The purpose of my visit was to identify the inland wetland boundaries. The field work was done on March 8, 1988. The wetland boundaries are marked with blue flagging numbered WL-1 through WL-18. Please refer to the enclosed sketch for the approximate location of the inland wetland boundaries and key wetland flag numbers. The soil map and narrative are a refinement of data contained in the Soil Survey of Hartford County, Connecticut. The symbols on the map identify map units. The non-wetland soils were not studied in detail . Observations were made of these soils only in the process of identifying the wetland sites. The following descriptions do not constitute a detailed soil survey, but may be used as an aid in site planning. WETLAND SOIL Map Unit AQ e A -map unit consists primarily of man-made or man-disturbed cut and/or fill areas that are wet. Slopes range from 0 to 3 percent. These soils have a' seasonally high watertable at less than 2 feet; have an acquic moisture regime and can be expected to support hydrophytic vegetation. Typically, these soils are in places where a less than 2 foot thick layer of earthy material has been placed over poorly and very poorly drained soils; or where the natural soils have been mixed so that the natural soil layers are not identifiable; or where the soil materials have been excavated to the ground watertable. These soils are inland wetland soils. NON-WETLAND SOILS Map Unit AuD e AUD map unit consists primarily of man-made cut and/or fill areas that have a seasonally high watertable within 2 to 4 feet of the surface. Slopes range from 0 to 5 percent. Typically, these soils are in places that have 2 feet or more of fill material placed over poorly and very poorly drained soils. The fill is mostly earthy materials with minor amounts of non-earthy materials such as pieces of concrete, bricks, wood, metals, and glass. In cut areas the natural soil material has been excavated and the unconsolidated geologic material is exposed. Map Unit NnA The NnA map unit is composed of Ninigret soils on 0 to 3 percent slopes. These soils are very deep and modertely well drained. Ninigret soils formed in glacial outwash. Typically, they have a fine sandy loam surface and subsoil layer, overlying sand and gravel to a depth of 60 inches or more. Ninigret soils have low chroma mottles within a depth of 24 inches. These soils have a seasonally high watertable at 1 .5 to 2.5 feet from late fall to early spring. Map Unit WvA 7Fe--9v7 map unit consists primarily- of Windsor soils on 0 to 3 percent slopes. Windsor .soils are very deep, excessively drained soils, formed in sandy glacial outwash. Jackson Property on ?other Road. mrs. Briksson reviewed some of the background of this application noting that it had come to the attention of the agency that activity was occurring on the Jackson property which contains wetlands and according to Agency records Mr. Jackson's permit had expired. That was the reason for the Agency's letter dated August 28, 1981 and the Y request for submission of an application for review. She asked r. Jackson what he wanted to do, as it wasn't too clear from the application exactly what he planned. t fir. Jackson told I11A he way ;t:;rting_a pond, clearing and thin- ing some trees and pushing back earth. It was noted that a homeowner can do almost anything he ws:zts for the enjoyment of his home, how- ever, he might be affecting the wetlands by :roving material back and ' forth. Mr. Jackson explained that he was proposing a ?$ ft. X 100 ft. pond. Mr. Davies suggested it would have to be deep enough soas not to dry up. He suggested that Inr. Jackson get help from SCS or MORN. I=Ir. Jackson said he talked with someone from SCS. "r. Lane suggested he might talk with ;'x. Trottman of a;ain Street, who had constructed a pond. Mrs. Warren suggested that SCS should come out, they usually do. hr. Jackson said the person he talked to just suggested he push it (soil back and r6rade it. Agency members noted that didn't sound like advice he would get from SCS and after further questioning, it was apparent 1 Mr. Jackson had spoken to the wrong Agency. IIVA noted that SCS will come down to I4r. Jackson's property and after reviewing will give spa- cific detailed guidance in building his pond. Mrs. Eriksson explained that the Agency was concerned that the( movement of material might affect downstream. fair. Jackson noted that basically he was just cutting wood, cutting stumps, rototilli.ng an area and using a John Deere loader, juat neatening one side. He said he is not affecting the wetland. 7 . Davies asked where was the water going. Mr. Jackson told him it stays there. Mr. Davies thought it might go into the clay. Firs.. Eriksson explained that they were not trying to tell him what to do, but were concerned for the wetland. Mr. Jurewicz explained that the Agency was concerned that what he is doing may be affecting someone else. Mr. Jackson said he had not touched the watertable. The Agency members and tir. Jackson discussed the proposal ex- tensively. Mrs. yriksson observed that Mr. Jackson would not need a permit for a pond three acres or less, nor for cutting of trees, i as lop; as they were not in the wetland. After further discussion„ the Inland Wetlands Agency told Kr. Jackson he would not need a per- 1 mit to construct a duck pond on his property providing it is built under the guidance and direction of the Soil Conservation Service.( However, if in the future Mr. Jackson anticipated any other activity in the wetlands, he should contact either Mr. Davies or the Chairman t Mrs. Eriksson for information regarding the necessity of a permit.
