New plan is same plan as previously approved, however, moved to different location
on site, from right side of lot to left corner. Improved erosion control plan
revised. The change in site of building is more in wetlands than previous plan.
Problem in storm drainage hasn't been resolved in its entirety. Gerber is looking
for permission to start building without drainage problem solved. Planned site
is 6 acres out of 50 acres. Bo Davies expressed concerns about building being so
close to road, erosion control, wind erosion and blowing on site, and immediate
landscaping. Definitely more control on erosion is needed.
Motion to approve with conditions by W. Pekals. All voted Aye with the exception
of D. Lanza who opposed. Conditions; Satisfactory erosion control plan to be
presented with construction time table to be worked out with the Engineering_
Department.
4. Application #372, Harold Collins, to fill a low area to bring land back to original
use agriculture). Property was originally tarm land. Part of property in
question to be filled is not in wetland, dry land except for occasional surface
water. Any drainage will drain into its own drainage, which has been there for
years. Land to be filled is approximately 1/5 of an acre. Land to be filled will
be used for gardening this summer, and evergreens to be planted for windbreaker.
Motion to approve by K. Rennie, seconded by W. Pekala. Amended motion by K. Rennie
and seconded by W. Pekala to approve with conditions; The fill being used to be
"clean fill" per Department of Environmental Protection Section 19-524-2 definitions
#l5 "clean fill means n _atural soil which is inert in terms of leaching and does not
pose a pollution threat to ground dr surface water"; Construction activities shal],
be subject to the approval of the Town Engineer; the application shall indemnify
and hold harmless the Town of South Windsor against any liability which might
result from the proposed operation or use.' All voted Aye. Unanimously carried.
5. Application #299, Amended Site Plan, Lakewood Sewer, crossing of Podunk.
BillO'Neill from fuss & O'Neill presented site plan. Adjacent to Ellington Rd.
and the Podunk River. To obtain sewer service from units adjacent to Ellington Rd.
they will need to connect sewer line across property of Mr. & Mrs. Daly , go beneath
the river, along adjacent to river and tieing into ex isting sewer. It would take
approximately 2 weeks to install sewer line depending on water level and weather
conditions. Normal water level is very minimal. A shallow area per Mrs. Daly and
Mr. Kelly who will be doing the work. The flow of the water will be controlled by
the dam at "Mill on the River Restaurant". Protection from siltation will be
controlled due to previous problems of pond siltation. They will control water while
using it. W. Pekala recommended permanent crossing be made, which would solve
town problem and Mr. & Mrs. Daly's situation, however question was raised as to
who would have the responsibility of this crossing or bridge?
Motion to approve with conditions amended site plan by W. Pekala, seconded by
K. Rennie. All in favor. Unanimously carried. Condition being that construction
plan does not violate DEP regulations regarding diverting a river out of its
stream bed.

SUBJECT: SEWER EASEMENT/LAKEWOOD PROJECT
As you are aware, per application #299, a Wetland's permit was
granted to RSK Contractors, Inc. on February 19, 1986, to construct
a sanitary sewer line (from the Lakewood Project across Route 30,
along the Daly property) across the Podunk River and into an
existing sanitary sewer line southeast of Hilton Drive. During the
WPCA review process concerning this sanitary sewer, both staff and _
the WPCA were concerned about access of the sanitary sewer for
maintenance purposes. Subsequently, discussions with RSK centered
on an access bridge across the Podunk and a gravel access way along
the sanitary sewer line route. After further consideration, staff
felt that the construction of an access bridge was not necessary
and that a gravel access way accessed from Hilton Drive would be
suitable for maintenance of the sanitary sewer lines. With this in
mind, it is the staff's recommendation that RSK remove 8 in
clLes of
existing soils (200 cubic yar s e rani ary sewer line route,
place a_s i`Ti a33z-te-dcurt-and-r Ia a soi wi inches
of_process gravel (200 cubic yardsr=(see ta`ched plari`for area

The above work is within the previously disturbed sanitary sewer
easement for which a Wetlands Permit had been granted. This
matter is brought before you for your information and in case the
Commission has any concerns or questions.

