I have conducted an on-site soils investigation of the property located between South Satellite Road and Pleasant Valley Road in South Windsor, Connecticut. The principal purpose of this soils investigation was to identify and map the poorly drained and very poorly drained soils or "wetlands" as defined under alternationseInls Wetlands Act. Because of the many open areas on the property, to agriculture, and some extremely dense areas, the wetland soils were re located . due g "on. This interpretation.by intensive field investigation and aerial photo in rp d soil survey but in far more detail. In this soils investigation standard Y ure in s and roced descriptive term P P and report, the classifications of the soils, soil textures, descri drainage classifications follow guidelines the and criteria of the National Coopera- tive Soil Survey. FINDING 5---- The property lies on a nearly level outwash plain. The and much of the property was under intensive agriculture up to a few years ago. The forested areas were not farmed for many years and thus are extremely dense. The soils through- out the cleared fields have been disturbed and graded years ago to eliminate depres- sions and wet areas. Drainage ditches were also dug to divert and drain water from the land. Because of the land smoothing operation, former wetlands cannot be accurately identified or flagged in the field. The boundaries are best mapped using the aerial photos along with intensive field investigation. Not all holes were logged. (3n the west, sell -. areas of sb.ls appears" t-a be poorly, drained on the south side -aditch. The area was graded and under intensive agriculture, and was managed a part of the entire open field of moderately well to well drained soils. The ditch continues to the south 7, anndt18. The main wetland wetland along the southern boundary line in lots 4, 14) 1S, 16, 1 soils described- above on the west side consist of the Walpole sandy loam, variant, 0 to 3 percent slope s• For more detailed information, see the last section of this report. A second area of poorly drained soils occurs in the southeast section of the open fields in lots 16, 17, and 18. This area is connected to the long narrow wetland that is parallel to the southern property boundary. However, the open field is substantially higher in elevation above the long narrow wetland in the wooded area. This portion of the open field has also been disturbed due to land smoothing and was also managed as a moderately well to well drained soil as part of the entire coarse This soil consists primarily of loamy sand surface over sand, fine sand, ;reddish sand. This soil is also the Walpole sandy loam, variant, 0 to 3 percent slopes. In the northeast corner of the property, there are three separate depressions which are located in extremely dense forest and shrub vegetation. These depressions and 21. The soils in these depressions consist } are located in lots 8, 9 20, a P pri- marily of sand with a fine sandy loam surface. Silt loam topsoil is present in places overlying the sand subsoil and substratum. The closest soil type again is the Walpole sandy loam, variant, 0 to 3 percent slopes. This soil is a variant because it does not completely fit within the range of characteristics for the Walpole series. Originally this area was mapped as the Scarboro sandy loam, a very poorly d J rained soil. . However, this area just does not have the necessary mottling for very poorly drained and in some areas for even poorly drained. These depressions are isolated and have no outlets. They also do not have a I large watershed area supporting them. It appears that the degree of saturation of these depressions is dependant primarily on the elevation of the water table which will fluctuate with the season of the year. These areas are ponded in late winter and early spring and become dry in summer and fall. during most years. 'he mom., xant;e we la d consists-of..a channeled brook that cuts across the rP^r 1 i , rKeotdary :off ;he property. This brook is well defined bye topography 'and functions primarily as a drainage channel. It was dug for agricultural drainage a e in the area and to drain off areas of wetland soils describe d above. Small areas o alluvial soils occur along the brook. The brook was channele d and straihtened for more o efficie nt water movement. The brook is well within the ,, wooded porti on of the property. It functions primarily as a drainage.ay with minor P areas that pond and are subject to flooding. As described above, the poorly drained soils in the open fields are at. a higher elevation and do not function as part of the brook or as a floodplain of the brook. The open fields are approximately 3 to- t feet higher in elevation above the brook channel. CONCLUSIONS---- It is proposed to subdivide the property into 21 lots in a commercial zone. Four - of the lots along Nutmeg Road have already been approved. The entire property is nearly level to very gently sloping and consists of permeable sandy soils. These soil s have a high water table and thus, the soil drainage classifications range from moderately well drained to well drained except for those areas still classified as poorly drained. The agricultural drainage and land alterations removed wetland soil areas and changed the soil moisture regime of other areas. The drainage and the land smoothing was designed to maintain the water table at the present elevation and remove ponding of depressions due to topography. In the proposed subdivision the wetlands that'have •been. disturbed and intensively used in the past would be filled or removed through. drainage. However, the surface drainage and subsurface water would be carefully controlled in elevation and flow through the property with the drainage system. The three isolated wetlands in lots 8, 9, 20, and 21 would also be filled and drained. These areas of wet soils have no drainage outlet at present. The combination of storm drains in Centre Circle and a series of detention ponds would not only replace much of the wetland soil area SOILS I2JVESTIGATION OF NU714EG CO3\UgERICI:aL CENTRE---3 HTM 11/;/88 lost, but would better control water movement of surface runoff and maintain better control of the water table on the property. This letter constitutes an engineering review of the site work approved in this application necessary to request an extension of the original approval. The building on the site is largely completed and fully enclosed. During my visit, much of the site was covered by snow, but the site appears to have been roughly graded according to the plan. The catch basin and pipe for drainage of the front parking lot has not yet been installed. Paved areas have been rough graded but will not receive a base or pavement until warmer weather arrives. Trees have been preserved wherever possible along the front of the site. The total disturbed area in the site amounts to approximately 1 1/2 acres. There is an anti-tracking apron in place at the entrance to the front parking lot and little evidence of tracking of soils onto the adjacent driveway. The present grading of the site along the north side of the building insures that no sediments pass beyond the limits of construction. The south side of the site, which borders the Dynamic Controls site, is lined with silt fence from front to back. In general, the silt fence abutting the. Dynamic Controls parking lot is in good condition with some small areas where sediment has overtopped it. Several stakes should be reset to support the fence. For a distance of approximately 100 feet along this property line toward the rear of the lot, the silt fence has been completely buried and stakes broken. This section of silt fence should be replaced. 146 HARTFORD ROAD / MANCHESTER, CONN. 06040 / TEL. (203) 646-2469, FAX. Lombardi March 1, 1990 Page 2 Despite these areas of overtopping, there is little evidence of erosion damage on site or sedimentation impact to the adjacent site. There is little or no erosion or sedimentation hazard evident at any other location on the site. This is largely due to the level grade of the area. A good effort has been made on the site to preserve existing trees in the front of the lot along Nutmeg Road. Construction should be completed as soon as the weather turns favorable. With this letter we respectfully request an extension to the above referenced approval. If you have any questions or require any further information, please do not hesitate to contact me.
