Dear Ms. DeCobert:
RE: WETLAND DELINEATION
PROPOSED TRUCK GARAGE SITE
B'URNHAM STREET 3
SOUTH WINDSOR, CONNECTICUT
At. your request, I made an on-site investigation of a site for a
Proposed truck garage off Burnham Street in South Windsor, Connecticut.
The purpose of my visit was to identify the inland wetland boundaries.
The field work was done on May 11, 1988.
The wetland boundaries are marked with blue flagging numbered WL-1
through WL-14. Please refer to the enclosed sketch ,for the approximate
location of the inland wetland boundaries and key wetland flag numbers.
The soil map and narrative are a refinement of data contained in the
Soil Survey of Hartford County, Connecticut. The symbols on the map
identify map units. Each map unit has a unique combination of soils.
Areas with the same symbol have similar composition. The following map
unit descriptions are based on the data collected at this particular
.site. For this reason, there may be some differences between these
descriptions and those provided in the Soil Survey of Hartford County,
-Connecticut., . .
The identification of the wetlands was based on my field observations
of the soils on this site and the guidelines of the National Cooperative
Soil Survey Program. The non-wetland soils were not studied in detail .
Observations were made of these soils only in the process of identifying
the wetland sites. The following descriptions do not constitute a
detailed soil survey, but may be used as an aid in site planning.
WETLAND SOILS
Map Unit PmA
TF6 'ri map unit is composed primarily of Palms soils on 0 to 1 percent
slopes. Palms soils are very poorly drained organic soils, over a loamy
mineral substratum at depths of 16 to 51 inches. Typically they have muck
organic layers over a silt loam mineral substratum. Palms soils have a
watertable at or near the surface tY7roughout the year. They are inland
wetland soils.
Map Unit SeA
Tie S map unit is composed primarily of Scarboro soils on 0 to 3 percent
slopes. These soils are very deep, very poorly drained and formed in
glacial outwash. Scarboro soils have an organic surface layer up to 16
inches thick overlying sand to a depth of 60 inches or more. Depth to the
watertable is less than 12 inches for the entire year. They are inland
wetland soils.
NON-WETLAND SOILS
Map Unit UDA
'ffi`etlDW map"unit consists primarily of man-made cut and/or fill areas.
Slopes range from O to 3 percent. The fill is mostly earthy sandy and
gravelly materials with minor amounts of non-earthy material such as
pieces of concrete, bricks, wood, metals, and glass. In cut areas, the
natural soil has been excavated and the unconsolidated sandy and gravelly
glacial deposit is exposed.
Please contact me if you have any questions or if 1 can be of further
assistance.
Respectfully yours,/

RE: Application Review Pesco Inc. , Burnham Street
Dear Mr. Moran:
With the knowledge of your letter of June 28 informing the
applicant, per regulations, that they would not be heard in July
and upon receipt of the A-2 Survey of this site with a request
to be placed on the Agenda, a report follows .
Our wetlands map shows the entire parcel as wetlands and from the
soils survey submitted, the front portion, say two thirds, is
earthy, sandy and gravelly with minor amounts of non earthy, such
as demolition products . The Agency should address the
unauthorized deposit on the site with a possible unknown
contamination of the groundwater. I don't know the source of the
domestic water for the residences to the west.
Secondly, a petroleum equipment and supply company desires to
erect an 8,000 s. f. building and impact all but half an acre of
the wetlands by their or our map, for which a permit to conduct a
regulated activity, fill the wetlands, shall be required.
This parcel has a number of problems that could have an influence
on your decision. It is not on a South Windsor street, Burnham
Street has slim to no drainage in it. The watershed includes
from the base of the hill at Long Hill to Chapel Road, to
Ellington Road and certainly adjacient portions of East Hartford
are extremely flat, with a high water table and the drainage is
mostly open swales .
The plan submitted has no provisions for on site detention of
stormwater or possible spillage. This is an construction feature
but the impact on wetlands, drainage and abutters both in South
Windsor & East Hartford should be considered with the permit
activity.
.P4
1,
Mr. John M. Moran, Jr. , Chairman
South Windsor Inland Wetlands Agency/Conservation Commission
RE: Pesco Review - Burnham Street
Section 5. 2 of the regulations require a minimum non disturbance
area for which this application is seeking a permit top be waived
to a certain limits . This isn't shown on the plan.
If a permit were to be granted for this activity in the wetlands,
a conservation plan should include the "guidelines" features such
as tree protection, temporary and permanent seeding and/or
mulching, stormwater runoff controls for during and after
construction, detention and a demonstration of a feasible and
prudent alternative for the encroachment shown.
