OVERVIEW: The project is a 22,000 sq. ft. multi-tenant industrial building on a 3.2541 acre parcel. The project site is located on lots 9 & 10 of the John Fitch Industrial Centre Subdivision, Phase I. The parcel is rectangular approximately 360' x 400' and generally flat. The northeast corner of the parcel falls away to a drainage Swale that enters a 54" concrete culvert that passes into the project's comprehensive storm water detention basin. SOIL TYPES; The south 80% of the parcel is well drained soil, (WvA- Windsor Fine Sandy Loam w/ 0-3• slope with a small area of NnA- Ninigret Fine Sandy Loam w/ 0-3% slope). The remainder 'of the parcel is fill material from previously granted permit (Made Land) . VBGETATION, The parcel is generally open field. The Sullivan Avenue frontage contains a number of trees, (plotted on Conservation Plan), that are incorporated into the Landscaping Plan. The east side of the parcel contains various vegetation ranging from bushes and vines at the edge to 12" diameter trees farther into the woods. The site contains no wetland type soils and it is not located in a flood plain. However, as part of this site development, we are providing stabilization to the bed of the existing drainage Swale. As part of the stabilization system we will be modifying the existing culvert system to provide for a reduction in- stream erosion. B. SCOPE: This project consists of the construction of a 22,000 sq. ft. multi-user building area with its required utilities and storm drainage system on the 3.2541 acre site. Of the 3.2541 acre area in this parcel, this project will entail the disturbance of approximately 2.84 acres on 871/6. Fill area shown is approximately 2,900 sq. ft. or 5% of the site The area of tree and brush to be removed is approximately 8,900 sq. ft or 15% of the site. McCahill, Zoning/Wetlands Enforcement Officer Pv/ RE: Application #89-07P JFI, Cornerstone East - Conservation Approval for the construction of an industrial subdivision located on the northerly side of Sullivan Avenue, I zone. DOCUMENTS REVIEWED: Application form, site plan and drainage computations. COMME4S: 1 . `Although there are no wetlands soils on the site, the proposal includes alterations to the stream channel. This includes rip- rap along approximately 2501 , upstream of proposed development. 2. Tree protection should be provided for trees that exist along the easterly property line. Although most trees will be cut down for parking, a limit should be established prior to cutting. 3. The rip-rap channel detail appears somewhat generic and should be modified to the existing site and slopes . 4 . The plan should include cleaning the detention basin downstream as necessary thoughout the time of construction. The detention basin to be used should have approval by the Town Engineer. 5 . The conservation plans show no erosion and sedimentation controls for the actual development site. The sandy soils of this area are easily windblown. 6 . Identify how access to the stream channel will be accomplished. Necessary rights must be obtained prior to construction activity. It appears some work may take place on Town property. There should also be a sequence of construction for the stream stabilization. This should include the time of year the stream stabilization will take place. r 7 . Phasing the project would be beneficial. The construction sequence has building construction and culvert activities happening concurrently. 8. Limits of construction should be indicated on the plans. IF APPROVAL IS CONSIDERED, SUGGEST APPROVAL CONDITIONS INCLUDE: 1 . Tree protection should be indicated on the plans for the easterly property. 2. Show adequate erosion and sedimentation for the actual development site. 3. Phase the project to reduce the activity taking place at one given time. 4 . McCahill Zoning/Wetlands Enforcement Officer Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 RE: Application# 89-07P - Cornerstone East Dear John: Thank you for the reminder of our permit expiration for the referenced project. At this date we have completed the stabilization project for the existing drainage swale/culvert, however, owing to the current economic crisis that exists in our state we have not utilized the project',a.: conservation plan. In view of existing economic conditions, we request that the Commission waive the expiration provisions of its regulations and allow for additional extensions for approved permits. At no small expense, this project has received all required municipal approvals and permits, including a building permit, and ,all bonds have been filed. For this reason we will be soliciting the assistance of the Director of Economic Development, John Shemo to obtain emergency relief from the Town regarding expirations of permits during this crisis. We trust that the Inland Wetlands Agency/Conservation Commission recognizes the impact of its permit process on the viability of projects such as this and will be sympathetic to it in the context of the current economic climate. Alexander J.F. I. Associates, Inc. P.O. Box 1061 South Windsor, CT 06074 Dear Ray: Re: Application #89-07P, Cornerstone East At the February 25, 1991 regular meeting the Inland Wetlands Agency/Conservation Commission discussed your letter, dated February 12, 1991, requesting that the Commission waive the expiration provision of its Regulations and allow for additional extensions for approved permits. Although the -Commission is sympathetic to you, and others like you, who ar__e struggling with today' s difficult economic climate, they do not feel there is a provision for the waiver you have requested. The cost of reapplying is actually fairly minimal and includes; the $100 . 00 application fee, submission of a new application form, and proof of notifications (by certified mail) to abutting property owners . As the site is idle at this time, no Engineer's report will be necessary and the plans, which are currently part of the file, can be stamped with the new date of submittal. In addition, you will not be required to make a formal presentation before the Commission. I would also like to say that the Commission is aware of the concerns that have been focused on the permit duration and extension process and has been in the process of addressing this through proposed changes to the Regulations . During the past year I have been meeting with the Regulations/Bylaws Subcommittee with the result that the Commission will hopefully go to public hearing, tentatively set for April 15, 1991, to adopt several changes to the Regulations . This, if adopted, would include a three year permit duration with an easier process for extensions . Please feel free to call me for clarification of what should be submitted for renewal of the permit of application #89-07P, or to discuss proposed changes to the Regulations .
