RE: GOVERNORS SQUARE - 88-008W
Application Review
Dear Mr. Moran:
In October, an application for a portion of this site was tabled
until further information, such as an overall drainage system,
wetlands for the entire parcel and a conceptual layout was
submitted. This information was submitted with a new
application. Application #509 was for Lots 2, 7 & 18 . There are
no Lots 9 & 10, and Lot 14 doesn't exist. To eliminate possible
glitches,. I would suggest that their application be amended to
include Lots 2, 7, 14 & 18, as requested.
The purpose and description stated on the 2-09-88 application
would in essence subdivide the 78 acre industrial park parcel
into 16 lots with about 1700 l.f . of roadway construction. It
would seem that a part of their application would address" Section
III which inventories and maps the wetlands and watercourses . I
do not see any reason to dispute the limits as shown on their
drawings and the town inland wetlands map could be modified
appropriately. The regulated activity for which they are
requesting a permit for would be Section 5 . 1 & 5 . 2 of the
regulations; the development within the wetlands limits .
The initial incursion into the wetlands would be a little over an
acre for the building of the Loop Roadway, Capital Avenue, to an
elevation mostly above 80 which in turn would put the building
areas below the roadway elevations . The grading of these lots
would be handled on an individual site plan basis .
John J. Moran
RE: Governors Square
Page 2 .
The next matter for discussion would be sudbividing into the 16
lots, although the agency is not into subdivision, but they should
indicate to the applicant and the Planning & Zoning Commission
the potential for these parcels to become viable building lots .
Based on the wetlands shown on Sheet 9, there are wetland type
soils shown on each lot, with the exception of Lot 15, to varying
degrees . A portion shown on Lots 1, 2, 3, 4 , 5, 6, 7, & 10
would include the swales previously approved as detention areas
and/or as the vehicle to transport the stormwater runoff from the
site. The balance of the wetlands shown would represent an
unimproved or undisturbed area. An estimate of the total lot
coverage of wetlands per lot as shown, 4-25%, 11-50%, 12-90%, 13-
98%, 14-75%, 16-15%, 17-50-% and 18-45% or over 20 acres of the
78 acre total. This should be the point where the Agency provides
the guidance to the applicant.
At the October meeting, the Agency also asked for a thorough
drainage study for the entire parcel. On February 4, 1988, one
was filed with the secretary. It is inappropriate to condense
their 6 page summary of a detailed report into a brief paragraph
but basically, the existing detention basin capacity would be
inadequate for a fully developed site. This is essentially the
presentation made a year or so ago with the development of Lots 2
& 7 . The flatness of the site and the detention capabilities of
the swales should provide the zero increase standard if installed
in the progression designated.
Their report goes on to evaluate the drainage from Lots 12, 13 &
14 and the balance of their acreage as it discharges into the
Beldon Road system, as apparently sufficient for anticipated or
intended development. The Town drainage report, done in 1977,
indicates the system that they would be discharging into as
inadequate. This should be resolved.
It appears that the applicant has responded to the request and
the Agency could react appropriately. I€ an approval of the
permit for the regulated activity as presented with the
subdivision proposal were to be considered, the following
conditions or modifications might be appropriate.
John J. Moran
RE: Governors Square
Page 3.
1. Modify the application to include all the lots and the land
to Beldon Road.
2 . Delineate the construction limits. I am assuming it isn't
the 78 acres .
3 . Drainage easements will be required from the catch basins in
the roads to where they exit the property.
4 . An as built drawing of the drainage swales should be
submitted showing their capabilities and compliance with their
drainage study as the lots are developed to assure the proper
designed runoff on an as added basis .
5 . An overall program for the maintenance of the swales should
be submitted. There could be 16 different ideas plus the Towns .
6 . Their sedimentation and erosion control notes are an integral
part of the plans and compliance is required.
7 . A bond of $10,000 to assure compliance of the permit for the
activities within the construction limits could be appropriate.
8 . There shall be no earthwork on the site until three sets of
the modified plans and the bond has been submitted and the
conditions imposed by the Planning and Zoning Commission have
been complied with.
Very truly yours,

Reference: All Pending Applications, Capuano, Governor's
Highway
Dear Ms. Banach:
As you may recall, this firm represents Capuano Builders and
Developers, Mr. Elio Capuano and Mr. Paul Capuano with respect
to all pending planning agency applications and inland/wetland
applications in the Town of South Windsor with respect to the
seventy-seven (77) Acre parcel known as Governor's Square.
The purpose of this letter is to advise the South Windsor
Planning and Zoning Commission and the South Windsor Conserva-
tion Commission/Inland Wetlands Agency that all pending ap-
plications are hereby withdrawn.
My clients have withdrawn all applications because of their
sincere interest in producing an approvable and appropriate
project. Rather than proceed with these applications, I will
be renewing my request through Mr. Haven's office to schedule
a meeting of all interested Town agencies to promote a plan
that is sensitive to important issues and that has been made
with appropriate pre-application input. To do otherwise is
expensive and consuming both for the developer and the Town.
Please contact me if you have any questions or comments.
Yours very truly,
/eVterJ- Alter
