IV . STORMWATER MANAGEMENT
The storm runoff across the site is intercpted by roadways and
parking areas and then carried iri pipes to two outfalls . The
eastern outfall is to Quarry Brook on property of the Devel-
oper . The drainage area to this outfall is 17 .9 acres . With
the proposed development and full development on adjoining
properties , the peak flow will be 34 cfs for a 10 year
frequency storm and 42 cfs for a 25 year storm.
The eastern discharge point is approximately 125 feet from
Podunk Mill Pond . The drainage area for the pond is 7 , 600
acres as noted in the South Windsor "Comprehensive Plan For
Control of Storm Water Drainage" . Because of the size of the
Podunk watershed, any change in the flow pattern from the
proposed development will not have a measurable effect on
Podunk Mill Pond . Any detention that would delay storm runoff
into the pond would increase the peak at the dam. Naturally,
in this case, any change would be far from measurable . There-
fore, we recommend that no detention be incorporated into the
design of the eastern discharge .
It is proposed to collect the flow to the western side of the
site to Route 30 and then north to the Podunk River below the
Podunk Mill Dam. The total watershed area is 19 .3 acres and ,
with full watershed development the peak flows will be 36 cfs
FUSS&O'NEILL
for a 10 year storm and 44 cfs for a 25 year storm. Here
again, we do not recommend detention for the same reasons as
for the eastern area.
However, we have calculated the required size of a detention
facility to limit the peak flow to that which now occurs for a
25 year frequency storm. Based on the methods outlined in
Chapter #7 of "Urban Hydrology For Small Watersheds" , Tech-
nical Release No . 55 of the Soil Conservation Service, the
required detention volume would be 0.7 acre-feet .
Because of the steepness of the site , the area between the
roads/parking areas and Podunk Mill Pond cannot be diverted to
either the eastern or western outfalls . The flow to the pond
will be by sheet runoff rather than point discharges . Since
19 .3 acres of the natural watershed is being diverted to a
point downstream of the pond, the flows to the pond will be
less than at - present .

SURFACE RESTORATION
DESCRIPTION: This work shall consist of placing topsoil,
furnishing topsoil when required, fertilizing, seeding and
mulching areas shown on the plans .
MATERIALS: Materials for this work shall conform to the following
requirements:
Topsoil : Topsoil excavated from the project shall be used
whenever possible. Topsoil supplied by the Contractor shall
conform to the requirements of Article M. 13.01-1 of Form 812.
Fertilizer: Fertilizer shall conform to the requirements of
Article M. 13.03 of Form 812.
Mulch: Mulch shall conform to Article M. 13.05 of Form 812 and
shall be hay or wood fiber.
Seed Mixture: Seed mixture for seeding shall conform to the
following requirements:
Permanent Grass Areas
Proportion Minimum Minimum
by Ieight Purity Germination
Percent Percent Percent
Kentucky Bluegrass 25 85 75
Creeping Red Fescue 35 98 85
K. 31 Tall Fescue 30 98 85
Domestic Ryegrass 5 98 90
Alsike Clover 5 96 85
Temporary grass areas shall be 100 percent perennial Ryegrass.
The seed mixture shall be delivered in new, clean, sealed
containers. Labels and contents shall conform to all State and
Federal regulations . Seed shall be subject to the testing
provisions of the Association of Official Seed Analysts.
I
CONSTRUCTION METHODS: All topsoil excavated from the project
shall be used. The areas on which topsoil is to be placed shall
be graded to a reasonably true surface. Topsoil shall then be
spread and shaped to the lines and grades shown on the plans. All
stones, roots, debris, sod, weeds and other undesirable material
shall be removed. After shaping and grading, all trucks and other
i equipment shall be excluded from the topsoil area to prevent
excessive compaction. The Contractor shall perform such work as
required to provide a friable surface for seed germination and
plant growth prior to seeding.
c(
y
Any earth material that is stockpiled must be immediately seeded
with perennial Ryegrass to minimize the dust and erosion.
During hauling and spreading operations, the Contractor shall
immediately remove any material dumped or spilled on pavement.
It shall be the Contractor ' s responsibility to restore to the
line, grade and surface all eroded areas with approved material
and to keep topsoiled aras in acceptable condition until the
completion of the construction work.
The areas to be seeded shall be made friable and receptive to
seeding by approved methods which will not disrupt the line and
grade of the slope surface. In no event will seeding be permitted
on hard or crusted soil surface. All areas shall be free from
weeds taller than three ( 3) inches.
The normal seeding seasons shall be March 15th to June 15th and
August 15th to October 15th. Seeding at other times shall be done
only when ordered by the Owner.
Areas of disturbed soil which will contribute significantly to air
-and stream pollution shall be established to the designated
i vegetative cover as soon as feasible.
Seed shall be uniformly applied by any agronomically acceptable
and feasible method approved by the Engineer. Seed mixture shall
be applied at the rate of 100 pounds per acre for permanent areas
' and 60 pounds per acre for temporary areas. Fertilizer shall be
uniformly placed at the rate of 640 pounds per acre.
All seeded areas shall be mulched with hay or, if hydroseeding is
used, wood fiber. Hay shall be uniformly applied by an approved
method to a placed depth of two (2) inches . Hay shall be held in
place by one uniform application of asphalt emulsion Type SS-I, j
applied at the rate of 0. 08 gallons per square yard. The emulsion
shall have a temperature range within 50 to 120 degrees F at the
time of the application. The emulsion may be applied during or
immediately after the application of the mulch. Wood fiber mulch
shall be uniformly applied at the rate of one (1) ton per acre.
The Contractor shall keep all equipment and vehicular and
pedestrian traffic off areas that have been seeded to prevent
i
excessive compaction and damage to young plants .
t
The Contractor shall be required to replant areas damaged by t
t water, wind, fire, equipment or pedestrian traffic.
Work under this item shall not be complete until all stones and
'. debris have been removed from the seeded areas . In areas where
topsoil and seeding are not required, all disturbed areas shall be 4
neatly graded and cleared of all debris. j

Re: Inland Wetlands Approval Phase I - Mill Ridge Condominiums,
Ellington Road
Dear Bo:
As per our recent conversation, we have developed a Phase I scope
for the above referenced project and request that the commission
approve this first phase. You will note on the attached plan that
the overland flow northerly towards Mill Pond will be intercepted
by the Phase I roadway. This roadway will contain a drainage
system that will move the runoff westerly to the
sedimentation/detention basin. This basin will contain hay bale
checks and silt fences. It is also our intent to utilize dry
wells at some of the- storm drainage structures (See Figure 8).
The location of these dry wells will be specified at the time of
site plan approval and with the benefit of test pit information.
In order to further assure erosion control, we are suggesting the
enclosed specification for surface restoration by implementation
during construction.
Future construction phases will include activities downslope of
the proposed roadway. These areas will be protected through the
utilization of hay bales and sedimentation fences (See Figure 7) .
If you have any questions, please call.
Very truly yours,
i
