Moran, Jr. , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: Kirby Holcomb, Strong Road Application Review Dear Mr. Moran: This application for a single family home with a designed septic system was heard last May (Applications 463 & 464) as two individual homes. I am enclosing those minutes . At that time, the neighbors expressed a concern about the high groundwater condition and the ,preservation and maintenance of the water course through this parcel, that drains that large wetland. These previous applications were tabled awaiting the additional information. An on site inspection confirms the high groundwater condition and apparently the wetlands were flagged recently. It would appear that this application would be heard under Section 5 .1 & 5 . 2 with respect to the regulated activity within a regulated area. If an approval were to be considered, the following conditions or modifications might be appropriate before a building permit could be issued: 1. Certification of the indicated inland wetlands limits by the soils scientist. 2 . Compliance with Section; 5.1.a of the Zoning Regulations requirement of at least 10,0 0 s .f.lt buildable area. 3 . An approval of the State Heah Department for the sewage disposal system per the towns environmental health officers letter of February 19, 1987 . 4 . Considering the relative flatness of the site, the soils condition the potential of 3 feet of fill or approximately 1500 c.y. fill, perhaps a topographic plan of the disturbed areas with 1' contours, location of the test holes and finish spot grades where critical. S . There should be an appropriate narrative and erosion control proposal. To just fill over what is there without some preparation would be inappropriate. 6 . Protection of the watercourse should be addressed. 7 . A bond of $5,000 might be appropriate, prior to any earth work on the site, to assure compliance. 8 . A mylar, modified to show the revisions, suitable for filing a 3 black & white prints should be submitted to the Commission prior to any earthwork on the site. Very truly yours, A. Holcombe : RE: Application #88013W At the March 14 , 1988 meeting , the South Windsor Inland Wetlands Agency/Conservation Commission denied Application #88013W without prejudice. Commission members concerns centered over the impact on the wetlands involved and the accuracy of the map provided . If the plans are resubmitted , they should address the following concerns : 1 . Certification of the indicated inland wetlands limits by the soils scientist . 2. An approval of the State Health Department for the sewage disposal system per the town ' s environmental health officers letter of February 19 , 1987 . 3.
