RE: Governors Square, Lot 14
Dear Kevin:
This application shall require a subdivision approval for the
road and this lot. The wetland limits for the road and lot as
indicated on sheet 6, was from a field location. It is similar
to the town map, copy enclosed. For orientation, lot 18 is about
at the intersection of Newberry Road with Governor.' s Highway. It
appears on sheet 5, 'off-site drainage plan' , it is their intent
to selectively clear & grub the swale or watercourse to insure
proper flow, etc. Other than . I thought the Governor' s Square
drainage was to be _directed into dention pond #3, the wetlands
are not shown, the storm system in Beldon Road is inadequate,
plans in conformance with the guidelines and a few other details,
it seems that, the plans lack sufficient information to make an
evaluation at this time.
Very truly yours,
/Jy

Town of South Windsor

South Windsor, CT 06074
Dear Mr. Moran:
In response to Mr. Sartor's letter of 02/01/88, the following is
a progress report of the IWA/CC permit for App. #466 Charbonneau
Resubdivision addressing the concerns raised in Attorney Beck's
letter of 12/28/87. The items that would involve the inspection
or review by town staff include the pond and approval conditions
five and six of the Inland Wetlands permit.
The pond is contained within the area of the roadway construction
as shown on the approved plans; therefore its existence would be
eliminated. The approved plan shows that the pond will be
drained as well as drainage of the wet area. The plan also calls
for an earth excavation of over two feet in the pond area.
With respect to approval condition #5, the soil sampling will be
required immediately prior to stablization of the site; there is
a note on the modified plans (sheets 2 & 10 of 11) indicating
this will be done. The clearing or working limits (approval
condition #6) has also been shown on sheets 8 & 9 of the
modified plans .
The plans were revised through 11/18/87 to include the Inland
Wetlands comments and were submitted to the Town on 12/11/87
consistent with item 7 in the Inland Wetlands Agency/Conservation
Commission letter of approval of 10/30/87 .
On January 8, 19.88, town staff met on-site with Douglas Cooper of
DEP's Inland Wetlands Unit, at his request. At the conclusion of
the site inspection, Mr. Cooper indicated that he did not see any
reason for DEP to become involved.
1
It would appear that as of 12/28/87, the applicant was in
compliance with the conditions of approval on the permit.
Very Truly Yours,
Marcia Banach

RE: GOVERNORS SQUARE Application #514
Lot 14 Resubdivision & Site Plan
Dear Mr. Moran:
This is one of the applications that were tabled last fall
awaiting -the additional information requested with the
subdivision application. Assuming that the subdivision shall be
heard first and these comments will probably be applicable for
this parcel also, these comments shall presume the subdivision
approval.
The wetland limits were verified by a soil scientist in
conjunction with the subdivision application. It is also fair to
say that the easterly limits don't stop at the property line.
With this construction, there would be a modification of the
inventory map, Section 3 . 2 of the regulations. The regulated
activity would be 5 .1, 5 .2 & 5 . 3 .b. The filling and encroachment
into the wetlands and the alteration of a watercourse. The
information submitted on the offsite drainage plan, sheet 5, is
insufficient. Also, the note on sheet 2A, "subject to rights of
travel slope and drainage in favor of Elio Capuano" is much too
broad. This lot should stand on it's own merits .
The sedimentation and erosion control plan contains a substantial
portion of the erosion and soil features per the guidelines .
They could be augmented with; a narrative, topo source, an
indication of the amount of fill and its source, disposition of
stumps . It also appears that their topsoil location isn't
consistent with the Planning & Zoning Regulations for appropriate
buffering to a residential zone. The anti-tracking apron should
terminate at an edge of pavement.
John J. Moran, Jr. , Chairman
South Windsor Inland Wetlands Agency/Conservation Commission
RE: Governors Square
Page 2.
The off site drainage will have to be addressed and conditions
associated with the subdivision of the 78 acres will be an
influence. It seems premature to complete this evaluation at
this time.

Reference: All Pending Applications, Capuano, Governor's

Dear Ms. Banach:
As you may recall, this firm represents Capuano Builders and
Developers, Mr. Elio Capuano and Mr. Paul Capuano with respect
to all pending planning agency applications and inland/wetland
applications in the Town of South Windsor with respect to the
seventy-seven (77) Acre parcel known as Governor's Square.
The purpose of this letter is to advise the South Windsor
Planning and Zoning Commission and the South Windsor Conserva-
tion Commission/Inland Wetlands Agency that all pending ap-
plications are hereby withdrawn.
My clients have withdrawn all applications because of their
sincere interest in producing an approvable and appropriate
project. Rather than proceed with these applications, I will
be renewing my request through Mr. Haven's office to schedule
a meeting of all interested Town agencies to promote a plan
that is sensitive to important issues and that has been made
with appropriate pre-application input. To do otherwise is
expensive and consuming both for the developer and the Town.
Please contact me if you have any questions or comments.
Yours very truly,
eter J y Alter
