The parcel is gharacterized by Merrimac fsl V - with an almost flat grade. . The front of the lot has been regraded and" filled with a gravel having a reddish matrix. A large open drain enters the property from-the highway along the southern border, south of a dry detention structure, and exits the property on the southern border at about one third of the southern frontage. A second open drainage ditch with water in it transects the rear-portion of the property from W to SW ( the direction of water flow. r - I hope the above proves sufficient for your pouposes. McCahill, Zoning/Wetlands Enforcement Officer A# RE: Application #89-06P, Charbonneau Industrial Building, IWA/CC permit for the construction of an industrial building located on the westerly side of John Fitch Boulevard, I zone. DOCUMENTS REVIEWED: Application form, site plan and letter from Hart Soil Services, Inc. COMMENTS: 1 . There was previous approval by IWA/CC for this site for Connecticut Driveshaft, Inc. This plan is substantially different. Some work has taken place under the past approval and bonds are still being held. New bonds by current applicant should be required. 2. Sheet 2 of 5 indicates two small areas designated as wetlands as taken from the Town Wetland Map. The letter dated 1/10/89 from Hart Soil Services, Inc. indicates "no wetland soils on the property" . Although that may be valid statement, there is an existing drainage culvert a-long the southerly property line which is regulated by Town regulations. The proposal includes piping and filling the culvert. 3 . Sheet 2 of 5 should be identified as an Erosion and Sedimentation plan. 4 . Proposed silt fence along rear property line should be brought forward to protect remaining trees and act as a limit of construction. 5 . Existing stream channel on the southern abutting property should be shown. It may require stabilization as a result of impact from this site. The proposal indicates two discharges to the existing watercourse. Necessary drainage rights should be obtained. Drainage calculations should be provided to determine predevelopment and postdevelopment flows . 6 . Stump disposition should be addressed in the plans . r 7 . Additional sediment barrier should be shown on southerly boundary along proposed detention basin. 8. Additional consideration should be given to stockpile needs . Is the one stockpile sufficient for the project? 9 . Sequence, as given in narrative, should be adhered to in order to reduced areas of disturbance. This sandy soil is easily carried by winds . 10. Limits of construction should be indicated on the plans. 11. The soil boundaries should be clearly indicated on the plans. The report subdmitted does not appear to be accurately reflected. 12. The area of discharge into the basin from the front of the lot should be stabilized. This should be indicated on the plans. 13 . There are areas of the parking lot which are indicated as having no curbs . This may require additional stabilization and should be indicated on the plan. IF APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDE: 1 . Sheet 2 of 5 should be identified as an Erosion and Sedimentation plan. 2 . Silt fence in the rear of the lot should be relocated along remaining tree line and additional fence should be provided along detention basin. 3 . Stump disposition should be addressed on the plans . 4 . Additional stockpiling areas shown, if needed. 5. Limits of construction should be indicated on the plans. 6 . Soil boundaries should be clearly indicated on the plans . 7 . Additional stabilization should be shown for parking lot without curbs . 8. Additional stabilization should be shown for the discharge from the front of the lot. )(W WN 8f4 1540 SULLIVAN AVENUE SOUTH WINDSOR, CONN. 06074 R•CO AREA CODE 203/644-2511 March 13, 1989 M E M O R A N D U M TO: John E.
