RE: Office Building - Old Wapping Realty - #8A' i 0 0%
Dear Mr. Moran:
The soils indicated on Sheet 6 of 7, Elmwood and Buxton do not
fall into the wetland category - nor is there a stream,
watercourse or drainage system through or near this site. There
is no inland wetland activity. The permit, based on the
drawings, would be for conservation measures .
The proposed activity on the site could work as proposed. In
their sequence, a modification in their calendar is required.
Three observations that might be considered by the applicant
include:
The soils survey indicates a high ground water table for these
soils . An inspection of the site revealed standing water
easterly of the parcel and the appearance of a sump pump
discharge westerly of the existing building confirming an
existing wet site condition. With apparent flow of the ground
water westerly, perhaps a more appropriate location of the
underdrain could have been on the easterly side, intercepting the
water before the site, keeping the working area dry.
It is difficult to evaluate the practicality of removing the
existing driveway to install a antitracking mat as the first
construction item. With reasonable care, the new building
construction could begin prior to the major earthwork and reduce
the area exposed at one time. Over one half of the site is
blacktop. It could be stripped, graveled, paved in one
operation.
There is no storm drain on the south side of Ellington Road.
There is no storm outlet for the site.

RE: Office Building - Old Wapping Realty
If an approval were to be considered, the following conditions
might be applicable:
1 . Adjust the sequence calendar on the modified plans.
2 . With a high groundwater condition, prudent use of
underdrains around building and parking should be
considered.
3. A resolution of the storm outlet will have to be included in
the modified plans .
4 . The submission of a $4,000 Bond, to assure compliance with
the approvals and three sets of modified drawings to the
IWA/CC prior to any work on the site.

RE: Application #88-36P, Ole Wapping Center
Dear Madam/Sir:
This is a reminder that the permit with the Inland Wetlands
Agency/Conservation Commission, Application #88-36P will expire on
June 20, 1989 .
The Agency requires a letter requesting extension together with a
fee of $25.00 . This should be submitted at least 45 days prior to
the expiration date of the permit. If work has been finished or
will 'be finished by the expiration date, please have an engineer
send a letter stating work is completed according to the approved
plan.
In the event that you are requesting an extension, Section 4 . 13 .6
of the Zoning Regulations, Conservation Plan (a copy enclosed)
establishes the criteria for such a plan and a method of monitoring
its application. A permit for your proposal was granted, with a
bond as assurance of compliance with its sedimentation and erosion `
control measures. To assist in the review process by the IWA/CC,
whether for a permit extension or specific inquiry request, the
provisions for verification through progress reports by the
developer's/applicant's Engineer demonstrating that each Erosion
and Sedimentation control measure has been installed and
maintained, in accordance with the approved plan shall be required.
It is requested that this verification report be submitted thirty
days before the regular meeting of the IWA/CC, May 8, 1989, to
permit time for the Commissioners to evaluate your project
controls.
If you have any questions, please contact Phyllis Mann or John
McCahill, Zoning/Wetlands Enforcement Officer. (644-2511 Ext. 253)
