RE: Plan Review, Vito Covensky, Strong Road
Dear Kevin:
This parcel contains about a half an- acre of Walpole soil along
the entrance road from Nutmeg Road North. The pavement exists,
an activity proposed would include the installation of the
utilities, stormwater, sanitary, etc. The balance of the site
falls into the Ninigret and Windsor Sandy Loam or made land.
The actual construction activity should be confined to about a
1 1/2 acre area including the building. Strict compliance with
the conservation plan narrative should minimize erosion problems.
If an approval were to be considered, the following conditions
could apply.
1. A bond in the amount of $3 ,000 to assure compliance with
their plans and narrative.
2. The non-structural control to be employed for the disturbed
areas after 10/1 shall be mulch, per plans.

Dear Attorney Grace:
Re: Application #487 - Covensky Industrial Building
At the September 28, 1987 meeting, the South Windsor Inland Wetlands
Agency/Conservation Commission approved with conditions Application
#487, construction of an industrial building to be located on property
located on Strong Road, as shown on plans prepared by Lucek Engineering
Associates , Inc. , dated 6/3/87 , consisting of 3 pages. The following
conditions must be adhered to for this permit to be valid:
1 . We recommend a bond in the amount of $3 ,000 be submitted
to the Planning & Zoning Commission to ensure compliance
with erosion & sediment control measures.
2 . The non-structural control to be employed for the disturbed
areas after 10/1 shall be mulch, per plans.
3. The actual construction activity should be confined to
about a l 1/2 acre area including the building. Strict
w compliance with the conservation plan narrative should
minimize erosion problems.
4 . Construction activities shall be subject to the approval
of the Town Engineer.
5 . The application shall indemnify and hold harmless the Town
of South Windsor against any liability which might result
from the proposed operation or use.
6 . The permit is valid for one year and shall expire on
September 28, 1988.

Please be advised that the Planning and Zoning Commission voted
on February 2, 1988 to approve the captioned application, in
accordance with Drawings #1 (6-3-87 rev. 11-20-87 ) ; #2 (6-5-87
rev. 11-19-87 ) ; #3 (6-5-87 rev. 2-1-88) ; #3A (6-1-87 no rev. ) ;
and #4 ( 11-19-87 rev. 12-10-87 ) prepared by Lucek Engineering
Assoc. Inc. , Project No. 87-52, and with the following
modifications:
1 . Prior to commencement of any site work, a meeting must be
held with Town Staff .
2 . No building permits will be issued until the final plans
have been filed in the Town Clerk's Office.
3 . This approval is subject to the conditions of approval of
the Inland Wetlands Agency/Conservation Commission.
4 . An as-built plan will be required prior to issuance of a
certificate of occupancy per Section 4 . 13 . 10 of the Zoning
Regulations .
5 . A landscape bond of $5,000 is required.
6 . Iron Pins must be set prior to issuance of Certificate of
Occupancy.
7 . Increase screening plantings to buffer residential
neighbors to the north.
8 . No access shall be allowed off Strong Road.
9 . Lighting will be directed away from residential use.

Black and white transparent mylars of Sheets #1 and 2 with the
above modifications, together with three blueprint copies of the
entire set of plans, must be submitted to this Commission to be
stamped and signed. The letters of approval of this Commission,
as well as the Inland Wetlands Agency/Conservation Commission,
must be reproduced on the mylars .
After the mylars have been signed by the Commission, they will be
returned to you for filing in the Office of the Town Clerk.
