The purpose of my"visit was to identify the inland wetland boundaries. The yield work was done on May :11, 1988. The wetland boundaries are marked with blue flagging numbered Wi_--1 through Wl_--14 . Please refer to the enclosed sketch for the approximate location of the inland wetland boundaries and key wetland flag numbers. The soil map and narrative are a refinement of data contained in the Soil Survey of Hartford County, Connecticut. The symbols on the map identify map units. Each map unit has a unique combination of soils. Areas with the same symbol have similar composition. The following map unit descriptions are based on the data collected at this particular site. For this reason, there may be some differences between these descriptions and those provided in the Soil Survey of Hartford County, Connecticut. i The identification of the wetlands was based on my field observations of -Lhe soils on this site and the guidelines of the National Cooperative Soil Survey program. The non-wetland soils were not studied in detail . Observations were made of these soils only in the process of i dent if yi ng I the wetland sites. Burnham Street This is a reminder that the permit with the Inland Wetlands Agency/Conservation Commission, Application #88-91P will expire on January 23, 1989 . If you plan to extend your project beyond the above expiration date, the Agency requires a letter requesting extension together with a fee of $25.00 . This should be submitted 30 days prior to the expiration of the permit. In the event that you are requesting an extension, Section 4.13.6 of the Zoning Regulations (a copy enclosed), establishes the criteria for a conservation plan and a method of monitoring its effectiveness . A permit for your proposal was granted, with a bond as assurance of compliance with its sedimentation and erosion control measures. To assist in the review process by the IWA/CC, whether for a permit extension or specific inquiry request, the provisions for verification through progress reports by the developer's/applicant's Engineer demonstrating that each Erosion and Sedimentation control measure has been installed and maintained in accordance with the approved plan, shall be required. . This verification report must be submitted 30 days prior to expiration date of the permit to allow time for the Commissioners to evaluate your project controls. If work has been finished or will be finished by the expiration date, please have an engineer send a letter stating work is completed according to the approved plan. DOCUMENTS REVIEWED: Application Form , current site plan, old site plan, and past approval. COMMENTS 1 . This plan ia a revision to a plan approved by IWA/CC in July, 1988 . 2 . The plans submitted are not stamped to certify they are prepared according to A-2 survey standards . Plans have been rejected for this in the past. 3 . Although a wetlands limit is shown, there is no indication as to who established it. The wetland shown is part of a fairly extensive wetland. 4 . Sheet 1 of 1 shows a curved wetlands limit and curved 40' setback. Sheet 1 of 2 shows a straight line as a 40' setback, this needs some explanation by the applicant. Proposed building is very close to the 40, setback when considering sheet 1 of 1 . 5. East Hartford Wetlands Commission should be notified as proposed development is within 500' of the town line. 6 . Sheet 2 of 2 needs to show current modifications on the plan. 7 . Grading limits extend to the proposed sediment barriers . The sediment barriers should be set back to allow grading to be done without taking down the barriers. Limits of grading should be indicated and established prior to any consruction. 8. There is lots of old debris on this site. Disposition of the material should be addressed. 9 . Extensive cuts and fills will take place in the wetland to make the detention basin. 10 . No stockpile or construction entrance is shown. IF APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS: 1 . Stockpile area should be shown on plans if one will be used. Construction entrance should be shown on plans as well. 2 . Reference is made to clearcutting the lot, protection should be in place on the west to protect trees. 3. Plan should be certified and consistent throughout all sheets . 4 . Sediment barriers should be situated to provide working room for proposed grading. r 21MSir ING 25 SO.MAIN STREET EAST WINDSOR, CT 06088 (203)627-9620 MICHAEL WALKER Architect,A.I.A.
