Dear John and Inlands Wetlands Commission Members:
Unfortunately, we were out of town on business and could not
attend the meeting held April 18, to review the effects of the
Chapel Road Reconstruction on the Inland Wetlands.
Thel,Chapel Road Reconstruction will severely affect the conservation
easement on our property -- 25 Marty Lane. The State of Connecticut
plans to take 0 .033+ acres of our property containing the conservation
easement which means that most of the trees in this part of the
easement will be cut down to accomodate grading for the reconstructed
road.
We are very concerned about the loss of the trees, and the impact this
will have on erosion, drainage, etc. Attached is a map of our property.
The blue line on the map indicates the portion of the conservation
easement affected by the road reconstruction.
This conservation easement is supposed to be "protected" land which
enhances the natural beauty of our town and shelters wild/plant life,
and yet this road reconstruction is being allowed to seriously alter this
conserved area.
We hope that the Inlands Wetlands Agency/Conservation Commission will
come out to view this property and examine the impact that the road
reconstruction will have.
Sincerely,

RE: Chapel Road Reconstruction
On Tuesday, .June 12, 1990, we visited the Chapel Road
Reconstruction site and found several erosion and soil control
items that required attention. These were:
1 . At approximately station 71+50 the pond had silt
deposits and needed some silt fencing to prevent
additional deposits .
2 . At approximately station 73+00 the storm outlet
required approximately 20 linear feet of silt fencing
on both sides.
3 . At approximately station 68+00 to. Gail Lane, the
potential of erosion from the excavated shoulder area
exists . Haybales of silt fence stops will be
required.
4. Seeding and mulching of slopes should be accomplished
to prevent erosion.
5 . Sumps in catch basins need cleaning.
6 . The stockpile across from Rugby Lane needs to be
ringed with silt fence.
I relayed this information to Mr. Al Terlizzi of—Central—Pa lg
and r. Bil Bright of A-N Consulting Engineers, Inc. on June 12,
1990 . We also indicated that the pond at 71+50 needs to be
cleaned.

1 . Hydromulching has started and is scheduled to

the right side of the road (as you go from Ellington

2. Items 1, 2, 3 & 5 are complete with the exception of

RE: Chapel Road Reconstruction Project U
At the June 18 , 1990 regular meeting of the Inland Wetlands
Agency/Conservation Commission, the Commission discussed the Chapel
Road Reconstruction Project. Generally speaking they were satisfied
with the site relative to compliance with the soil erosion and
sedimentation aspects of the plan. The two outstanding concerns are
stabilization of the existing stockpiles and more importantly the
control of dust from the site on weekdays and weekends .
I would suggest a strict watering schedule be developed seven days a
week or perhaps the use of calcium chloride or crushed stone to
control the dust problems associated with this project. The dust
control was a serious concern of the Commission and it should be
addressed immediately.

RE: Chapel Road Reconstruction Project
At the September.,10, 1990 regular meeting of the Inland Wetlands

Chapel Road Reconstruction Project. There is still a concern
with the lack of stabilization and dust control with regard to
the stockpile across from Rugby Lane. The construction entrance
also would appear to .be inadequate.
On September 12, 1990 I spoke with William Bright, A-N Consulting

corrected immediately. He is to get back to me with a remedy for
this problem.

Dear Mr. Iazzetta:
Re: Application #88-27P - Chapel Road Reconstruction
This is a reminder that the permit with the Inland Wetlands
Agency/Conservation Commission, Application #88-27P will expire on
April 23, 1991 .«
If you plan to extend your project beyond the above expiration
date, the Agency requires a letter requesting extension together
with a fee of $25.00. This should be submitted 30 days prior to
the expiration of the permit.
In the event that you are requesting an extension, Section 4.13.6
of the Zoning Regulations establishes the process for monitoring
the approved conservation plan. Per that regulation, a progress
report is required from the applicant's engineer verifying that
erosion and sedimentation control measures have been installed and
maintained in accordance with the approved conservation plan. A
copy of the regulation is enclosed.
This verification report must be submitted 30 days prior to
expiration date of the permit to allow time for the Commissioners
to evaluate your project controls.
If work has been finished or will be finished by the expiration
date, please have an engineer send a letter stating work is
completed according to the approved plan.
