Sediment and Erosion Control Procedures
To be used during construction of a sanitary sewer from Clark Street
to Smith Street, South Windsor
JMJ Construction Company is proposing to install a 10" diameter sanitary sewer
from an existing manhole on Clark Street through land presently owned by
Hartman Tobacco to a point on Smith Street which will serve Pleasant Hills
Condominium. This sewer will also serve a development that J & R Realty is
proposing on the Hartman land. In general, all construction is to comply with
the requirements of the Hartford County Soil & Water Conservation District and
the South Windsor Inland-Wetlands Commission. Portions of the sewer installation
are under existing street pavement and normal prudent construction procedures
will be followed in these areas. Other portions, however, involve working along
the edge of wetlands, crossing a brook, and trenching overland through erodable
soil. Appropriate procedures will be followed for each of these areas. The
specific locations and procedures are outlined below.
Tk 1 (Sta 0 + 00 to Sta 4 + 00)
Install sanitary sewer between edge of Clark Street and adjacent
wetlands.
Objective: Protect stream and wetlands from siltation caused by construction.
Procedure: Install silt fence of staked haybales along all downslope perimeter
as close as practical to the trenching. Maintain fence until
veget&.tion is re-established. Do not disturb land in area between
fence and wetlands.
Task 2 (Sta 4 + 00 to Sta 4 + 50)
Install sewer under brook in concrete brook-crossing structure as
detailed on construction plans.
Objective: Minimize downstream siltation due to construction in brook channel.
Procedure: Reroute brook temporarily by installing two 20' lengths of 30"
corrugated aluminum pipe 25 feet east of and parallel to the
brook. After pipe and outlet channel are in place, cut through
brook bank to route the water through the pipe thus leaving the
sewer crossing area dry. Perform sewer crossing construction
with downstream silt fence in place. Shape brook banks to a

gentle slop% seed and jute net cover to stabilize them. Backfill
temporary channel thus routing brook back into its original course.
T45*-3 (Sta 4 + 50 to Sta 13 + 33)
Install sewer through open cropland from edge of brook to edge of
Smith Street:`
Objective: Protect downhill areas and stream from siltation.caused by
construction. .
Procedure: Keep all construction and hauling activities within the designated
75' wide construction easement. Any local areas that slope
directly down to the stream (existing gullies) must be protected
by silt fence or haybales from the trenching operation. Disturb
only the minimum practical area at any one time. Finish grade
and stabilize the surface immediately following trench backfilling.
Task 4 (Sta 13 + 33 to Sta 20 + 27)
Install sewer under center of Smith Street to hook-up with Pleasant Hills
outlet.
Objective: Avoid siltation of roadside swales.
Procedure: Use normal street trenching procedures. Keep piles of excavated
material to a minimum to avoid large wash outs during rainstorms.
