parcel of land.
The wetland soils found are as follows :
'`n the ack 52 t1e �� here the strearr: flows the soil
is an alluvial soil undifferentiated, a mixture
of silts. and sands deposited by the water during
flooding . TDrainace is poorly due to the water level
within the stream bottom.
To the west is a poorly drained soil , lie Saco
silt loam with a mucky surface This area is very
small in size on this property.
The dry soil type is Flmwood with a sandy surface and a
clay-like substratum several feet down. Traina,e class
would be moderately xtell drained. Where the present
buildings are located the soil is well drained.

COMMENTS & RECOMMENDATIONS:
1 . There are wetland areas in each Of the two proposed lots .
Although there is no activity proposed at this time an IWA/CC
permit would be required for future development.
SUGGESTED APPROVALS CONDITIONS:
1 . There is wetland vegetation on Lot 1 near the border of the
Gaetano and Sica property. This will require further
investigation and application to IWA/CC should development be
proposed in the future.

" Ladies and Gentlemen:
In response to the Commission' s inquiries regarding the above-
captioned application, please be advised that the demarcation of
Wetlands shown on the topographic plan (Sheet 3 of 3) submitted
with the application was prepared by Mr. Louis Ilgen, a soil
scientist, based upon a flagging of the wetlands in the field.
Any specific questions which the Commissioner may have regarding
the marking of the wetlands boundary may be directed either to me
or to the surveyors , Palmberg & Russo. Please note that this
shall serve to correct my mistaken belief stated at the hearing
that wetlands boundary was based upon prior surveys. I regret
any inconvenience or confusion which may have resulted from this
misstatement.
Any incongruity between the present survey and prior wetlands maps
regarding the wetlands boundary may be due to activities conducted
prior to the adoption of the town' s wetland ordinance. According
to my information, there have been no regulated activities on the
subject premises since the establishment of the Inland Wetlands
Agency in South Windsor.
The Commission' s other concern regarding the proposed consolidation
of Lot 2 as shown on the application plans with Mr. and Mrs. Webster' s

other property located along Ellington Road and South of Lot 2
will be addressed before the Planning and Zoning Commission at

Ladies and Gentlemen:
It has come to my attention that you have requested additional information and
assurances regarding the above-captioned application. Regarding your inquiry of
the date when the soil scientist delineated the wetlands boundary in the field,
I have been informed by Palmberg & Russo that Mr. Louis Ilgen conducted his
field work during the first week of June, 1988 and Palmberg & Russo verified
the flagging in the field on June 10, 1988. I have requested a brief summary
statement of the soil scientist's findings and they be forwarded directly to the
Agency in order to expedite your review of this application.
According to my information, the members of the Agency are also concerned that
Lot 2 is not shown as being consolidated with the front parcel owned by Mr. and
Mrs. Webster. Therefore, please find enclosed a copy of a progress print
prepared by Palmberg & Russo with a revision date of September 26, 1988 which
shows the consolidation of these parcels assuming the necessary approval is
obtained from the Planning and Zoning Commission.
Once again, if anything further is required in connection with this application
review process, please do not hesitate to contact me.

Dear Sir
At the October 24,1988 meeting, the Inland Wetlands _
Agency/Conservation Commission approved with modifications
y Application #88-80P - IWA/CC permit for a 2-lot subdivision, no
activity proposed at this time, northerly side of Ellington Road,
easterly side of Pierce Road, RC zone.
The following modifications must be adhered to for this permit to be
valid:
1 Three (3) blueprint copies of the approved map with all
modifications be submitted to the IWA/CC within 65 days for
review prior to any construction activity on the site.
2 . Construction activities shall be subject to the approval of the
Town Engineer.
3. The application shall indemnify and hold harmless the Town of
South Windsor against any liability which might result from the
proposed operation or use.
5. The permit if valid for one year and shall expire October 24,
1989 .
6 . All approvals required must be obtained and submitted prior to
any activity on the site.

Dear Mr. Webster:
re: Application #88-80P - subdivision to permit future
conveyance
This is a reminder that the permit with the Inland Wetlands
Agency/Conservation Commission, Application #88-80P will expire on
October 24, 1989 .
If you plan to extend your project beyond the above expiration
date, the Agency requires a letter requesting extension together
" with a fee of $25.00 . This should be submitted 30 days prior to
the expiration of the permit.
In the event that you are requesting an extension, Section 4 . 13 .6
of the Zoning Regulations (a copy enclosed) , establishes the
criteria for a conservation plan and a method of monitoring its
effectiveness . A permit for your proposal was granted, with a bond
as assurance of compliance with its sedimentation and erosion
control measures . To assist in the review process by the IWA/CC,
whether for a permit extension or specific inquiry request, the
provisions for verification through progregs reports by the
developer's/applicant's Engineer demonstrating that each Erosion
and Sedimentation control measure has been installed and maintained
in accordance with the approved plan, shall be required.
This verification report must be submitted 30 days prior to
expiration date of the permit to allow time for the Commissioners
to evaluate your project controls.
� r If work has been finished or will be finished by the expiration
date, please have an engineer send a letter stating work is
(� completed according to the approved plan.