RE: RSK-Kellco, Inc.
Application to install road bed over sewer
easement for Town maintenance purposes
Dear Mr. Moran:
To perhaps simplify this application, the 100 unit Lakewood
Development was initially approved in December 1984 with the
appropriate renewals and modifications, including the
installation of the sanitary sewer west of Ellington Road under
the Podunk River to an existing trunk line. With this
installation, as with other cross country lines in town, an
adequate access drive for maintenance by the Town was a part of
their proposal. I have included some of the appropriate
documentation. The current application is a modification in that
the access shall be apparently from Hilton Drive, not across the
maintenance bridge previously proposed.
The plans show the wetland limits and they appear consistent with
the town map. The regulated activity proposed within the
wetlands includes the removal of, and disposition of, material
within a wetland and a flood plain as per Section V of the
regulations . With exception of the spoil area, the wetlands were
disturbed by the installation of the sewer. This driveway
activity shouldn't affect the natural or indigenous character of
the wetlands on either side
A simplified explaination would be to remove the top 8" and
replace it with a 24 ' wide gravel maintenance access road.

Page 2.
This proposal is for work on land of others and perhaps extra
care should be considered. The plans do not show any access to
the site, although concensus is that it will be across the Palmer
property at 274 Hilton Drive. There are a number of
restrictions granted by the Palmers in 1979 for work within the
15' easement which are not part of these plans . The agreement
with the Daly's, dated 11-12-86, terminated 11-12-87 . The sewer
installation is well over a year old. Not all of the conditions
in that deed have been complied with.
The review with the conservation plan requirements reveals some
omissions, such as; a narrative, planned and existing roads,
existing buildings and structures, access roads, abutters
protection of the abutters, verification of the flood plain of
the topo, proposed contours, the rights to dispose of the spoil
as shown, the E & S details, the existing drainage, the 30" storm
system is not shown and perhaps a 30" culvert should be installed
in the swale to modify the excavation, a typical section of the
driveway with specifications, proposed contours, compliance with
the 'guidelines' and applications to FEMA, Army Corps. The Town
supports their proposal but to approve this application without
the appropriate rights in hand first, would be improper. The
modifications and additional information should be submitted
prior to the further evaluation for the permit.
Very truly yours,
i2

Dear Mr . Kelley:
At the March 14 , 1988 meeting of the South Windsor Inland Wetlands
Agency/Conservation Commission , the Commission voted to deny Application
#88012W. It was the general consensus of the Commission not to allow a 24 '
roadway in the area due to the impact on that area and that the original
approval for Lakewood should be adhered to .

Re: Lakewood Sewer Easement, Hilton Drive
Dear Mr. Moran:
I understand that the Inland Wetlands Agency/Conservation
Commission recently rejected an application by RSK/Kellco to
construct a gravel drive, through an existing sewer easement from
Hilton Drive, to allow Town access to a cross-country sewer line
for maintenance purposes in connection with the Lakewood project.
I respectfully request that the Commission reconsider this
application for the following reasons.
At the time the original application for Lakewood was approved by
both Planning and Zoning and Inland Wetlands, it was understood
by all parties that access to the cross-country sewer line would
be required. The exact conditions of the access were not
determined at that time, since the Water Pollution Control
Authority generally is not involved with a project until Planning
and Zoning and Inland Wetlands approvals have been granted.
When the project was initiated, it was generally envisioned that
access would occur from Ellington Road; however, it has since
become clear that access from Ellington Road is not possible.
There is no bridge across the Podunk River, and the cost to
construct a bridge capable of supporting a Town vehicle would be
prohibitive. The sewer easement which exists is insufficient in
size to allow a b_idge to be built. The agreement between
RSK/Kellco and the property owner to the east of the river
includes a small bridge for the property owner's personal use
only; this bridge would be unuseable by Town maintenance
vehicles .
The gravel access which would be constructed from Hilton Drive is
strictly a subbase only; the road would be loamed and seeded with
grass when completed. There will be no visible evidence that
there is a gravel road, yet the ground will .the e.;_firm enough
to support Town maintenance vehicles.

The Town has not been involved in -maintenance of the existing
cross-country sewer line which extends to Pleasant Valley Road
for the sole reason that we have no access road, therefore no
access, to that line. The area of the sewer line is extremely
wet, and Town vehicles physically cannot get into the area. The
failure to secure a gravel base over that line is an error which
we are trying to avoid repeating - if a blockage should occur in
that line, we would be unable to repair the line. This would
result in major health and sewer service concerns for all persons
connected to that line.
Finally, it is critical that we have the required access to this
particular sewer line because there is a siphon at the Podunk
River. The siphon is a section of pipe which has a "U"-shaped
bend to cross under the river, and the potential for blockage is
significantly greater than a normal straight gravity-flow line.
Town vehicles must be able to access the sewer line on a regular
basis to maintain the siphon so that a blockage does not occur.
The Water Pollution Control Agency and the Public Works
Department are in agreement that for all of the above-noted
reasons, the Hilton Drive access is the most viable access to
this cross-country sewer line. We appreciate your assistance in
resolving this issue.
Very truly yours, --'
