between the years of 1971 and 1977. The only means available to me of this information is from Public Works- 'employees who were working for the Town of South Windsor prior to and during this time of filling. If I can be of further assistance, please do not hesitate to call me. Very truly yours, is and P. Mar el, E & LS Town Engineer RPM:bw cc: file
