permit for the construction of an addition to an existing
industrial building located on the westerly side of 121
Connecticut Avenue, IP zone.
DOCUMENTS REVIEWED: Application. Form and site plan (sheets 1-2) .
COMMENTS AND RECOMMENDATIONS:
1 . There is no reference as to how much additional runoff will
result from the proposed addition and how it may effect the
surrounding wetland area.
SUGGESTED APPROVAL CONDITIONS:
1. Although reference is made to erosion and sedimentation
controls in the narrative, there is none shown on the plans.
The area downslope of proposed addition should show a silt
fence on the plans.
2. This area is contained within a wetland area. The wetlands
should be shown on the plan as they actually encompass the
area.
3 . A person to contact in the event of site problems should be
identified directly on plans.

Dear Mr. Moran;
Plans for the above referenced proposed project have been revised to
reflect the comments of the Zoning Enforcement Officer's memo of September
8 , 1988 . These are specifically addressed as follows :
1 . Increased stormwater runoff from the proposed addition and processed
stone shall be converted to sheet flow directed to low areas along the
south and west property lines . The potential for erosion and
sedimentation is minimal due to the flatness of the topography of the
area and thick stand of grasses . Natural detention is afforded in
these areas prior to discharge to the existing storm drain.
2 . The location of the silt fence has been added to the plan.
3 . Wetland delineations have been added to the plan.
4. A soil erosion and sedimentation control narrative has been added to
the plans. This identifies the designated individual responsible for
the implementation and maintenance of the erosion and sedimentation
control plan.

Gentlemen:
At the October 17,1988 meeting, the Inland Wetlands
Agency/Conservation Commission approved with modifications
Application #88-70P - IWA/CC permit for the construction of a
addition to an existing industrial building located on the westerly
side of 121 Connecticut Avenue, IP zone.
The following modifications must be adhered to for this permit to
be valid:
1 Three (3) blueprint copies of the approved map with all
modifications be submitted to the IWA/CC within 65 days for
review prior to any construction activity on the site.
2. Construction activities shall be subject to the approval of
the Town Engineer.
3. The application shall indemnify and hold harmless the Town of
South Windsor against any liability which might result from
the proposed operation or use.
4 . We recommend a bond in the amount $2000 . to be submitted to
the Planning and Zoning Commission to ensure compliance with
the Erosion and Sedimentation Control Measures .

5. The permit if valid for one year and shall expire October 18,
1989 .
6 . All approvals required must be obtained and submitted prior to
any activity on the site.
7 . We recommend to Planning & Zoning that additional planting and
screening be provided on the site.

Commission voted on March 14, 1989 to approve the above-
referenced site plan of development in accordance with brawings 1
and 2 of 2 dated 6/17/88 (revised 3/6/89 ) prepared by Ed Lally

1 . Prior to commencement of any site work, a meeting must be
held with Town Staff .
2 . No building permits will be issued until the final mylars
have been filed in the Town Clerk's Office.

This is a reminder that the permit with the Inland Wetlands
Agency/Conservation Commission, Application #88-70P will expire on
October 18, 1989 .
If you plan to extend your project beyond the above expiration
date, the Agency requires a letter requesting extension together
with a fee of $25. 00. This should be submitted 30 days prior to
the expiration of the permit.
In the event that you are requesting an extension, Section 4 . 13 . 6
of the Zoning Regulations (a copy enclosed) , establishes the
criteria for a conservation plan and a method of monitoring its
effectiveness. A permit for your proposal was granted, with a bond
as assurance of compliance with its sedimentation and erosion
control measures. To assist in the review process by the IWA/CC,
whether for a permit extension or specific inquiry request, the
provisions for verification through progre4s reports by the
developer's/applicant's Engineer demonstrating that each Erosion
and Sedimentation control measure has been installed and maintained
in accordance with the approved plan, shall be required.
This verification report must be submitted 30 days prior to
expiration date of the permit to allow time for the Commissioners
to evaluate your project controls .
If work has been finished or will be finished by the expiration
date, please have an engineer send a letter stating work is
completed according to the approved plan.
