INVENTORY
1 . A proposal is to construct a restaurant at the corner of Route 5
and Newberry Rd on a 41670 square foot parcel .
2. The soils as mapped on the Hartford County Soil Survey are:
SsA - Sudbury fine sandy loam, 0 to 3 percent slopes - moderately
well drained
WvB - Windsor loamy fine sand 3 to 8 percent slopes - excessively drained
WvC - Windsor loamy fine sand, 8 to 15 percent slopes, excessively drained
3. The restaurant will utilize town water and sanitary sewer facilities.
EVALUATION
1 . The plans for the detention basin show a 10" PVC outlet pipe without
a riser or haybale check where the water would be discharged from the
basin. To assist in sediment collection during construction of the
proposal attaching a perforated riser pipe to the 10" pipe will allow
the sediment to settle out in the basin and permit the runoff water
to be discharged without a large .sediment load. An alternative to
using a riser is to install a haybale check to contain the sediment in
the basin. Either measure could be removed once the site is stabilized
with permanent vegetation.
2. As the topsoil is removed it should be stockpiled in a designated location.
Temporary seeding with ryegrass or staking haybales around the base of the
stockpile will prevent the topsoil from eroding and entering the stream.
3. All disturbed areas including tRe detention basin, should be limed,
fertilized, seeded and mulched. The Windsor soils are droughty, therefore,
a drought tolerant grass mixture should be used. A suggested mixture is
25 lbs/acre Kentucky 31 Tall Fescue and 25 lbs/acre Creeping Red Fescue.
Using hay or straw mulch over newly seeded areas will reduce erosion and
conserve valuable soil moisture while the permanent vegetation is becoming
established. Should the site be ready to seed during the unfavorable

seeding dates of October 1 to April , applying the hay or straw mulch
over all disturbed areas will .help protect the site from erosion during
period of heavy rain. Also the area would not need to have possible
finished grading. done again to fill in eroded areas. In the following
spring the entire site could then be hydroseeded.
4. Disturbance.of the slope leading down to the stream along the southern
end of the property should be kept to a minimum. Haybale checks could
be placed along this slope to help contain sediment while construction
activity is taking place.
5. Surface drainage of the proposed parking area is directed into two
catch basins at the south end of"the lot. Installing two additional catch
basins in the northern section-of the parking area may alleviate any
r . potential ponding problems during heavy rains.

Attention: Vern Anderson RT 5 & NEWBERRY RD.
Dear Vern:
Enclosed is a plan for a proposed restaurant at the corner of
Rt 5 and Newberry Road, South Windsors Connecticut. We would like
your comments and suggestions regarding this proposal. Some of
our concerns are the following:
1. The proximity of the building to the brook.
2. The accuracy of the flood limit as delineated.
3. The affect of fill on the flood plain.
4. The design and capability of the detention area.
5. The design effectiveness and use of the leaching
swale area.
6. This proposal is geared to a fifty-year storm,
is this adequate?
?. Erosion and sedimentation control measures.
8. The effectiveness and longevity of the filter fabric.
We would appreciate a reply by September 1 st. If you have
any questions, please contact Mr. Davies, or the Applicant.
Very truly yours,
