Oescription of Project: Construction of 40 units, rental homes for elderly citizens, on 4.65 acres J of land having approximately 270 feet of frontage on Foster Street. Each unit has 530 square feet of living space. Units are grouped into seven buildings, one with 4 units and six with 6 units each. Construction is slab on grade, single story, wood frame with concrete foundations. There is also a community building proposed, of 1300 square feet. Access to the rental homes is by a single 24' wide driveway off Foster Street, leading to parking areas for 46 cars. Driveway extends approximately 650 feet into the site. The site is generally open, farmer pasture land, with an area previously quarried for gravel. The only area of -clearing will be around the edge of this old quarry pit. The site generally slopes eastward, gradually, to Farm Brook (or a tributary thereof) which flows in a northwesterly direction around the periphery of the site. Predominant soils on the site are Manchester (gravelly sandy loam, 3-8%) covering most of the site and Enfield (silt loam, 3-8%) covering the easterly portion including the area of buildings 5,6 & 7. Scarboro (loam, wetland) is found beyond the easterly limit of the site, in the vicinity of the brook. No buildings, roadways or walks are closer than 100 feet from the brook or approxi- mately 70 feet from the wetland soil type. B. Erosion Problems: No potentially serious erosion or sediment problems are foreseen. C. Staging of Project: Project will be constructed in a single time period. 0. Sequence of Construction Operations: -Cutting and removal of several trees and brush within the construction area. -Staking and layout of buildings, roads, and construction limits by the surveyor. -Installation of silt fences and hay bale check dams at construction _ limits as shown on the plans. -Installation of project signs and temporary construction facilities. -Installation of temporary fencing for protection of existing trees to remain on site. -Stripping and stockpiling of available topsoil. -Excavation, filling and grading of the construction area. -Construction of roadway base. -Fine grading and permanent seeding of the periphery areas as shown on the plans. Soil Erosion G Sediment Control Plan/Narrative Page 2 D. Sequence of Construction Operations (continued):- -Installation of storm drainage facilities, including hay bale check dams around all storm water catch basins and inlets, and stone rip-rap at outfalls. -Installation of underground utilities. -Foundations, slabs and wood frame construction of buildings. -Installation of other site improvements: mailboxes, trash enclosures, clothes-drying posts, site lighting, etc. -Pavement construction, including concrete curbing. -Installation of trees and shrubs. -Fine grading and permanent seeding of all disturbed areas not otherwise developed. -Clean up of site, and removal of temporary erosion control measures. It appears that the wetland limits were taken from the town maps and the only encroach- ment would be by the storm sewer outlet. The soils within the construction limits, Sheet L2, as indicated, ate well to excessively drained and subject to erosion. From an on site inspection, the top soil appears to be thin. Its preservation could become important with apparently about 10% of the site left undisturbed, perhaps the stockpile location could be more centrally located for easy access. The "Connecticut Guidelines" provide an appropriate format for a site plan presentation to minimize the erosion from a site, a narrative for a site description, a sequence to provide a logical construction approach, and details, anti-tracking pad and seeding mixtures, etc. If an approval were to be considered, the following conditions could apply: 1. Modify the plans to show a narrative, sequence an entrance pad and the seasonal seeding and/or mulching per the "Guidelines". 2. Relocate the stockpile area. 3 . The company awarded the contract shall be responsible for maintenance of the erosion and sediment controls for this project. Very truly yours, 7% A.
