Re: Application No. 437
Parcel No. 2, Arthur Roe Subdivision
Gentlemen:
This letter will accompany and supplement our separate
Application form asking approval of the subject Site Plan filed
with Mr. Davies with that Application.
Your Commission on February 9, 1987 approved application
No. 437 by Arthur Roe effective for one year, subject to condi-
tions stated in the Commission' s letter mailed him February 23,
1987 . A copy of that letter is attached . Following that
approval , John Howard purchased Parcel No . 2 in the Roe
subdivision, intending building his new home on it . Prior to
expiration of the one-year limitation, application made for a
one—year extension was granted by your Commission to February
9 , 1989 , subject to the original conditions. A copy of your
letter verifying that extension is attached.
John Howard has now completed preparations for construc-
tion of his home to begin as soon as a building permit can be
issued . Condition No. 1 on Wetlands approval requires that the
owner "come before the commission with a site plan for approval
prior to obtaining a building permit" .
The Planning & Zoning Commission approved Application No.
1192 on November 17, 1986 for the Arthur Roe Subdivision, sub-
ject to Conditions . Those conditions applicable prior to con-
struction have been met , including payment of the $ 50 . 00
drainage assessment on December 16 , 1987 . Those conditions
CArar. `V'ILLEA,1Uf4 & ]RICHARDSOM
required to be met as part of the construction process are
included in detailed architectural plans submitted with the
separate application for a building permit filed with the
Building Department.
Kindly place this mkt er on your agenda for the next
meeting to be held Se „e + 1988 for the owner to come
before you for site plan approval.
Very truly yorus,

RE: Application #88-81W - J. Noxon Howard - IWA/CC permit for
construction of a single family house on the westerly side
of Main Street, A40 zone.
DOCUMENTS REVIEWED:
Application Form, Site Plan (Drawing 1) , letters from the
Town of South Windsor in reference to past permits,
extension and approval; and letters from J. Noxon Howard.
COMMENTS AND RECOMMENDATIONS:
1 . The existing and proposed contours are not shown at 2 foot
intervals as part of a Class A-2 survey for this plan. -
Although the actual home site is on a level plain, the area
surrounding it has steep slopes which must be shown to make
an informed decision.
2 . The conservation easement must be indicated directly on the
plan. This must be approved by the Town Engineer and Town
Attorney.
3. There are no Erosion and Sedimentation Controls shown on
the plans as required by Public Act 83-388. The following
items should be noted:
a. Although reference is made to a stockpile
location, it should be shown on the plan with
proper erosion and sedimentation controls .
b. A construction entrance pad should be shown on
the plans for traffic entering Main Street.
c. A silt fence or hay bales should be placed
around the site perimeter to protect steep slopes
and reduce runoff into sensitive areas.
d. A contact person should be indicated on the
plans should site problems arise.
4 . The Planning and Zoning Commission requires a turn-around
driveway. The drive as shown will not be approved by the
Town Engineer.
5 . An engineer should be used in the application process to
clarify necessary information for an IWA/CC approval.
Although this review is provided, it is the applicant's
responsibility to meet all items stated in Section VI and
VII of the Inland Wetland Regulations .

DOCUMENTS REVIEWED: Application and Site Plan
COMMENTS:
1 . The initial application was rejected as it was incomplete. A
letter was sent to the applicant and all concerns or
insufficiencies were added to the new plans.
2. The Erosion and Sedimentation e m asures should be installed
according to the detail shown in Guidelines for Soil Erosion
and Sedimentation Control.
3 . The existing vegetation on the surrounding slopes should not
be disturbed if at all possible.
4 . If this project will extend over the winter, a fabric silt
fence might be better than haybales. (Haybales are only good
for 60-90 days ) .

Dear Mr. Howard:
Re: Application #88-81W - single family home on Main Street,
South Windsor
This is a reminder that the permit with the Inland Wetlands
Agency/Conservation Commission, Application #88-81W will expire on
October 24, 1989 .
If you plan to extend your project beyond the above expiration
date, the Agency requires a .letter requesting extension together
with a fee of $25.00. This should be submitted 30 days prior to
the expiration of the permit.
In the event that you are requesting an extension, Section 4 . 13. 6
of the Zoning Regulations (a copy enclosed) , establishes the
criteria for a conservation plan and a method of monitoring its
effectiveness . A permit for your proposal was granted, with a bond
as assurance of compliance with its sedimentation and erosion
control measures. To assist in the review process by the IWA/CC,
whether for a permit extension or specific inquiry request, the
provisions for verification through progress reports by the
developer's/applicant's Engineer demonstrating that each Erosion
and Sedimentation control measure has been installed and maintained
in accordance with the approved plan, shall be required.
This verification report must be submitted 30 days prior to
expiration date of the permit to allow time for the Commissioners
to evaluate your project controls.
r -
If work has been finished or will be finished by the expiration
date, please have an engineer send a letter stating work is
completed according to the approved plan.
\If you have any questions, please contact Phyllis Mann or John
McCahill, Zoning/Wetlands Enforcement Officer. (644-2511 Ext. 253)

Project #88-81W
Dear John:
Yourfile should contain a copy of Mr . Lombardi ' s
general letter dated August 15th regarding project status.
To the best of my knowledge this project is completed
in compliance with the manifold conditions imposed . The
building is finished and occupied, grading and seeding are done
with grass growing, and stone driveway is in place.
Your file should also indicate whether or not a bond
had to be posted. Unless we are notified to the contrary, no
permit extension appears necessary.
Please advise.
Very truly yours,
