Re: Proposed Development of Lot #1 Sea Pave Rd., South
Windsor
Dear Ms Banach:
We have reviewed the plans for the proposed deveZopment of
Lot #1 Sea Pave Road. An area of concern is the type of
storm drainage system which is to be utilized near Burn-
ham Street. The use of a paved Leak off and trench drain could
pose a potential maintenance problem.
The Town would Like to see the Leak off and trench drain re-
placed by a catch basin and a flared end section respec-
tiveZy. These changes would avoid problems with snow
plowing and debris affecting the trench drain grate. We
also would appreciate a copy of the subdivision drainage .
calculations as the site drainage calculations reference
them.
Please refer our concerns to the appropriate parties for
their review.
If you have any questions please contact me at 289-2781,

RE: Application #88-93P (Delco Air Inc. )
Dear Mr. Delasco:
On May 2, 1989 I conducted a site inspection of the property
subject of Application #88-93P, Delco Air, Inc.
On April 27, 1989 I contacted you to clarify the need to re-
establish construction limits according to approved plans, reduce the
topsoil on Lot #2 to one pile,
p p and seed and restore Lot #2. This was
to be accomplished prior to continuing work on Lot #1.
In addition, you were to send a letter stating your need to
utilize Lot #2 for one stockpile as your excavation of the site
4 generated more topsoil than anticipated. This, I assume, is
forthcoming.
As of today, Lot #2 still has two stockpiles and the lot has not
been seeded or restored. You are to cease all activity on Lot #1
until such restoration is accomplished. The stockpile should be
fully protected and seeded and the remainder of Lot #2 should be
seeded and mulched. At such time that this is accomplished, I will
re-inspect the site and you will be authorized to start activities on
Lot #1. From then on I would expect that you will adhere to
construction limits as shown on the approved plans .

Re: Delco Air Building, 11 Sea Pave Road (Lot 1) .
Dear John:
When my excavator started scraping the lot topsoil, we
encountered four times the level of topsoil that was
anticipated. This was unexpected and, as the operator
continued work, he kept expecting the level of top-
soil to decrease but it did not .
i
Two borders of the lot are areas which we wish to keep
undisturbed; therefore, the operator piled the topsoil
' on my adjacent lot (Lot 2 ) . The stockpile of soil
has been surrounded by a silt barrier and seeded. The
areas near the pile where the ground was disturbed
have been seeded and mulched and the lot is now sta-
bilized.
We have erected a construction fence along the border of
lots 1 and 2 . It is my intention to work with you in
maintaining the conservation goals in this area.
Very, truly yours ,

This is a reminder that the permit with the Inland Wetlands
Agency/Conservation Commission, Application #88-93P will expire on
November 14, 1989
If you plan to extend your project beyond the above expiration
date, the Agency requires a letter requesting extension together
with a fee of $25.00. This should be submitted 30 days prior to
. ; the expiration of the permit.
In the event that you are requesting an extension, Section 4 . 13 . 6
w of the Zoning Regulations (a copy enclosed) , establishes the
criteria for a conservation plan and a method of monitoring its
effectiveness. A permit for your proposal was granted, with a bond
as assurance of compliance with its sedimentation and erosion
control measures. To assist in the review process by the IWA/CC,
whether for a permit extension or specific inquiry request, the
provisions for verification through progress reports by the
developer's/applicant's Engineer demonstrating that each Erosion
and Sedimentation control measure has been installed and maintained
in accordance with the approved plan, shall be required.
This verification report must be submitted 30 days prior to
expiration date of the permit to allow time for the Commissioners
to evaluate your project controls.
If work has been finished or will be finished by the expiration
date, please have an engineer send a letter stating work is
completed according to the approved plan.
